On the afternoon of November 10th, speaking at the conference announcing the Politburo 's decision on personnel matters, Hanoi Party Secretary Nguyen Duy Ngoc stated that the transfer and appointment of Mr. Nguyen Duc Trung, Secretary of the Nghe An Provincial Party Committee, to the Executive Committee, Standing Committee, and as Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term, and his nomination for election by the City People's Council as Chairman of the Hanoi People's Committee for the 2021-2026 term, reflects the Politburo's trust and recognition of Mr. Nguyen Duc Trung's qualities, capabilities, prestige, and practical achievements.

In his acceptance speech, the new Deputy Secretary of the Hanoi City Party Committee, Nguyen Duc Trung, emphasized that working at the Hanoi City Party Committee is a great honor and source of pride, as well as a significant responsibility before the Party Committee, the government, and the people of the capital city.
"To be worthy of that trust, I will dedicate all my heart, intellect, and strength, striving to fulfill the assigned tasks well, constantly training myself to maintain political integrity, upholding a sense of responsibility, being proactive, creative, innovative, and honest in public service ethics, wholeheartedly transforming pressure into motivation, staying close to the grassroots, being close to and respecting the people, listening and being open to learning," Mr. Trung said.
Mr. Trung stated that he would wholeheartedly and diligently dedicate himself to his work, always placing the interests of the Party, the people, and the capital city above all else.
"Together with the leadership of the City Party Committee, headed by City Party Secretary Nguyen Duy Ngoc, I will always maintain unity and cohesion, uphold the spirit of daring to think, daring to act, daring to take responsibility, and acting decisively and effectively, as the City Party Secretary has affirmed: no success comes from a single individual; only unity, unified action, and dedication can create miracles.
