- Pursuant to the Party Charter;

- Pursuant to the Working Regulations of the 13th Central Executive Committee, Politburo and Secretariat;

- Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science , technology development, innovation and national digital transformation;

- Pursuant to Regulation No. 296-QD/TW dated May 30, 2025 of the Party Central Committee on inspection, supervision and discipline work of the Party;

- Pursuant to Decision No. 204-QD/TW dated November 29, 2024 of the Secretariat approving the Digital Transformation Project in Party agencies;

- Considering the proposal of the Central Office of the Party,

The Secretariat issued the Regulations on monitoring, urging, and inspecting the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat on the Monitoring and Evaluation System based on data and in real time.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation and applicable subjects

1. This Regulation regulates the work of monitoring, urging and inspecting the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat in resolutions, directives, notices, conclusions, programs, plans, projects and related documents (hereinafter referred to as the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat) on the Monitoring and Evaluation System based on data and in real time.

2. This Regulation applies to Party Committees directly under the Central Committee, Party agencies at the Central Committee, Provincial Party Committees, City Party Committees and relevant agencies, organizations and Party members in cases where they perform tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat.

Article 2. Interpretation of terms

In this Regulation, the following terms are construed as follows:

1. Carrying out assigned tasks: Is the deployment and implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat, as shown in Party documents such as: Resolutions, directives, notices, conclusions, programs, plans, projects, decisions, regulations, etc.; specific tasks assigned in written notices of conclusions of meetings, and directives of the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat.

2. Monitoring and evaluation system: An information system serving the work of monitoring, urging, and inspecting the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat based on data and in real time. The monitoring and evaluation system is capable of integrating with shared digital platforms of the country and of party agencies to ensure connectivity, synchronization, and data consistency, avoid duplication, and improve management and operation efficiency.

3. Data: Is a collection of information digitized, stored, exploited and managed on the Monitoring and Evaluation System, including: (i) Information on documents assigning tasks, agencies assigned to perform, progress, results, products, evaluation reports, quantitative and qualitative indicators related to the implementation of tasks assigned by the Party Central Committee, Politburo, Secretariat, General Secretary, Standing member of the Secretariat. (ii) Information and data connected and integrated from the Monitoring and Evaluation System of agencies and organizations within the Party, ensuring consistency, synchronization, integrity and real-time updates.

4. Real-time: Is the mode of updating, processing, synchronizing and displaying information and data on the Monitoring and Evaluation System at the time of events, activities or changes related to the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat; ensuring timely and accurate reflection of the implementation status, progress and results of the implementation of tasks of agencies, organizations and units in the entire system.

5. Agencies, organizations, and party members assigned to perform tasks: Party committees directly under the Central Committee, party agencies at the Central Committee, provincial and municipal party committees, and agencies, organizations, and party members assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat to directly preside over and organize the implementation of tasks; responsible for updating and reporting the situation, progress, and results of task implementation on the Monitoring and Evaluation System according to regulations.

6. Monitoring and urging agencies: The Central Party Office, Party Committees directly under the Central Party Committee, Party agencies at the Central level, Provincial Party Committees, City Party Committees and relevant agencies and organizations are assigned the responsibility to monitor and urge the situation, progress and results of the implementation of tasks assigned by the Central Party Executive Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat; to update, supervise and synthesize information on the Monitoring and Evaluation System according to their authority.

Article 3. General principles

The work of monitoring, urging and inspecting the implementation of tasks through the System of monitoring and evaluating the implementation of tasks by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat must ensure the following principles:

1. All tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat must be monitored, urged, and implemented fully, promptly, publicly, and transparently based on the Monitoring and Evaluation System; comply with the Working Regulations of the Party Central Committee, the Politburo, and the Secretariat and relevant regulations; ensure the effectiveness and efficiency of the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat are consistent and continuous; strictly maintain discipline in the political system; for tasks in the top secret list or with separate confidentiality requirements, monitoring and urging implementation must comply with the Party's own regulations.

2. There is a clear division of responsibilities and close coordination among the Party Committees directly under the Central Committee, Party agencies at the Central Committee, Provincial Party Committees, City Party Committees and relevant agencies, organizations and Party members in updating the Monitoring and Evaluation System; monitoring, urging and inspecting the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat.

3. Closely link the results of monitoring, urging and inspection work on the Monitoring and Evaluation System with the summary, evaluation of the development and organization of the implementation of resolutions, directives, notices, conclusions, programs, plans, projects, decisions and regulations of the Party; strongly apply science, technology, innovation and digital transformation to improve the effectiveness and efficiency of this work.

