The smart Kiosk system authenticating and issuing digital copies of electronic documents is one of the pioneering solutions in the process of modernizing the capital's administrative system, applying artificial intelligence (AI) and smart recognition technology to automate the authentication process. Previously, when people needed authentication or requested a copy, they had to go directly to the document reception point, wait for the original - copy comparison, sign, stamp and receive the results. This process often took several hours, in some places up to 1/2 day or longer, causing pressure on both people and administrative staff. With the new model, people only need to operate directly at the Kiosk: scan the original documents, the system will automatically recognize, check the validity, authenticate the information and immediately issue a legal electronic copy in just a few minutes - quickly, accurately, no more waiting in line.

The Smart Kiosk model brings many practical benefits to both citizens, businesses (using public services) and public administration officers. Accordingly, with the processing of documents reduced from 15 minutes to 3-5 minutes, results are returned online via email, QR code or mobile application, helping people and businesses save time and effort. For certifying officers, thanks to the automatic AI system supporting document comparison and verification, work pressure is significantly reduced, while efficiency is improved and errors are limited. In addition, thanks to the application of technology, the results of document processing are guaranteed to be transparent and absolutely safe, because each electronic copy is digitally signed, electronically stamped and centrally stored, and can be verified via a unique authentication code. By reducing the use of paper, ink and storage costs, putting smart kiosks into operation will promote digital transformation and environmental protection, contributing to building a green and sustainable administration.

In the first phase, Agribank sponsored the first 10 smart kiosks to be piloted at the Hanoi City Public Administration Service Center. After the pilot phase, Hanoi City, the Hanoi Public Administration Service Center and Agribank plan to continue researching and expanding the model to branches of the Hanoi Public Administration Service Center, Agribank transaction points and some other public places, creating maximum convenience for people when using public services.

The Smart Kiosk model represents a new way of thinking about public service, in which: "the government is the servant, the bank is the companion, and the people are the center of all policies". The Smart Kiosk model deployed in Hanoi is the concretization of the spirit of Resolution No. 17 of the Government on developing e-Government towards digital Government, and is a practical action in response to the goal that by 2025, 100% of eligible administrative procedures will be provided with full online public services. According to the Chairman of the Board of Directors of Agribank, the deployment of the Smart Kiosk model is a step to vividly realize the spirit of bringing public services closer to the people, creating conditions for each citizen to access digital technology, digital banking, and digital public services anytime, anywhere.

“Each smart kiosk is not only a technological device, but also an extension of the government and the bank, helping people shorten the distance with administrative procedures, helping the State spread the spirit of reform and improve people's satisfaction index. Agribank is committed to accompanying the government at all levels, not only in implementing the model, but also in training, guiding, and communicating so that all people, especially in rural areas, can easily access and use digital public services. A small initiative - but with great significance. A new model - but aiming at long-term value: for the people, for the government to serve, for a smart and humane digital future. The Smart Kiosk model brings three great values. Removing "bottlenecks" in administrative digital transformation

Speaking at the ceremony, Mr. Cu Ngoc Trang - Director of the Hanoi City Public Administration Service Center said that, implementing the Party and State's major policy on breakthroughs in science - technology, innovation and national digital transformation, Hanoi City has been taking the lead in building a service-oriented administration - taking people as the center, taking data as the foundation, taking technology as the driving force for development. In that overall, administrative procedure reform is the front line of digital transformation, where every small change creates a big impact on people and businesses.

According to Mr. Trang, Hanoi receives nearly 70,000 files each month for the procedure of certifying copies from originals alone. Meanwhile, most communes and wards only have 1-2 judicial officers in charge. This shows that a seemingly simple procedure is taking up a large part of the workload, putting pressure on officials and wasting a lot of time and effort from the people. Although the Prime Minister and the Chairman of the City People's Committee have directed to rectify the abuse of requests for certified copies, in reality, this procedure still arises in very large numbers, not only because of administrative habits but also because there is no reliable enough digital tool to replace manual operations. People still have to carry the originals back and forth many times, waiting, wasting time. Judicial officers still have to do each file manually, which is both overloaded and potentially error-prone. This is a "small bottleneck but has big consequences" in the process of administrative digital transformation. Based on that reality, the City Public Administration Service Center has proactively researched and coordinated with partners to develop the Electronic Document Authentication and Digital Copy System - a "small breakthrough for great efficiency" solution, helping to transform the authentication process from manual to electronic, ensuring safety, speed, legality and user-friendliness. The system applies AI, OCR, and facial authentication, allowing people to perform authentication directly at the Smart Kiosk. The entire process, from comparison, official signature, to printing copies with QR codes, only takes 3-5 minutes, instead of 15 minutes manually. The work efficiency of judicial officers increases 3-5 times, while still ensuring absolute legality and security.

Previously, on October 8, 2025, Agribank, Hanoi Public Administration Service Center and Tran Anh Law Company Limited signed a cooperation agreement to deploy a Public Service Consulting, Support and Reception Point at Agribank transaction points in Hanoi. This cooperation agreement is an important premise for Agribank and Hanoi Public Administration Service Center to continue to work together to deploy new models, sharing the common goal of administrative reform, serving people and businesses better and better.

At the signing ceremony of the cooperation agreement, Mr. To Huy Vu - Chairman of the Board of Directors of Agribank also emphasized that during 37 years of construction and development, Agribank has always played a pioneering role, accompanying the country through each stage of innovation.
