Issuing regulations on extra teaching and learning

Regulations on extra teaching and learning in the province include 4 chapters (12 articles): General regulations; responsibilities for managing extra teaching and learning activities; management and use of funds for organizing extra teaching and learning; inspection, examination and handling of violations.

Accordingly, the organization of extra teaching and learning in schools does not collect money from students; the funding for implementation is from the state budget and other legal funding sources according to the provisions of law.

Depending on the funding source, the amount of money/extra teaching/learning period will be specified in the internal spending regulations of the unit; the allocation ratio for the spending contents must be approved by the conference of civil servants and employees and estimated and included in the annual internal spending regulations of the unit, ensuring publicity and transparency.

For extra-curricular teaching and learning outside of school: the fee is based on the agreement between parents, students and organizations and individuals organizing extra-curricular teaching. The payment for extra-curricular teaching is based on the contract agreement between the tutor, serving the extra-curricular teaching and learning with the organization or individual organizing the extra-curricular teaching. Organizations and individuals are encouraged to have a policy of exemption or reduction of extra-curricular tuition for policy beneficiaries, meritorious people, poor households, ethnic minorities, etc.

Extra teaching and learning activities are subject to inspection by state inspection agencies according to regulations...

The Department of Education and Training shall preside over and coordinate with agencies, units and localities in implementing; monitoring, inspecting, urging the implementation and reporting to the Provincial People's Committee according to regulations.

This Decision comes into force from November 21, 2025.