4. Comply with Party and State regulations on confidentiality, information security, and network security; prevent leaks and disclosure of confidential information.

Article 4. Classification of task groups and tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat

1. The tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat are classified according to the following basic criteria:

a) By implementation time:

- Task groups and tasks with implementation deadlines: Includes tasks with clearly defined completion timelines according to assigned documents.

- Task groups, tasks without implementation time: Includes regular, continuous or long-term tasks, with no specific completion deadline.

b) By implementing unit: Party committees directly under the Central Committee; Party agencies at the Central level; Provincial and City Party committees; relevant agencies, organizations and Party members assigned tasks.

c) By scope and scale of implementation: Nationwide; by industry, field; by region, locality.

d) By priority and urgency: Key, priority tasks; regular tasks; sudden, urgent tasks.

d) According to the results, the level of completion: Completed (on time, late); in progress (on time, late); implemented but not completed (overdue); not implemented (on time); not implemented (overdue, not implemented).

e) According to the confidentiality and level of the delivered document: Regular, Confidential, Top Secret, Absolutely Secret (implemented according to the provisions of the Law on Protection of State Secrets and regulations of the Party).

g) Group of other assigned tasks and tasks: Including tasks assigned in a special, ad hoc or arising form during the leadership and direction process of the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat, not belonging to the groups specified in Clause 1 of this Article but need to be monitored, urged, and inspected according to the provisions of this Regulation.

2. The classification of task groups specified in Clause 1 of this Article is the basis for managing, updating, compiling statistics, synthesizing and exploiting information on the Monitoring and Evaluation System; at the same time serving the work of monitoring, urging, checking, synthesizing periodic and ad hoc reports and evaluating the level of task completion.

3. Based on the practical situation, the Central Party Office provides detailed guidance on classification criteria, periodically reviews, updates and completes the list of task groups to ensure consistency and synchronization on the Monitoring and Evaluation System.

Chapter II

CONTENT, PROCESS AND RESPONSIBILITIES FOR UPDATE,

MONITOR AND PROCESS INFORMATION ON ASSIGNED TASKS

Article 5. Information content to be updated

1. For non-confidential task assignment documents, it is necessary to digitally sign, authenticate the content and update the following information to the Monitoring and Evaluation System.

a) Name of document; number; symbol; summary; date of issue; signatory.

b) The agency submitting and issuing the document.

c) The agency assigned the task.

d) The assigned agency monitors and urges the implementation situation.

d) Task content assigned by the Party Central Committee, Politburo, Secretariat, General Secretary, and Standing Member of the Secretariat.

e) Completion deadline (except for task groups and assigned tasks that do not have a deadline).

g) Status of implementation of assigned tasks.

h) Results, products (if any).

i) Assessment of implementation status.

k) Other necessary information.

2. For documents assigning tasks with confidentiality levels (Confidential, Top Secret), update the following information to the Monitoring and Evaluation System in the area with security solutions according to the regulations of the Government Cipher Committee

a) Name of document; number; symbol; date of issue; signatory of document (without summary).

b) The agency submitting and issuing the document.

c) The agency assigned the task.

d) The assigned agency monitors and urges the implementation situation.

d) Total number of assigned tasks (no detailed task content update).

e) Completion deadline (except for task groups and assigned tasks that do not have a deadline).

g) Results of assigned tasks (completed; not completed within the deadline or overdue; no update on detailed results).

h) Evaluation of implementation status.

i) Other necessary information.

3. For documents assigning tasks with the "top secret" level: Do not update information to the Monitoring and Evaluation System. The management, storage, exchange and use of information related to top secret documents and tasks must comply with Party regulations and the Law on Protection of State Secrets, ensuring absolute safety and confidentiality of information. The Party Central Office monitors and separately manages the implementation of tasks in the top secret category to serve the leadership, direction and inspection work of the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat according to their authority.

