Binh Phuoc builds smart rural areas

From organic cashew gardens in Thuan Phu commune to Hamlet 2 of Dong No commune with many billionaire farmers, Binh Phuoc is proving that digital transformation is not only present in the city but has reached the countryside.

Along with the digital economy , the provincial government also promotes online public services, creating a new look for smart rural areas, where people can both produce effectively and access digital administrative utilities.

Online public services – the foundation of digital government

Binh Phuoc is aiming to completely digitize state management data and process 90% of records online by 2030. This is a major breakthrough for a province with a large rural population.

Digital transformation to build smart agriculture accelerates the process of building new rural areas.

Level 4 online public services are being expanded, from construction permits, business registration to land procedures. Instead of having to travel many times, people only need to access the public service portal, submit documents and track the progress of the process online.

According to Mr. Tran Van Hieu, Chairman of the People's Committee of Thuan Phu Commune, the commune government's deep participation in digital transformation has changed the way it serves people: "There is no longer a scene of people waiting for hours. Many procedures that used to take a week are now completed in just a few days thanks to digitalization of records and data connection."

Many households in Hamlet 2, Dong No Commune, thanks to applying automatic drip irrigation systems and monitoring soil moisture through sensors, have saved 30% of electricity and reduced 25% of labor.

Mr. Pham Van Tan, a farmer with more than 20 hectares of rubber, said: "In the past, it took a whole week to hire people to weed and irrigate. Now, thanks to the automatic system, all you have to do is press a button on your phone and the whole garden is taken care of evenly. It saves time and effort, while the productivity is stable."

Farmers here not only produce but also directly participate in e-commerce. Clean cashews and pepper are packaged, labeled with QR codes to trace their origins, and then sold on platforms such as Shoppee and Lazada. Buyers from Hanoi and Ho Chi Minh City can order on the spot, pay online, and have the goods sent directly from the farm.

In Thuan Phu commune, more than 50% of the cashew growing area is organized for organic production. People join cooperatives and use electronic diaries to record the care, fertilization, and pest control processes. Thanks to that, the commune's cashew products can be clearly traced back to their origin, making it easy to enter supermarket chains and export markets.

Mr. Nguyen Van Dung, a resident in Thuan Phu commune, said: "In the past, cashew prices fluctuated erratically, farmers often suffered losses. Now, all you have to do is open the app to know the purchase price and register to sell to the cooperative. Thanks to that, life has improved a lot, houses are spacious, and village roads are also concreted."

Digital OCOP – Elevating Local Brands

Binh Phuoc currently has 136 OCOP products ranked from 3 to 5 stars. The province has digitized all data, mapped farming facilities and built electronic production logs for each product.

Thanks to QR codes, consumers can scan the code to know where the product comes from and what the production process is like. This not only increases competitiveness but also builds trust with customers. With cashew nuts – a typical product of Binh Phuoc – digitalization has helped the product easily access the domestic market and aim for export.

To serve the 2030 goal, Binh Phuoc has allocated more than VND844 billion for digital transformation projects, from building e-government to supporting businesses and cooperatives in applying technology.

Digital infrastructure is focused on: Broadband Internet covers 100% of residential areas, 5G network deployed in district centers and industrial parks. In addition, the province aims to have 70% of workers trained in digital skills, forming a team of IT experts in agencies and units.

Binh Phuoc is currently actively encouraging businesses and cooperatives to participate in popular e-commerce platforms such as Sendo, Shoppee, Lazada, Tiki... Binh Phuoc people are also becoming "digital citizens", knowing how to sell online and use electronic payments.

From cashew farmers in Thuan Phu, billionaire farmers in Dong No to the online public service portal in the province, Binh Phuoc is making strong breakthroughs on the digital transformation journey. Technology is no longer a strange thing but has become an everyday tool, helping to reduce production costs, expand the market, and at the same time bring fast and transparent administrative convenience./.
