Ho Chi Minh City: Ensuring security and order for foreign investment activities in the new situation

The seminar was co-chaired by Colonel Nguyen Truong Tho, Deputy Director of the People's Security Academy, Head of the scientific project, and Colonel Le Quang Dao, Deputy Director of the Ho Chi Minh City Police Department. Attending were representatives of leaders and experts from departments, branches and sectors of the city such as the Department of Finance, Department of Construction, Management Board of Export Processing Zones and Industrial Zones of the city, representatives of leaders of professional departments of the City Police, Faculty of Economic Security - People's Security Academy, and members of the research team of the national scientific project.

Speaking at the seminar, Colonel Nguyen Truong Tho, Deputy Director of the People's Security Academy, emphasized the particularly important role of foreign investment (FDI) in socio-economic development, ensuring security and order in Vietnam in general and Ho Chi Minh City in particular. Accordingly, Ho Chi Minh City is currently the largest economic and financial center of the country, contributing more than 20% of GDP and about 30% of the national budget, and is also the leading locality in terms of the number of projects and foreign investment capital.

In addition to the achievements, in the context of a highly open and deeply integrated economy, the process of attracting, managing and cooperating with foreign investment in the area still contains complex factors that can affect national interests, security, order and social safety. These challenges are even more prominent in the conditions of the city developing according to a two-level urban government model, along with the process of merging and expanding new development space.

At the seminar, representatives of the Department of Finance, Department of Construction, and the Management Board of Export Processing and Industrial Zones of the city presented papers clarifying the foreign investment situation in the area, limitations and difficulties in management, attraction, appraisal and review of projects with foreign elements, especially issues related to security and order. Delegates also shared practical experiences in assessing the security, policy and legal impacts on foreign investment projects in recent times.

Representatives of the leaders of the City Police's professional departments such as the Economic Security Department, Foreign Security Department, Internal Political Security Department, and Economic Police Department discussed and analyzed emerging issues regarding security and order in foreign investment activities, especially the tricks of taking advantage of investment cooperation to acquire, transfer prices, dominate the market or affect economic and political security.

The units also highlighted outstanding results in implementing measures to ensure security and order for FDI projects in recent times; at the same time, proposed solutions to improve the effectiveness of situation monitoring, inter-sectoral coordination, and perfecting policies and mechanisms and plans to prevent economic security risks in the new period.

In his concluding remarks, Colonel Le Quang Dao, Deputy Director of Ho Chi Minh City Police, highly appreciated the scientific and practical significance of the seminar, considering it an important forum for state management agencies, professional units and researchers to exchange and share information and experiences to improve the effectiveness of ensuring security and order in foreign investment activities.

The results of the seminar not only contribute to raising awareness, skills and coordination efficiency between functional forces, but also serve as an important practical source for the People's Security Academy to supplement its national independent science and technology topics. From there, the research team will have a basis to propose and recommend to the Party, the State, the Ministry of Public Security and relevant ministries and branches strategic solutions to protect national interests and proactively respond to security challenges in the field of foreign investment.
