On the afternoon of November 28, the Hanoi Party Committee held a conference to announce the Politburo 's decision on personnel work.
Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc attended and presented the Politburo's decision. The conference was also attended by Party Central Committee member Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, and representatives of central departments and branches; leaders of the Hanoi Party Committee, People's Council, People's Committee and Quang Ninh province.

At the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the Politburo 's decision on personnel work.
Accordingly, Mr. Vu Dai Thang was allowed by the Politburo to stop participating in the Executive Committee, the Standing Committee and to stop holding the position of Secretary of the Quang Ninh Provincial Party Committee; to mobilize, assign and appoint to participate in the Party Executive Committee, the Standing Committee of the City Party Committee and to hold the position of Deputy Secretary of the Hanoi City Party Committee, term 2025-2030.
Mr. Vu Dai Thang, 50 years old, from Hanoi, has a master's degree in International Relations (Waseda University, Japan), a bachelor's degree in Foreign Economics and a bachelor's degree in Law. He is an alternate member of the 12th Party Central Committee and a member of the 13th Party Central Committee.
The new Deputy Secretary of the Hanoi Party Committee previously held the position of Head of the Department of Economic Zone Management, Ministry of Planning and Investment; Vice Chairman of the People's Committee of Ha Nam province in the period 2010-2015. In March 2018, he was appointed Deputy Minister of Planning and Investment.
From August 2020 to October 2024, Mr. Vu Dai Thang held the position of Secretary of the Quang Binh Provincial Party Committee and was re-elected for a new term. In October 2024, the Politburo assigned and appointed him as Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.
The current Secretary of the Hanoi Party Committee is Mr. Nguyen Duy Ngoc, along with 4 Deputy Secretaries including Ms. Phung Thi Hong Ha, Chairwoman of the City People's Council (54 years old) and Mr. Nguyen Van Phong (57 years old, Standing Deputy Secretary), Nguyen Trong Dong (56 years old), and Vu Dai Thang (50 years old).
