On the morning of October 26, Quang Ninh Provincial Party Committee held a conference to implement the Politburo 's decision on personnel work.

Attending the conference were Mr. Le Minh Hung - Member of the Politburo , Secretary of the Party Central Committee, Head of the Central Organization Committee; Mr. Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee and members of the Central Organization Committee's Working Group.

At the conference, the Politburo decided to mobilize, assign and appoint Mr. Vu Dai Thang, Secretary of the Quang Binh Provincial Party Committee, to join the Executive Committee, Standing Committee and hold the position of Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025.

Quang Ninh Provincial Party Secretary Vu Dai Thang was born in 1975 in Hanoi, with a Master's degree in International Relations (WASEDA University, Japan), and a senior degree in political theory.

Mr. Vu Dai Thang used to hold the position of Director of the Department of Economic Zones Management, Ministry of Planning and Investment; Vice Chairman of Ha Nam Provincial People's Committee for the 2010-2015 term.

In 2016, he was elected as an alternate member of the 12th Party Central Committee. In March 2018, Mr. Thang was appointed by the Prime Minister as Deputy Minister of Planning and Investment.

In August 2020, the Politburo assigned and appointed Mr. Vu Dai Thang to join the Executive Committee, the Standing Committee of the Provincial Party Committee and hold the position of Secretary of the Quang Binh Provincial Party Committee for the 2015-2020 term.

Previously, according to a communiqué issued by the Party Central Committee Office on the afternoon of August 3, during the afternoon session chaired by General Secretary and President To Lam, the Party Central Committee considered the resignation applications of a number of leaders of central and local agencies; including Secretary of the Provincial Party Committee and Chairman of the People's Council of Quang Ninh province Nguyen Xuan Ky.

The Party Central Committee found that Mr. Nguyen Xuan Ky violated Party regulations in performing his assigned duties and tasks; violated regulations on what Party members are not allowed to do, the responsibility to set an example, and regulations on preventing and combating corruption and negativity.

The Central Committee has agreed to let Mr. Nguyen Xuan Ky resign from his position as member of the 13th Party Central Committee.

On August 9, the 20th session (special session) of the 14th Quang Ninh Provincial People's Council, term 2021-2026, considered the dismissal of Mr. Nguyen Xuan Ky from the position of Chairman of the Provincial People's Council according to his personal wishes.
