One MST Platform: The digital transformation core of the Ministry of Science and Technology
In his opening speech, Mr. Ha Minh Hiep, Chief of the Office of the Ministry of Science and Technology, emphasized that in the context of the Fourth Industrial Revolution and the strong national digital transformation, office work is facing the need for comprehensive innovation. The Ministry's Office identifies digital transformation as a key task, the key to improving the efficiency of consulting, synthesizing and operating work.
Mr. Ha Minh Hiep said that in recent years, the Ministry of Science and Technology has achieved many outstanding results in digital transformation, with the One MST Management and Operation Platform as the core. As of November 1, 2025, 100% of the units under the Ministry have put the platform into regular use. The Ministry has issued 5,253 accounts, of which more than 4,100 are active every day, recording nearly 3 million uses. On average, the system has more than 10,600 accesses to process work every day.
Regarding internal management, the entire manual process has been digitized. 100% of the Ministry's agency staff booked cars and meeting rooms via the application, with more than 3,200 meeting room bookings in the first 10 months of the year, increasing service efficiency by 30% compared to 2024.
The Ministry also deployed facial recognition attendance, reducing the rate of lateness by 95% and applying "AI Reminder", a virtual assistant using facial recognition, sending "right person, right job" alerts, helping leaders effectively urge tasks.
In serving people and businesses, the system for receiving and processing complaints on One MST has become a transparent and effective communication channel. Since the beginning of 2025, the system has received 286 complaints, most of which have been satisfactorily answered.
According to Mr. Hoang Minh Hiep, the above results are an important foundation for the Ministry to continue implementing the next steps. Mr. Ha Minh Hiep said that this Conference focuses on four contents: Expanding the use of the One MST platform, especially the system for receiving and processing petitions; Introducing and guiding the use of the Online Reporting System, replacing paper reports with digital data; Disseminating the task management regulations and guiding the use of the Science and Technology sector task tracking system; Discussing and removing difficulties in coordination between the Ministry's Office and the Departments of Science and Technology.
"The conference is an opportunity for office staff to master digital processes and skills, thereby creatively applying them to their work, contributing to the successful completion of the unit's political tasks," Mr. Hiep emphasized.

Promoting digital transformation in management and operation of science and technology sector
Speaking at the conference, Deputy Minister Bui Hoang Phuong affirmed: The science and technology sector has a pioneering role and is a key driving force for socio -economic development. To promote that role, the state management of the sector must be modern and effective, taking digital transformation as a mandatory command.
The Deputy Minister emphasized that the shift from paper-based management to real-time digital data is an urgent requirement, helping to improve leadership and decision-making capacity. Implementing Decision 142/QD-TTg dated February 2, 2024 of the Prime Minister, the Ministry of Science and Technology has issued the Data Strategy to 2030, aiming to become a leading agency in the Digital Government, turning data into a strategic resource.
Deputy Minister Bui Hoang Phuong acknowledged the efforts of the Ministry's Office and units in building and operating the platform system, as well as the response of 100% of the Department of Science and Technology in the October 2025 reporting period. Accordingly, many units completed data entry ahead of schedule and proactively contributed ideas to improve the system - a clear demonstration of the adaptability and determination to innovate of the entire industry.
However, the Deputy Minister also pointed out some limitations, such as uneven data quality, some units being slow, operations not yet proficient, and "our biggest challenge right now is to deploy synchronously, effectively and radically change old working habits".

Three key task groups
For the digital transformation to truly go into depth, Deputy Minister Bui Hoang Phuong requested:
The Office of the Ministry of Science and Technology must be a pioneer, proactive in perfecting the system, ensuring stable, safe and user-friendly operation; at the same time, advising on data integration and interconnection, forming a smart management and operation ecosystem.
Units under the Ministry and the Department of Science and Technology must identify this as a key political task. From the next reporting period, 100% of periodic reports must be made online; all tasks assigned by the Ministry's leaders must be monitored and progress reported on the system. The use of digital platforms will be the criteria for assessing the capacity and level of task completion of the head.
All cadres, civil servants and public employees need to change their mindset, consider technology as a support tool, proactively learn, proficiently use the system, and actively contribute ideas to further improve the tool.