Article 6. Responsibilities and information update procedures

1. The Central Party Office is responsible for

a) After the resolution, directive, notice, conclusion, program, plan, project, decision, regulation and documents announcing the conclusion of the meeting, the direction of the Central Executive Committee of the Party, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat are issued, within 3 working days, the Central Office of the Party is responsible for classifying the task groups and assigned tasks according to the provisions of Article 4 of this Regulation; updating and transferring to the Monitoring System for monitoring and fully evaluating the content of information on the tasks assigned by the Central Executive Committee of the Party, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat according to the provisions of Points a, b, c, d, dd, e, Clause 1 and Points a, b, c, d, dd, e, Clause 2, Article 5 of this Regulation.

b) Receive feedback from agencies and units on the implementation of relevant tasks; review, adjust, and immediately transfer tasks to agencies after receiving feedback and re-identify incorrect task assignments. Receiving and processing feedback from agencies and units is done directly on the Monitoring and Evaluation System through authorized accounts. The system automatically records the time of feedback, feedback content, and processing results. The Central Party Office is responsible for confirming and updating the status of feedback processing within 1 working day from the date of receipt.

2. Responsibilities of agencies, organizations and party members assigned to perform tasks

a) Review and compare information on the Monitoring and Evaluation System. The agency receiving the task must confirm receipt on the System within 4 working hours from the time the task is transferred. In case the task assignment content is found to be incorrect or beyond the authority, it must respond on the System within 8 working hours from the time of receipt so that the Central Party Office can process, adjust or transfer to another agency for implementation according to regulations.

b) Fully update the situation and results of the implementation of tasks according to the contents specified in Points g, h, i, k, Clause 1 and Points g, h, i, Clause 2, Article 5 of this Regulation on the Monitoring and Evaluation System. The update is carried out periodically according to the progress of the tasks, specifically:

(1) For tasks with a duration of less than 1 month: Update results upon completion, no later than 3 working days after the end date.

(2) For tasks with a duration of 1 to less than 3 months: Update at least once in the middle of the term (after half of the implementation period) and once no later than 3 working days after the end date.

(3) For tasks with a duration of 3 to less than 6 months: Update at least twice (at ½ and ¾ of the implementation time) and once no later than 5 working days after the end date.

(4) For tasks with a term of 6 months or more or an indefinite term: Update periodically by month, quarter, year or as required by the competent authority.

c) Direct and assign subordinate party agencies and organizations to report and update the situation and results of assigned tasks on the Monitoring and Evaluation System; at the same time monitor, urge and inspect the implementation of tasks.

3. Responsibilities of monitoring and urging agencies

After the agencies, organizations and party members are assigned to update the situation and implementation results on the Monitoring and Evaluation System, within 3 working days, the assigned agency shall monitor and urge the implementation of the task of updating the evaluation content at Point i, Clause 1 and Point h, Clause 2, Article 5 of this Regulation.

The Central Inspection Commission and inspection commissions at all levels are granted access to and regularly monitor updated information on the Monitoring and Evaluation System; are responsible for warning and detecting signs of delays, data errors, and violations of the update process to promptly make recommendations to the Central Party Office and competent authorities for handling.

Article 7. Monitoring, exchanging and processing updated information

1. Responsibilities of agencies, organizations and party members assigned tasks

a) Monitor, check, and compare updated information on the situation and results of the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat on the Monitoring and Evaluation System and data in the reports of their agencies.

b) In case the information in the agency's reports is different from the information on the Monitoring and Evaluation System, it must review, adjust or promptly discuss and notify the Central Office of the Party and closely coordinate with the Central Office of the Party to handle these cases.

2. Responsibilities of the Central Party Office

Closely monitor updated information on the situation and results of the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat on the Monitoring and Evaluation System and data in the reports of agencies, organizations, and party members assigned to perform the tasks. In case of detecting inaccurate or incorrect updated information and data, promptly discuss with the assigned agencies, organizations, and party members for adjustment. Every quarter, every 6 months, and every year, review, compare, and clean data on the Monitoring and Evaluation System to avoid incorrect or overlapping information.

3. Responsibilities of the Central Inspection Commission

Monitor and update information on the Monitoring and Evaluation System on the situation and results of the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat to perform the function of regular supervision of Party committees directly under the Central Committee, Party agencies at the Central level, provincial Party committees, city Party committees, and agencies, organizations, and Party members.

