(Dan Tri) - Reiterating the working spirit that the Government leaders have thoroughly grasped, Minister of Home Affairs Do Thanh Binh noted that there are only 2 months left in 2025, the workload is very large, heavy and cannot be prolonged.

On the afternoon of November 10, the Party Committee of the Ministry of Home Affairs held the first meeting of the Party Executive Committee of the Ministry of Home Affairs for the 2025-2030 term. Member of the Party Central Committee, Party Secretary, Minister of Home Affairs Do Thanh Binh chaired the meeting.

Attending the conference were Deputy Secretaries, Standing Committee members, and Party Committee members of the Ministry of Home Affairs for the 2025-2030 term.

Inspire the spirit of innovation in every civil servant

At the conference, Minister Do Thanh Binh acknowledged that the first conference was carefully and actively prepared, basically ensuring the required contents and highly appreciated the results that the Party Committee of the Ministry has achieved in the past time.

Accordingly, in the past time, the entire Party Committee has achieved many outstanding results, especially in arranging and organizing a streamlined and effective apparatus, implementing the two-level local government model. The collective of cadres and party members in the entire Party Committee of the Ministry of Home Affairs showed high consensus, great determination, solidarity and unanimity in implementing tasks, ensuring synchronization and smoothness in leadership, direction and implementation of political tasks of the Home Affairs sector.

At the conference, Minister Do Thanh Binh requested the Party Committee of the Ministry of Home Affairs to continue to inherit and promote the achievements, while overcoming the shortcomings and limitations pointed out in the review report submitted to the Congress.

The Executive Committee must uphold the principle of democratic centralism, promote the spirit of self-criticism and criticism, strictly implement working regulations, and ensure solidarity and high unity within the leadership. Each member of the Executive Committee must uphold the spirit of responsibility, dare to think, dare to do, dare to take responsibility, and act decisively and effectively for the common benefit of the collective.

In addition, the Minister noted the need to clearly assign tasks and assign responsibilities to each individual in the Executive Committee, Standing Committee, Secretary, and Deputy Secretary; strengthen discipline and administrative discipline, build a team of civil servants and public employees who are united, have a spirit of innovation and creativity, and improve public service culture and operational efficiency of the sector.

In particular, the Minister suggested innovating and improving the quality of Party Committee meetings, ensuring that documents and comments are prepared in a complete, concise, and to-the-point manner. Each member of the Party Committee must participate fully, responsibly, and express his/her opinions clearly. Once a resolution is reached, all cadres and Party members must strictly comply with and implement it correctly.

Heavy pressure in the last two months of the year

Secretary of the Party Committee of the Ministry of Home Affairs, Minister Do Thanh Binh requested the leadership to well implement Directive No. 50-CT/TW of the Secretariat on continuing to innovate and improve the quality of Party cell activities, and Directive No. 01-CT/DU of the Party Committee of the Ministry on strengthening political and ideological education , Party discipline and public ethics.

Each cadre and party member must be exemplary in their work, demonstrate their mettle and dedication, contribute to building a clean and strong Party organization and agency, and successfully complete political tasks assigned by the Party, National Assembly, Government and superiors.

The Party Committee also needs to properly and fully perform its responsibilities in personnel work according to the management hierarchy, ensuring public, transparent and fair standards, processes and procedures; resolutely fight against all negative manifestations and violations of Party and State regulations in organizational and personnel work.

Regarding the Action Program to implement the Resolution of the Party Congress of the Ministry of Home Affairs for the 2025-2030 term, the head of the Party Committee of the Ministry requested to thoroughly grasp the goals and tasks approved by the Congress.

Accordingly, the Executive Committee needs to closely follow 11 specific targets by 2030, resolutely and synchronously deploy groups of tasks on Party building, institutional reform, human resource development, innovation in leadership methods and improving the effectiveness of state management in the industry.

The assigned units to preside over and coordinate must be proactive and flexible in implementation, regularly review, evaluate, update the practical situation, promptly propose adjustments and supplements to suit the policies and orientations of the superiors. The Office of the Party Committee of the Ministry is assigned to complete and submit for signing and promulgation the Action Program in accordance with regulations.

Regarding the full-term work program of the Party Committee of the Ministry of Home Affairs for the 2025-2030 term, the Minister reminded the staff and implementing units to have clear responsibilities, progress, products and output quality.

“There are only 2 months left until the end of 2025, the workload is very large, very heavy, requiring fast progress, while time does not allow for prolongation. I request all cadres, party members, civil servants and public employees to promote the highest working spirit, in accordance with the Prime Minister's direction of "working day and night, working extra on holidays" to complete the work.

The Minister requested the Party Committee of the Ministry to proactively review and adjust tasks to suit the programs and plans of the Politburo, the Secretariat, the Government Party Committee and the actual situation of the Ministry and the Home Affairs sector, ensuring comprehensive leadership, closely following practical requirements and having practical effectiveness.

According to Minister Do Thanh Binh, the working orientation of the Ministry of Home Affairs has been clearly shown, focusing on a number of major issues in the fourth quarter of 2025. In particular, the Party Committee needs to focus on directing the synchronous and drastic implementation of key tasks, emphasizing 8 key groups of contents.

First of all, it is necessary to strengthen Party building in terms of politics, ideology, ethics, and discipline; promote inspection, supervision, and enforcement of Party discipline.

Second is to perfect the institutions and policies of the Home Affairs sector, especially in the fields of civil servants, public employees, organizational apparatus and local government.

Third is to submit for promulgation a Decree on administrative organization and staffing, advise on the arrangement of public service units, and standards for determining staffing suitable to practice.

Fourth is to well prepare the content for the 10th session of the 15th National Assembly and the organization of the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term.

Fifth, implement Resolution No. 57-NQ/TW and 66-NQ/TW, complete specialized databases, and promote digital transformation in the Home Affairs sector.

Sixth, launch an emulation movement, carefully prepare for the National Patriotic Emulation Congress, towards the 14th National Party Congress.

Seventh, urgently develop a project to reform wages and allowances, and resolve issues related to employment and labor safety, especially for overseas workers.

Finally, summarize and evaluate Party work in 2025 and deploy tasks in 2026 in a methodical, scientific and effective manner.

Minister Do Thanh Binh emphasized that in the new context, with many heavy requirements and tasks, the Home Affairs sector needs to continue to promote its strategic advisory role, uphold the principles of solidarity, discipline and innovation in state management. He reminded the Party Committee to promote a high sense of responsibility, enthusiasm, urgency, dynamism and creativity so that the Ministry and sector can successfully complete their tasks in 2025, as well as the entire 2025-2030 term.
