Thanh Hoa needs to exploit human resources to the maximum for sustainable development.

The meeting focused on the socio-economic situation, disbursement of public investment capital, implementation of the two-level local government model, orientations, tasks, solutions for the coming time, and handling of recommendations and proposals of the province.

According to Thanh Hoa province's report, in the first 9 months of 2025, the province's economic growth rate reached 8.19% - among the localities with the highest GRDP growth rate in the country; the economic structure shifted positively, strongly increasing the proportion of industry and services. Industrial production grew strongly, increasing by 15.55% in 10 months - compared to the national growth rate of 9.2%; output of major industries increased sharply (steel, electricity, cement, clothing, shoes, etc.). Agriculture maintained stable development, increasing product value per unit area (127 million VND/ha/year, an increase of 2 million compared to 2024). Trade and services achieved high results, total retail sales of goods and services increased by 15.1% - compared to the national growth rate of 9.3%; exports increased by 18.3% - compared to the national growth rate of 16.2%; Total tourism revenue increased by 33.7%.

State budget revenue is among the top 10 localities with the highest revenue in the country. Public investment disbursement reached 66.7% of the plan - the national rate is 54.4%; attracting direct investment increased by 27.5%. Actively developing enterprises, the number of newly established enterprises increased by 12.9% over the same period. The province promoted the development of science and technology, digital transformation, digital infrastructure development, AI application, intellectual property development... (completed 56/93 tasks assigned on the Central Information and Monitoring System; in 2024, ranked 5th in the country in terms of Digital Transformation Index). Well implemented the work of overcoming the consequences of natural disasters and social policies, supporting the poor.

Regarding the implementation of the 2-level local government model, the province has thoroughly grasped, concretized and fully implemented the regulations, conclusions, directions and orientations of the Central Government; reached high consensus and unity in awareness and action in organizing implementation; basically completed the tasks assigned by the Central Government to ensure quality and on schedule. The team of commune-level cadres and civil servants is reasonably arranged (an average of 64 people/commune), meeting professional and technical requirements; policies and regimes are implemented promptly and in accordance with regulations. Training and professional and technical guidance are focused on. Facilities and IT infrastructure are invested and upgraded (VND 2.5-5.5 billion/commune, ward). After 4 months of operation, the organization and operation of local governments in communes and wards are ensured to be smooth, continuous, uninterrupted, close to the people, close to the people, serving the people (file handling rate reaches 91.67%).

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the socio-economic development results of Thanh Hoa province in recent times in all fields, achieving a growth rate higher than the national average. The implementation of the two-level local government basically met the requirements of the tasks assigned by the Central Government, ensuring quality, progress and time; the team of communal civil servants was arranged relatively reasonably; operations were ensured to be smooth, continuous, and uninterrupted, meeting the requirements of the people and businesses.

However, the Prime Minister frankly pointed out that the province still has a number of problems such as unsustainable economic growth and budget revenue; administrative procedure reform and improvement of the investment and business environment need to be improved; connecting infrastructure has not met the requirements of inter-connected development; and the quality of human resources is still limited.

Regarding the orientation, tasks and solutions for the coming time, the Prime Minister gave instructions at the recent 20th Provincial Party Congress. At the meeting, the Prime Minister emphasized a number of contents: Thanh Hoa must maximize the exploitation of human resources, which are the largest resources, distinct potentials, outstanding opportunities and competitive advantages of the province, because Thanh Hoa is one of the most populous provinces in the country; people are both the target, the center, the subject, and the driving force and resource for development. Along with that, exploiting favorable natural conditions, with a strategic location, including forests, seas, plains, and mountains, conditions for the development of industrial, agricultural and service sectors.

The province needs to have good governance; promote the spirit of self-reliance, self-strengthening, solidarity and unity; thereby exploiting the conditions, potentials and advantages of people and nature, attaching importance to preserving and promoting rich cultural identity and heroic historical traditions. It is necessary to renew thinking, look far and wide, think deeply and do big things, concentrate resources with focus and key points, do each job properly and complete each job. Along with that, actively develop science and technology, innovation, digital transformation; promote the effectiveness of the "four mountains" linkage including Lam Son, Sam Son, Nghi Son, Bim Son; complete infrastructure connections for traffic, telecommunications, education, etc.; promote business development, create favorable conditions for businesses, reform administrative procedures, and cut unnecessary procedures.

The Prime Minister directed Thanh Hoa to continue to pay attention to the material and spiritual life of the people, especially in remote areas, ethnic minority areas, border areas, and islands; to do a good job in developing social housing; to build boarding schools for primary and secondary schools, and to mobilize armed forces in the area to support the construction of schools; the province must increase revenue, save expenditure, and allocate resources to invest in these programs. The Prime Minister noted the task of building a clean and strong Party; building a team of leaders and cadres; and strengthening the prevention and fight against corruption, negativity, and waste.

The Prime Minister also commented on a number of proposals from the province related to the project of dredging the shipping channel into Nghi Son port area in Nghi Son economic zone; expanding the phase 2 project of Nghi Son Refinery and Petrochemical Plant; investing in the national crude oil reserve; using support capital according to the specific policy stipulated in Resolution 37/2021/QH15 of the National Assembly; investing in inter-regional connecting roads from Ho Chi Minh road, Thanh Hoa province to National Highway 6 and CT.03 expressway in Phu Tho province, section through Thanh Hoa province; the number of deputy heads at specialized departments in communes and wards with large workloads. The Prime Minister noted that, regarding local authorities at two levels, it is necessary to complete functions, tasks, build job positions, from which to arrange cadres and implement cadre policies.