Chapter III

MONITORING AND URGING TASKS PERFORMANCE

Article 8. Duties and powers of monitoring and urging

1. Duties and powers of the Central Office of the Party

a) Be the focal point to assist the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat in monitoring, urging, inspecting, and evaluating the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat to the Party Committees directly under the Central Committee, Party agencies at the Central level, provincial Party Committees, city Party Committees, and relevant agencies, organizations, and Party members; proactively collect, analyze, and synthesize data on the Monitoring and Evaluation System to monitor the progress, quality, and effectiveness of task implementation; promptly report and advise the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat on the implementation status and responsibilities of relevant agencies, organizations, and Party members.

b) Coordinate with central party agencies, the Central Inspection Commission and relevant agencies to advise and propose to the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat or competent agencies to handle and resolve difficulties and problems arising in the process of implementing tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat to ensure requirements on progress, quality and effectiveness in performing tasks.

c) Preside over and coordinate with agencies, organizations, and Party members assigned to perform tasks to seek direction from the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat, or competent agencies, organizations, and Party members on issues on which agencies have different opinions in performing tasks.

d) Request agencies, organizations, and Party members assigned to perform tasks to provide information, documents, and notifications on the situation and results of task implementation to promptly review, evaluate, and report to the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat.

2. Party committees directly under the Central Committee, Party agencies at the Central level, provincial and municipal Party committees and relevant agencies and organizations

a) Organize the monitoring and urging of the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat within the scope of assigned functions, tasks, and powers; proactively update progress and implementation results on the Monitoring and Evaluation System; regularly grasp and synthesize information, and promptly report to competent authorities.

b) Timely detect, correct and overcome limitations, shortcomings, delays or errors in the process of implementing tasks; propose measures to handle and remove difficulties and obstacles; report the results of periodic or ad hoc monitoring and urging to the Central Party Office for synthesis and general advice.

c) Closely coordinate with the Central Party Office, Central Party agencies, the Central Inspection Commission and relevant agencies in monitoring, urging, updating and sharing data; ensuring that information on the Monitoring and Evaluation System is unified, complete, accurate, and accurately reflects the actual implementation of tasks.

Article 9. Content of monitoring and urging

1. Regularly monitor and compare information on the implementation of tasks on the Monitoring and Evaluation System, ensuring that information on the System is updated, accurately reflecting the progress, quality and effectiveness of task implementation.

2. Urge the updating and completion of information and data on the Monitoring and Evaluation System; promptly remind and request relevant agencies and units to supplement and adjust content, report progress or results when there are delays or errors.

3. Evaluate and synthesize the results of task implementation based on updated data; analyze progress, quality, causes of delays, difficulties, and problems; advise and propose to competent authorities necessary handling, adjustment, or support measures.

Article 10. Forms of monitoring and urging

1. Through the Monitoring and Evaluation System.

2. Through regular or ad hoc reports.

3. Through work, direct exchange, and regular meetings.

4. By phone, online meeting, email, fax…

5. Through other forms.

Chapter IV

INSPECTION AND SUPERVISION OF TASKS PERFORMANCE

Article 11. Duties and powers of inspection and supervision

1. Duties and powers of inspection committees at all levels

a) Advise the Party Committee at the same level to organize inspections and supervisions, proactively conduct supervision and inspections when there are signs of violations according to the functions and tasks within the scope of management regarding the implementation of tasks assigned by the Party Committee, Standing Committee, Standing Committee of the Party Committee, Central Executive Committee of the Party, Politburo, Secretariat, General Secretary, Standing Member of the Secretariat; monitor, synthesize, evaluate and update the results of inspections and supervisions to the Monitoring and Evaluation System according to regulations.

b) Proactively coordinate with the Party Committee office at the same level, the Party Central Office and relevant agencies in verifying data, comparing information, verifying the performance of tasks of agencies, organizations and Party members; providing full information, documents and data to serve the inspection and supervision activities of the Central Inspection Committee and the Party Central Office.

c) Detect, warn and recommend handling of violations of procedures, delays or failure to perform tasks; periodically or suddenly report inspection and supervision results to the direct superior inspection committee and competent authorities for consideration and direction.

d) Conduct inspection and supervision in a flexible manner, prioritizing online through the Monitoring and Evaluation System, combined with direct inspection at the facility when necessary; ensuring objectivity, timeliness, accuracy and consistency throughout the system.

2. Duties and powers of the Central Inspection Commission

a) Advise the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat to develop plans for periodic or ad hoc inspection and supervision of agencies, organizations, and Party members assigned to perform tasks; synthesize results, propose measures to handle and remedy violations (if any).

b) Preside over and coordinate with the Party Central Office and Central Party Committees to conduct regular supervision, thematic supervision and inspection when there are signs of violations in the performance of tasks assigned by the Party Central Executive Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat, ensuring compliance with Party regulations and State laws.

c) Preside over and coordinate with the Party Central Office and Central Party Committees to advise the Politburo and Secretariat to establish inspection and supervision teams for agencies, organizations, and Party members in organizing the implementation of tasks assigned by the Party Central Executive Committee, Politburo, Secretariat, General Secretary, and Standing Member of the Secretariat.

d) Exploit information and data from the Monitoring and Evaluation System as a basis for regular monitoring and in-depth inspection, ensuring objectivity and accuracy.

