Ho Chi Minh City: Promoting the role of a bridge between 'Party's will and people's hearts'

On the morning of November 13, in Ho Chi Minh City, the Central Steering Committee grasped the situation of the people and public opinion on the Party Congresses at all levels; organized to collect opinions and synthesize comments from cadres, party members and people on the draft documents to be submitted to the 14th National Congress of the Party (Steering Committee) and worked with the Ho Chi Minh City Party Committee on the implementation of grasping the situation of the people and public opinion.

The working delegation listened to the representative of the Ho Chi Minh City Party Committee report on grasping the situation of the people and public opinion on the Party Congresses at all levels leading up to the 14th National Party Congress; guiding the organization of the announcement of draft documents of the 14th National Party Congress; organizing the collection of opinions and synthesizing comments from cadres, party members and people on the draft documents to be submitted to the 14th National Party Congress; and public opinions and public opinion on the implementation of two-level local government.

According to the Ho Chi Minh City Party Committee, through understanding the people's situation and public opinion before, during and after the Party Congresses at all levels, the 1st Ho Chi Minh City Party Congress, term 2025 - 2030, in general, the thoughts and mood of cadres, party members and people are stable, confident, consensual and excited. Regarding the organization of collecting opinions and synthesizing comments from cadres, party members and people on the draft documents to be submitted to the 14th Congress, after only 3 weeks from October 15, the City has deployed 8,295 conferences, seminars and discussions to collect comments from cadres, party members and people with 17,584 comments; 36,619 people commented through the VNeID application and 1,963 comments in writing.

Most opinions agreed and highly agreed with the draft documents; assessed that the draft documents were carefully prepared, scientific , with reasonable layout, easy-to-understand words, concise writing style, and concise and succinct expression. The content of the documents is highly theoretical and practical, with comprehensive, complete, and substantive assessments of all fields, demonstrating the spirit of looking straight at the truth, objective assessments, accurately reflecting the country's reality and the current international context; expressing the will and aspirations of the people...

To assess the situation of the people and public opinion on the organization and operation of the two-level local government after the operation period, the City organized an online survey from October 22-25, attracting 97,421 officials, party members and people to participate. As a result, people acknowledged that the new model helps to streamline the apparatus (66%); 31.6% "very confident", 50.8% "trust" in the management and service capacity of this model after the operation period. 45.4% of people expressed "excitement and trust in the leadership and management of the government at all levels".

Concluding the working session, Deputy Head of the Central Propaganda and Mass Mobilization Commission Pham Tat Thang highly appreciated the drastic direction of the Standing Committee and the Standing Committee of the City Party Committee in synchronously deploying a large volume of work in all fields of work and achieving many results in grasping the situation of the people and public opinion, guiding the organization of collecting opinions, synthesizing people's comments on the draft documents of the 14th National Party Congress. The City Party Committee and the political system of the City have clearly demonstrated their core role in connecting the Party's will and the people's hearts, being a bridge of two-way information, and being the center of solidarity, unifying will and action in the entire Party Committee.

Acknowledging the enthusiastic opinions of the delegates attending the working session, Mr. Pham Tat Thang suggested that, in order to improve the quality, effectiveness and practicality of the work of grasping the situation of the people and public opinion, in the coming time, it is necessary to continue to pay attention to promoting the extensive dissemination of the draft documents of the 14th National Party Congress, ensuring that all classes of people have full access, have grounds and basis when participating in contributing opinions.

On this occasion, the Ho Chi Minh City Party Committee reported to the Working Group on the situation of the people and public opinion on the organization and implementation of breakthrough resolutions to bring the country into a new era; the implementation of Directive No. 47-CT/TW of the 13th Party Central Committee Secretariat on strengthening the Party's leadership over public opinion work in the new situation; and activities to grasp the situation of the people and public opinion in Ben Thanh ward.
