Diverse solutions for knowledge dissemination, science and technology transfer

In the context of the country promoting digital transformation, the need to improve people's knowledge and foster scientific and technological knowledge for people and businesses is becoming more urgent.

However, during the implementation process, due to limited resources, agencies and units need many practical solutions to expand the scale and improve the effectiveness of knowledge dissemination and technology transfer.

Lack of resources

Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation affirmed: Science, technology and innovation are one of the strategic breakthroughs to improve productivity, quality, efficiency and competitiveness of the economy. However, because the current state budget resources cannot fully meet the strong development needs in all fields, mobilizing resources from socialization is an inevitable solution, helping to increase financial potential, promote innovation and expand the ability to disseminate and apply scientific and technological research results into practice.

According to Dr. Le Cong Luong, Head of the Department of Science and International Cooperation (Vietnam Union of Science and Technology Associations), increasing support for non-public science and technology organizations and mobilizing social resources not only contributes to promoting knowledge dissemination and science and technology transfer, but also realizes the Party's major policies, creating a foundation for rapid and sustainable development of the country. In the period of 2021-2024, science and technology organizations of the Vietnam Union of Science and Technology Associations (Vietnam Union of Associations) organized 148 scientific conferences; 364 scientific seminars, 148 communication campaigns to conserve biodiversity... In addition, science and technology organizations have implemented campaigns, communication models and knowledge dissemination through community organizations with high efficiency.

However, Mr. Luong also pointed out that the dissemination of knowledge and communication of science and technology by affiliated scientific and technological organizations is still lacking in synchronization; the content and form of communication is still monotonous and unattractive; information technology and digital communication platforms have not been effectively exploited; there is no focus on raising public awareness, and there is a lack of close cooperation between scientific and technological organizations. One of the reasons is that the funding for disseminating scientific and technological knowledge is still limited; there is no overall strategy to connect and promote the role of intellectuals in disseminating knowledge with the needs of society.

Sharing the same view, Mr. Nguyen Ngoc Son, Vice President of the Vietnam Animal Husbandry Association, said that over the years, the institutions and policies on science and technology have changed a lot, in line with the development speed of society. However, in reality, due to lack of resources, the mechanism for application and transfer of science and technology, especially between institutes, professional schools and enterprises in general, is still limited, localized, and has not been effective. Particularly for the agricultural sector in general, and animal husbandry in particular, the production method is still small, fragmented, dependent and subject to many risks of natural disasters, storms, floods, epidemics, and climate change. Notably, in remote, rural areas far from city centers and urban areas, people's awareness is still limited, so the transfer of application of scientific and technological advances is still difficult and not very effective. The construction of models in many places is still slow, not very effective, causing waste, waste, and difficulty in replication.

Building a comprehensive and sustainable connected ecosystem

Promoting the dissemination of scientific and technological knowledge not only contributes to the realization of sustainable development goals, but also meets the requirements of socio-economic development in the current context. However, to do this, it is necessary to promote strengths and play a good role in connecting science, technology, innovation with production and business. According to Dr. Dang Vu Canh Linh, Deputy Director of the Institute for Training, Fostering Cadres and Scientific Research (Central Committee of the Vietnam Fatherland Front), it is necessary to build a comprehensive and sustainable ecosystem connecting science and technology. The focus is on developing a smart digital platform, playing the role of a center connecting supply and demand in science and technology.

In addition to the digital platform, the Vietnam Union of Science and Technology Associations should establish innovation centers in key economic regions such as Hanoi, Ho Chi Minh City, and Da Nang. These centers are not only physical spaces for parties to meet, but also provide comprehensive support services such as in-depth consulting, technology testing, training, and project incubation. To create connections between members in the ecosystem, the Vietnam Union of Science and Technology Associations should research and develop a “Technology Ambassador” program with a team of experts with experience working in both academia and business.

In the 2021-2024 period, scientific and technological organizations of the Vietnam Union of Science and Technology Associations (VUSTA) organized 148 scientific conferences; 364 scientific seminars, 148 communication campaigns to conserve biodiversity... In addition, scientific and technological organizations have implemented campaigns, communication models and disseminated knowledge through community organizations with high efficiency.

Along with that, it is necessary to research and fundamentally innovate the content and form of disseminating scientific and technological knowledge, shifting from the traditional, one-way method to an interactive model based on actual needs. For example, for agricultural processing enterprises, the content should focus on preservation, processing, packaging and traceability technology. Or for mechanical manufacturing enterprises, focus on automation technology, robots and supply chain management...

Entering a new phase - the phase of streamlining the apparatus, breaking through innovation, creativity and comprehensive digital transformation. To affirm the role of "knowledge dissemination center", creating a breakthrough in knowledge dissemination activities, the Vietnam Union of Science and Technology Associations in particular and the intellectual community in general need to change the way of thinking, the way of doing, fundamentally innovate the content of knowledge dissemination from propaganda to creating an ecosystem of applied and creative knowledge, focusing on the practical needs of society and the development trends of the digital age.

Accordingly, it is necessary to promote the application of technology and digital transformation in knowledge dissemination, effectively utilizing social networking platforms such as YouTube, Zalo, Facebook, TikTok... to propagate and disseminate knowledge, not only in traditional fields but also expanding to new fields such as knowledge economy, network safety and security. Combined with the construction and digitization of a database on knowledge dissemination as a foundation for managing, sharing and spreading knowledge sustainably and effectively in the current digital transformation period.
