From synchronous planning to specific actions across the area
As a leading locality in implementing the National Program on economical and efficient use of energy for the 2019-2030 period, in recent years, Hanoi city has simultaneously deployed many programs to support localities and businesses in implementing energy saving solutions.
According to Mr. Nguyen Dinh Thang - Deputy Director of Hanoi Department of Industry and Trade, in 2024, the Department presided over and coordinated with departments, branches, Hanoi Electricity Corporation and authorities at all levels to advise the City People's Committee to issue 21 key documents and plans to coordinate and direct program activities, ensuring adherence to the Party and State's policies and new development requirements.
The program did not stop at the direction stage but was realized through a series of specific activities. In the industrial sector, the Department provided consulting support to 98 production facilities in Hoai Duc, Thanh Oai, Thach That - Quoc Oai Industrial Park... to implement energy saving measures. Six enterprises in Thang Long Industrial Park (Dong Anh district) were energy audited and instructed to install rooftop solar power systems.

Along with that, Hanoi also promoted the recognition of the title "facilities and buildings using green energy", consulting more than 120 enterprises to prepare documents, of which 83 enterprises were recognized. In addition, 10 units were supported to participate in the Ministry-level Energy Efficiency Program.
In addition to technical consulting activities, Hanoi organized three policy dissemination workshops and three intensive training courses for technical staff and managers. Monitoring and compliance were also enhanced by urging key energy users to update their plans and reports on the national energy data system as prescribed in Decision No. 1480/QD-TTg.
Saving electricity becomes the capital's consumer culture
Sticking to the direction of sustainable urban development, Hanoi has expanded the scope of energy saving to many essential fields.
Mr. Nguyen Dinh Thang said: In construction, the Department of Industry and Trade has participated in appraising 97 projects and inspecting and accepting 138 works, ensuring the selection of materials and equipment in accordance with the National Technical Regulation QCVN 09:2017/BXD on efficient energy use.
“ Step by step, the public lighting system is modernized with remote monitoring controllers via GSM/GPRS, combined with LED technology applications, saving costs and improving operational efficiency ” - Deputy Director of Hanoi Department of Industry and Trade emphasized.
In the agricultural sector, the program is integrated with high-tech application models such as using energy-saving irrigation systems, preserving agricultural products with energy-saving equipment, applying biological and microbiological fertilizers to replace chemicals. In particular, the project "Biogas for low-emission livestock industry" implemented by the City People's Committee in coordination with SNV Netherlands has opened up a new approach to green agriculture, reducing emissions and saving energy.
More than 1,800 students of My Dinh 1 Primary School (Hanoi) were educated on safe and economical use of electricity.
In the field of education , the program spreads awareness of energy saving to 100% of staff, teachers, students and parents. Activities such as turning off electrical equipment when not in use, reducing the use of air conditioning, participating in Earth Hour and writing contests on the environment have created positive social effects.
The transport sector has also actively responded by expanding electric buses, developing bicycle sharing models, and improving traffic infrastructure to reduce congestion, reduce environmental pollution, and save fuel.
Not only stopping at specific actions, the Department of Industry and Trade also advised the City to deploy two key science and technology tasks, including: "Research to assess the impact and propose solutions to manage rooftop solar power systems" and "Research to build an electricity load forecasting system based on big data analysis", towards a more modern, proactive and intelligent energy management platform.
“ We identify that implementing the program of using energy economically and efficiently is not only the responsibility of one industry but also a comprehensive effort of the entire political system to become a consumer culture of every citizen of the capital, towards a green, smart and livable Hanoi ,” Mr. Nguyen Dinh Thang affirmed.
With its drastic participation, Hanoi is building a new development model, both growing the economy, saving resources, protecting the environment and improving the quality of life for the capital's people.
