
"Strategic autonomy" in the new context
Associate Professor, Dr. Ha Minh Hong, Vice President of the Ho Chi Minh City Historical Science Association, assessed that the draft Political Report this time is basically more concise and focused. Besides analyzing the situation, the draft focuses on measures, solutions, and strategic breakthrough tasks more than other issues.
Associate Professor, Dr. Ha Minh Hong analyzed, "Strategic autonomy" is emphasized and included in documents and resolutions as an important, strategic issue serving the overall development of the country in the new period. This demonstrates new, modern thinking and is Vietnam's contribution in terms of theory and awareness of the times.
According to Associate Professor, Dr. Ha Minh Hong, "strategic autonomy" has been demonstrated throughout the Vietnamese revolutionary process. As the country enters a new era of development, the issue of "strategic autonomy" is emphasized, becoming more comprehensive due to the country's internal requirements in the face of new opportunities. For Vietnam, "strategic autonomy" requires a strategic balance, autonomy through one's own internal strength.
"The issue of "strategic autonomy" being included in the document is very important, but more important is to convert awareness into specific policies with the spirit of "strategic autonomy" in the fields of economics, politics, culture, society, national defense and security, and diplomacy ; ensuring that the spirit of "strategic autonomy" must be implemented in practice," Associate Professor, Dr. Ha Minh Hong shared.
From this perspective, Lawyer Nguyen Van Hau, Head of the Media Agency of the Vietnam Bar Federation, said that in the new context, the work of building and perfecting institutions is identified as a strategic breakthrough. The urgent requirement is to thoroughly grasp the "strategic autonomy" mindset in legislation, strongly shift to the "Developmental State" model; at the same time, apply the achievements of the digital age to realize the goal of a legal system that is "easy to remember, easy to understand, easy to implement".
According to Lawyer Nguyen Van Hau, we must frankly acknowledge the major "bottlenecks" that exist. These are the overlaps and contradictions between specialized laws that cause many projects to be stalled, wasting social resources; the old "management" mindset, focusing on "pre-inspection", "if you can't manage, then ban"... Lawyer Nguyen Van Hau believes that "strategic autonomy" in legislation is not closedness, but proactiveness and confidence in planning a legal framework. Instead of mechanically copying international models, we need to distill the quintessence of humanity but starting from Vietnamese practice, serving the highest interests of the nation. "Strategic autonomy" is also the ability to forecast and proactively build a legal corridor for new issues such as the digital economy , artificial intelligence...
Rely on people to build the Party
As a cadre and lecturer at the Party School, Dr. Vu Trung Kien, Deputy Head of the Party Building Department ( Ho Chi Minh National Academy of Politics Region II) is always deeply interested in the content of the Congress documents; including the assessment of the country's foundation, potential, position and prestige. "After 1975, the country went through a period of many difficulties and challenges, especially in the socio-economic field. The 6th Party Congress in 1986 decided to renovate the country. Thus, this 14th Congress has just completed 40 years of renovating the country. It is very necessary that the draft document devotes a section to evaluating the results of renovating".
According to Dr. Vu Trung Kien, the summary assessment needs to be frank, objective, comprehensive, and forecast the context of the world and regional situation as well as the thoughts and feelings of the people in the country and overseas Vietnamese... impacting and influencing the development and stability of the country. From there, the Party can propose appropriate policies; at the same time, it is necessary to minimize general qualitative assessments and need specific numbers.
Dr. Vu Trung Kien believes that the people exercising their mastery not only contributes to making socialist democracy better but also contributes to building the Party and the government. People look at the Party through the Party's policies and guidelines and leadership so that the State can institutionalize the policies and guidelines into laws that meet the legitimate needs and interests of the people. With the right policies and guidelines, people will believe in the Party, believe in the institutions and apparatus led by the Party.
The draft Political Report sets out the task of "Focusing on building a team of cadres at all levels", "especially in evaluating, training and using cadres" - Dr. Vu Trung Kien said that with the strong development of the fourth industrial revolution, all areas of social life must change to keep up with reality, placing high demands on education in general and training and fostering cadres in particular. That also requires innovation in the form and method of training and fostering for the team of cadres.
Dr. Vu Trung Kien proposed that it is necessary to strengthen leadership and direction, especially to issue mechanisms and policies suitable to reality in order to make the training and development of cadres more and more effective. Cadre training facilities need to proactively and actively combine theory with practice; innovate training programs, update knowledge within their authority in a way that closely follows the needs, especially the knowledge and skills that cadres need.
Emphasizing the concept of "civilized Party" in addition to "clean and strong", according to Dr. Vu Trung Kien, the requirement of "civilized Party" was mentioned by President Ho Chi Minh very early and now the Party's documents have mentioned this content. In the context of deep international integration today, the Party must truly be an organization of people with enough intelligence to be able to plan development policies, lead the country; build a prosperous and happy Vietnam, contributing to the pioneering of democracy in the Party's organization and activities.
Dr. Vu Trung Kien believes that when people exercise their democratic rights indirectly or directly, choosing their representatives means participating in the process of governing the country and working with the Party on personnel work.
Lawyer Nguyen Van Hau said that to realize ambitious strategic goals, the innovation process cannot rely solely on the efforts of the state agency system. The "era of rising up" requires a new mechanism to mobilize the maximum intelligence of the whole society in the work of building institutions. In addition to a team of specialized cadres, there needs to be a more substantial mechanism to attract the participation of the community of experts, scientists, practitioners and the business community right from the policy-making stage.
