Comrade Ngo Hai Phan, Director of the Department of Digital Transformation - Cryptography, Office of the Party Central Committee, Permanent Deputy Head of the Working Group assisting the Central Steering Committee on science and technology development, innovation and digital transformation chaired the Workshop.
The workshop was attended by representatives of office leaders, officials working on digital transformation from Party Committees at the Central level and 11 provincial and municipal Party Committees, and leading data experts.
In the context of the comprehensive promotion of national digital transformation, data is increasingly affirming its role as a leading strategic resource. In order for the Party's data to be managed in a unified, interconnected, transparent, and secure manner, ensuring the criteria of correctness - sufficiency - cleanliness - liveness; to be exploited and used effectively, practically serving the work of Party building, building the political system, as well as planning macro-policies of the Party and the State, the Workshop aims to create a forum for exchanging, sharing and discussing orientations and solutions to effectively exploit the Party's data resources, thereby contributing to finding practical and effective directions for the implementation of digital transformation in the Party system.

Speaking at the opening of the workshop, comrade Ngo Hai Phan said that in recent times, the work of sharing and reusing data in Party agencies, especially between the Central and local levels, has been limited; the rate of exploiting shared data is still low. Much information about people and organizations already exists in national databases but still has to be re-declared due to lack of synchronization and interconnection. Therefore, in the Digital Transformation Project in Party agencies, the task of developing and promulgating the Party's Data Strategy is identified as the focus, along with the pillars: Data Architecture, Data Management and Data Dictionary. "In the digital transformation process, data is the "blood vessel" of the information system. To truly transform digitally, data must be placed at the center, ensuring connection, sharing, reuse and effective exploitation" - comrade Ngo Hai Phan emphasized.
At the Workshop, Viettel Group presented a set of "four-in-one" documents, including: Party's data strategy - orientation, vision, goals and specific tasks for the period 2025-2030; Data architecture - technical platform to ensure synchronization, unity, prioritize connection by API, take data as the center; Data governance framework - clearly defining ownership, operational responsibility, process to ensure data quality and safety; Data dictionary - tool to standardize data language, facilitate interconnection between systems within the Party and with agencies in the political system.

According to the proposal, the 2025-2026 period will focus on completing the legal corridor and establishing key databases; the 2026-2028 period will expand integration, exploitation, and analysis of data to serve leadership and direction; by 2030, a unified data culture will be formed throughout the Party system.
Comrade Ngo Hai Phan requested agencies and units to contribute ideas to complete the document set, ensuring consistency, feasibility and strict compliance with the regulations of the Steering Committee for Digital Transformation in the Party, especially Regulation No. 05-QD/BCĐ of the Steering Committee and Resolution 57-NQ/TW of the Politburo.
He emphasized, “Data strategy is not just a guiding document, but must be concretized with clear actions, roadmaps, responsibilities and deadlines. Each agency in the Party system needs to consider data as a valuable asset, managed, invested and exploited commensurate with its value.”

The workshop also spent time discussing in-depth technical issues such as the connection between Party data and national data, standardizing data dictionaries, data lifecycle management, as well as the model of organizing the data management apparatus from the central to local levels.
Concluding the workshop, comrade Ngo Hai Phan said that he will fully synthesize comments from agencies and experts to complete the draft of the Party's Data Strategy, and submit it to the Steering Committee for Digital Transformation in the Party for consideration and approval in the coming time./.