Article 12. Contents of inspection and supervision

1. To inspect and supervise, within its authority, the organization, implementation, situation and results of the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat.

2. Inspect and supervise, according to authority, the updating of the situation and results of the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat on the Monitoring and Evaluation System.

3. Inspect and supervise, within authority, the implementation of the information and reporting regime on the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat by agencies.

4. Inspect and supervise, according to authority, the performance of tasks and powers of the assigned agencies, monitor and urge the implementation of tasks assigned by the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat.

Article 13. Forms and bases of inspection and supervision

1. Inspection and supervision are conducted regularly and periodically according to plans approved by competent authorities according to Party regulations; priority is given to implementation on the Monitoring and Evaluation System, and direct inspection is combined when necessary.

2. Inspect when there are signs of violations, conduct specialized supervision under the direction of the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat or when detecting agencies, organizations, and Party members showing signs of not performing or not properly performing assigned tasks or other cases according to regulations on inspection, supervision, and disciplinary enforcement of the Party.

Chapter V

INFORMATION AND REPORTING REGIME

Article 14. Responsibilities of the Party Central Office

1. Support and provide relevant information to agencies, organizations and party members when performing assigned tasks to monitor and urge task performance.

2. Summarize the situation and results of the implementation of assigned tasks. Periodically every quarter, 6 months, year or suddenly at the request of the Party Central Committee, the Politburo, the Secretariat, the General Secretary, the Standing Member of the Secretariat, the Party Central Office, prepare a report assessing the implementation of tasks and update it on the Monitoring and Evaluation System.

3. Timely advise and recommend to the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat necessary measures to urge agencies, organizations, and Party members to carry out assigned tasks that have reached the prescribed deadline but have not been carried out or have not been carried out properly according to the set requirements, or when problems arise or when assigned tasks are at risk of being behind schedule.

4. Require agencies, organizations and party members assigned to perform tasks to periodically or suddenly report on the updated status and results of task implementation.

Article 15. Responsibilities of agencies, organizations and Party members assigned to perform tasks

1. Review, synthesize, and evaluate the situation and results of the implementation of assigned tasks. Periodically every month, quarter, 6 months, year, or in extraordinary cases at the request of the Party Central Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat send reports to the Party Central Office for synthesis.

2. For assigned tasks that have reached the deadline as prescribed but have not been implemented or are not capable or qualified to perform or are not implemented properly, it is necessary to promptly exchange and notify in writing the Party Central Office of difficulties, problems and causes; closely coordinate with the Party Central Office to advise and propose to the Party Central Executive Committee, the Politburo, the Secretariat, the General Secretary, and the Standing Member of the Secretariat on how to handle them; at the same time, send them to the Central Inspection Committee to serve the Party's inspection and supervision work and update them on the Monitoring and Evaluation System.

3. Assign focal units and individuals responsible for updating information on progress and results of task implementation according to a unified electronic form; at the same time, arrange focal points to approve this information on the system and ensure the accuracy, completeness and timeliness of the data.

4. Agencies, organizations, and party members that are late in reporting or report inaccurate or false information must explain the reasons in writing and be responsible to the competent authority.

Article 16. Time limit for information, periodic or ad hoc reporting

1. Data related to task performance, indexes and criteria are regularly updated by agencies; statistical reports are automatically compiled and indicators are displayed via digital map systems and dashboards in real time on the Monitoring and Evaluation System.

2. Before the 25th of the month and the last month of the quarter, June 25 and December 20 every year or upon request of competent authorities, the Central Office of the Party shall synthesize and report on the situation and results of the implementation of assigned tasks; the report shall be made in the electronic environment, and only paper documents shall be sent in case of technical errors or special requests.

