Resolution No. 71/NQ-CP dated April 1, 2025, was issued to amend and supplement the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Resolution No. 71/NQ-CP requires that, in addition to regular tasks, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities need to specify and organize implementation: Raising awareness, making breakthroughs in innovation of thinking, determining strong political determination, resolutely leading and directing, creating new impulses and new momentum in the whole society in developing science, technology, innovation and national digital transformation; urgently and resolutely perfecting institutions; eliminating all thoughts, concepts and barriers that are hindering development; turning institutions into a competitive advantage in developing science, technology, innovation and digital transformation; promoting digital transformation, applying science, technology and innovation in the operations of agencies in the political system; improving the effectiveness of national governance, the effectiveness of state management in all fields, ensuring national defense and security... |
The Directive stated: In recent times, with the drastic direction of the Government and the Prime Minister, the participation of the entire political system, the work of developing science, technology, innovation, national digital transformation, administrative reform and implementing Project 06 has achieved important and positive initial results, contributing to the socio-economic development of the country, recognized by the international community.
However, in the process of organization and implementation, there are still shortcomings that need to be overcome immediately. As of October 28, 2025, there are still 51 overdue tasks that have not been completed, including tasks according to Resolution No. 71/NQ-CP dated April 1, 2025 of the Government amending and supplementing the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and the Conclusion Notices of the Central Steering Committee on science and technology development, innovation and digital transformation. The rate of online public service records is still low, only reaching 39.98%, of which the ministry and sector sector achieved the rate: 54.46%, the provincial sector achieved the rate: 16.94%, far from the target of 80% by 2025. The quality of data in national databases and specialized databases has not yet met the criteria of "correct, sufficient, clean, and alive", making it difficult to connect, share, and reuse, leading to the situation where people still have to provide documents many times, unnecessarily. The work of ensuring information security and network security still has many shortcomings, and human resources for monitoring and handling incidents are also limited.
The above-mentioned shortcomings and limitations are due to many different reasons, both objective and subjective, in which one of the main reasons, the "bottleneck" is that the heads of some agencies are not really determined and thorough; the workload is large and increasing, while the organization and implementation have not yet responded promptly to new requirements and conditions; there is still a situation of pushing, fear of mistakes and fear of responsibility; some information systems and digital platforms of ministries and branches are still overloaded, have operational errors, lack stability, and are not connected smoothly with the administrative procedure settlement information system of localities.
Concentrate maximum resources to resolve overdue tasks once and for all
To overcome shortcomings and limitations, create strong and substantial changes in implementing key tasks in the last months of 2025, the Prime Minister - Head of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06 requires ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities to implement the following general principles and requirements:
Identifying the development of science, technology, innovation, digital transformation, and administrative reform as key and urgent political tasks; Heads of ministries, branches, and agencies are fully responsible to the Government and the Prime Minister for the progress and quality of implementation of key tasks within their management scope. Directing and operating are key steps, saying goes hand in hand with doing, achieving substantial results, creating clear changes.
Higher determination, more drastic actions, focused implementation; for each assigned task, it is necessary to thoroughly grasp and seriously organize implementation according to the 6 clear principles: clear people, clear work, clear time, clear responsibility, clear product, clear authority and effective implementation combined with inspection and supervision. Taking the results of task implementation as one of the top criteria to evaluate and classify the level of task completion of collectives and individuals, especially leaders in 2025.
Concentrate maximum resources, strengthen direction and management to prioritize the resolution of overdue tasks, tasks assigned in Resolution No. 71/NQ-CP dated April 1, 2025 of the Government and the Plans, Regulations, and Conclusion Notices of the Central Steering Committee, in which note the key tasks in the last months of 2025.
Organize daily updates of information and data on the progress and results of implementing assigned tasks and solutions on the Information System for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW (https://nq57.vn), ensuring timeliness, completeness, accuracy and synchronization, effectively serving the monitoring, urging, direction and operation of competent authorities.
Regularly organize meetings, strengthen inspection and supervision of the implementation of assigned tasks, thereby proactively grasping, detecting and promptly handling difficulties, problems and shortcomings that arise. Issues within authority must be resolved urgently and thoroughly. For complex issues beyond authority, they must be promptly synthesized, reported and proposed, submitted to competent authorities for consideration and decision, so as not to affect the overall progress.
Strive to complete 100% of the workload by 2025 with quality and efficiency
The Prime Minister requested ministries, branches and localities to proactively and actively use the Information System for Monitoring and Evaluating the Implementation of Resolution No. 57-NQ/TW (http://nq57.vn) to monitor and supervise daily the implementation of tasks and solutions within their scope and authority; promptly remove difficulties, obstacles and "bottlenecks" in the actual implementation process, striving to complete 100% of the workload in 2025 with quality and efficiency.
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities shall direct the immediate handling of responsibilities of individuals and organizations that cause delays in the implementation of tasks; have plans to handle individuals who do not dare to do, avoid, shirk, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in solving related issues, causing tasks to be behind schedule, prolonged, and wasting resources.
VNeID is the only account used to perform online public services and other electronic transactions.
The Ministry of Public Security shall preside over and accelerate the implementation of tasks and utilities under Project 06, ensuring the fundamental and core role of the national population database, electronic identification and authentication system; guide and urge ministries, branches and localities to implement the conversion to using VNeID as the only account in performing online public services and other electronic transactions.
Conduct assessment, ranking and public announcement of the readiness and capacity to connect and share data of ministries, branches and localities; the principle of "data must be shared", except for data in the list of state secrets. Any refusal to share must be explained directly to the competent authority.
Linking digital transformation results with emulation and reward work
The Ministry of Home Affairs shall preside over and coordinate with relevant agencies to urge the implementation of administrative reform tasks (except for urging administrative procedure reform associated with Project 06). Urgently advise the Government and the Prime Minister on amending and supplementing regulations to link the results of administrative reform and digital transformation tasks with emulation, rewards, and annual assessment and classification of the quality of civil servants and public employees in a substantive manner.
At the same time, the Ministry of Home Affairs shall preside over and coordinate with ministries, branches and localities to develop and submit to the Prime Minister for promulgation a mandatory Directive on training and assessing digital skills for cadres, civil servants and public employees; arrange sufficient personnel and payroll for ministries, branches and localities to carry out digital transformation work.
The Chairmen of the People's Committees of provinces and centrally run cities direct: (i) to deploy the work of monitoring and ensuring information security and network security for the entire local political system according to the functions, tasks and direction of the Central Steering Committee on science and technology development, innovation and digital transformation; (ii) to arrange funds and coordinate with the specialized force for network security protection of the Ministry of Public Security in deploying the connection to monitor network security, respond to and overcome network security incidents to ensure connectivity, make maximum use of the capacity of the technical systems of the Ministry of Public Security in ensuring national security, social order and safety in cyberspace; avoid duplicate investment and waste, meet political, legal and professional requirements, and protect state secrets.
The Ministry of Science and Technology - the standing agency of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06 monitors, urges, and inspects the situation and results of the implementation of this Directive; proposes rewards for individuals and collectives that perform well, and at the same time criticizes and reviews the responsibilities of organizations and individuals that cause delays and failure to complete tasks at regular Government meetings and meetings of the Government's Steering Committee...