Article 17. Mechanism for evaluating and classifying task performance results associated with emulation and reward work

1. Evaluation of task performance

a) Based on the updated data on the Monitoring and Evaluation System, the Central Party Office shall preside over the synthesis of the results of the implementation of tasks of the Party Committees directly under the Central Committee, Party agencies at the Central level, Provincial Party Committees, City Party Committees and relevant agencies, organizations and Party members.

b) The assessment of task performance results is carried out quarterly, 6-monthly and annually and is publicly displayed on the Monitoring and Evaluation System according to the sets of indicators and criteria issued by the Central Office of the Party.

c) The assessment results are the basis for classifying the level of task completion, determining whether the agency, organization, or party member has completed the task excellently, completed it, partially completed it, or failed to complete it.

2. Link with emulation and reward work

a) The Central Party Office coordinates with the Central Organizing Committee and central party agencies to develop a data connection mechanism between the Monitoring and Evaluation System and the Emulation and Reward Management System in party agencies.

b) The results of the assessment of task completion level are an important basis for considering emulation, rewards, discipline or annual assessment of leaders and managers.

c) Every quarter and every year, the Central Party Office synthesizes and publishes rankings of progress and results of task implementation of agencies and units on the Monitoring and Evaluation System; proposes rewards for collectives and individuals with outstanding achievements and effective and creative implementation models.

3. Responsibilities of agencies and units

a) Party committees directly under the Central Committee, Party agencies at the Central level, provincial and municipal Party committees, and relevant agencies, organizations, and Party members are responsible for the accuracy of updated data, which serves as the basis for assessment, classification, and rewards.

b) Agencies and units with low assessment results or being classified as failing to complete their tasks for two consecutive terms must explain the reasons, propose remedial measures and be responsible to the Party Central Committee, the Politburo and the Secretariat.

Chapter VI

IMPLEMENTING ORGANIZATION

Article 18. Building a monitoring and evaluation system

1. The Central Party Office is responsible for

a) Preside over and coordinate with agencies to build a monitoring and evaluation system to ensure scientific, smooth operation, safety, information security, data integrity and confidentiality of state secrets. Issue documents guiding the sets of indicators and criteria to evaluate the level of task completion and the quality and effectiveness of resolutions, directives, conclusions, programs, plans, projects, decisions and regulations.

b) Provide guidance on management, operation, use and information security assurance of the Monitoring and Evaluation System; organize training and coaching on the use of the Monitoring and Evaluation System; publish rankings of the implementation progress of agencies, organizations and party members.

c) Arrange funding to maintain the System for monitoring, evaluating, and training digital skills for officials, civil servants, and public employees using this System.

d) Encourage the application of artificial intelligence with control and ensure information safety and security during the process of processing and providing data to the System; warn of tasks that are due, about to be overdue, or overdue...

2. Party committees directly under the Central Committee, Party agencies at the Central level, provincial and municipal Party committees, and relevant agencies, organizations, and Party members coordinate with the Central Party Office to build a monitoring and evaluation system and sets of indicators and evaluation criteria according to assigned tasks.

3. The Government Cipher Committee shall preside over and coordinate the research and implementation of security solutions, authentication, digital signature, information security assurance, and protection of state secret information for the Monitoring and Evaluation System.

4. Based on this Regulation and the guidance of the Central Party Office, the Party Committees directly under the Central Party Committee, the Party agencies at the Central level, the Provincial Party Committees, and the City Party Committees shall, within their authority, promulgate the Regulations on monitoring, urging, and inspecting the implementation of tasks assigned by the Party Committees, Standing Committees, and Standing Committees of the Party Committees on the Monitoring and Evaluation System based on data and in real time, ensuring consistency with the characteristics of the industry, field, and locality and consistency in connecting and communicating data with the Central Monitoring and Evaluation System.

The issuance, management and operation of the Monitoring and Evaluation System at all levels must ensure consistency, synchronization, data connectivity, information safety and security, and proper implementation of Party and State regulations on digital transformation and network security.

Article 19. Implementation provisions

1. This Regulation takes effect from the date of signing.

2. The Central Party Office shall preside over and coordinate with the Party Committees directly under the Central Party Committee, Party agencies at the Central level, Provincial Party Committees, City Party Committees and relevant agencies, organizations and Party members to deploy and organize the implementation of the Regulations. During the implementation process, if adjustments or supplements are needed, the Central Party Office shall report to the Secretariat and the Standing Secretariat for decision.

3. Party committees directly under the Central Committee, Party agencies at the Central level, provincial and municipal Party committees, and relevant agencies, organizations and Party members have plans to seriously implement and are responsible to the Party Central Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat for the results of implementing this Regulation./.
