(CPV) - On November 13, the Standing Committee of the Hanoi Party Committee held a conference to study, research, and implement the Resolution and Action Program to implement the Resolution of the 18th Hanoi Party Congress, term 2025-2030. The conference was held in person at the Hanoi Party Committee's bridge and online to 484 bridges with the participation of 44,829 party members.

In his opening speech, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the Politburo 's guiding spirit in the process of drafting documents to be submitted to the 14th National Party Congress, which is being consulted by the people from October 15 to November 15, is to ensure that the Congress Resolution can be implemented immediately, and that all levels clearly understand their tasks to organize implementation. This is also the spirit of today's conference.

The Secretary of the Hanoi Party Committee requested that, based on the reports, the comrades participating in the conference need to firmly grasp the specific contents of the Congress Resolution and the Action Program, thereby clearly defining their tasks and the tasks of their units to supplement, what solutions and conditions to ensure good performance of functions and tasks, and effectively participate with the city in successfully implementing the goals, targets and tasks set out in the Action Program and the Congress Resolution.

Accordingly, from October 15 to 17, 2025, at the National Convention Center, the 18th Congress of the Hanoi Party Committee was solemnly and successfully held. The Congress summarized the development journey of 5 years 2020 - 2025, determined the goals and tasks for 5 years 2025 - 2030.

The Congress resolved to approve the city's development orientation. Accordingly, the development goal by 2030: Hanoi is a "Cultured - Civilized - Modern - Happy" capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, has high competitiveness, and has a development level on par with the capitals of developed countries in the region; is the center and driving force for the development of the Red River Delta, the Northern region, a growth pole with a leading role in the country's economy, has influence in the region; is a major economic and financial center; a leading center of culture, education and training, health care, science, technology and innovation; stable politics and society, a peaceful city, happy people.

Vision to 2045: Hanoi Capital is a globally connected city with a high standard of living and quality of life; comprehensively developed economy, culture and society, unique and harmonious, typical of the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita reaches over 36,000 USD.

The Congress identified 43 main targets. Accordingly, in terms of economy: Strive for an average GRDP growth rate of 11.0%/year or more in the 2026 - 2030 period; GRDP per capita of over 12,000 USD; the proportion of digital economy in GRDP of 40%; the proportion of cultural industry in GRDP of 8%; state budget revenue of 3.4 million billion VND; realized social investment capital of 5.0 million billion VND; registered FDI capital of 25 billion USD...

Regarding society: Average life expectancy from birth is 77.5 years old; Human Development Index (HDI) is about 0.88; periodic health check-ups for each person are at least once a year; Happiness Index (HPI) strives to reach 9/10...

Regarding urban areas and environment: Urbanization rate reaches 65 - 70%; public passenger transport rate meets at least 30% of people's travel needs; the rate of days in the year with good and average air quality index reaches 80% or more...

Regarding Party building: The number of newly admitted party members annually reaches at least 11,000; the rate of party members and party organizations completing their tasks well or better annually reaches over 90%.

The Congress identified three development breakthroughs, including: Focusing on building and perfecting the capital's development institutions; developing, exploiting and effectively using high-quality human resources and attracting talent; developing a modern, smart and connected infrastructure system.

The Congress unanimously approved 10 groups of tasks and key solutions for the period 2025 - 2030. Notably, building and perfecting specific institutions and policies for the development of the Capital; establishing a new growth model, promoting industrialization, modernization, and strongly developing the private economy; promoting the development of science, technology, innovation and comprehensive digital transformation in all fields; Building a Smart City with people and businesses as the center, the subject, the main resource and driving force; implementing planning, management and development of urban and rural areas; protecting the environment, exploiting and using resources effectively, adapting to climate change; The Congress emphasized innovation in leadership and implementation methods in the spirit of "5 clear, 1 consistent"; identifying digital transformation, innovation and cultural and human development as three new driving forces for the sustainable development of the Capital in the coming period...

Presenting the content of the Action Program to implement the Resolution of the 18th City Party Congress, term 2025-2030, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Ha Minh Hai said that the Action Program sets out 5 general goals, emphasizing the improvement of leadership capacity and fighting strength of Party organizations at all levels; perfecting leadership methods in the spirit of development creation, modern governance based on data and digital transformation. Hanoi will perfect the two-level political system in the direction of streamlining, effectiveness and efficiency; shifting from "administrative management" to "administrative service", taking people's satisfaction as a measure.

An important goal emphasized is to form a "Digital Party Committee - Digital Party Members" operating on the basis of unified processes, data and standards, contributing to building an exemplary Hanoi Party Committee, a pioneer in science and technology development, innovation and digital transformation; towards a Capital of culture - identity - creativity - green - smart - globally connected - happy people.

Head of the City Party Committee's Organization Board Ha Minh Hai disseminated the basic contents of the Action Program to implement the Resolution of the 18th City Party Congress.

Comrade Ha Minh Hai said that the Party building work in the new period focuses on two main tasks: Building institutions, governance and resource mobilization; continuing to promote Party building and rectification, building a "streamlined - lean - strong - effective - efficient - effective" city political system. The action program is designed according to the OKR (Objective and Key Results) model - defining strong goals, key results, ensuring comprehensiveness but with focus, key points, creating breakthroughs and leadership. The content closely follows 3 pillars (Institutions - technology - market), 3 creative poles (Heritage - knowledge - technology), 3 breakthroughs (Institutions - infrastructure - human resources), along with 4 bottlenecks and 7 key resolutions, all of which are digitized and updated on the IOC operating software.

The program identifies 10 key tasks with 3 detailed appendices including: 8 groups, 54 tasks in the field of Party building and political system; 9 groups, 123 tasks in the field of socio-economic development, national defense and security.

Four key priority investment areas include: Transportation, urban infrastructure - 5 groups of works and projects; Culture, health, education - 4 groups of works and projects; Science, technology, innovation - 5 groups of works and projects; Environment - 4 groups of works and projects.

Regarding the entire working program, the City Party Executive Committee plans to organize 27 regular and thematic conferences, discuss 117 contents, and issue 40 resolutions and directives. In 2026, there will be 5 Executive Committee conferences and thematic conferences with 28 contents, along with 24 meetings of the Standing Committee of the City Party Committee to consider 108 key contents.

At the conference, Vice Chairman of Hanoi People's Committee Truong Viet Dung disseminated the main contents of the Action Program to implement the Resolution of the 18th Congress of the City Party Committee for the 2025-2030 term on socio-economic development.

Concluding the conference, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that the conference recorded contributions from 9 units with 18 issues related to the organization and implementation of the Resolution.

Comrade Nguyen Van Phong affirmed that the Resolution of the 18th Congress clarified the socio-economic development targets and outlined specific tasks that need to be implemented. This shows careful and synchronous preparation, ensuring that "resolutions go hand in hand with actions, goals are linked to specific solutions". Regarding the groups of outstanding and urgent issues that need to be resolved in the city, the Standing Deputy Secretary of the City Party Committee emphasized that these are issues that have been pointed out in the Resolution of the 18th Congress; they have existed for many terms but have not been thoroughly resolved. These are the issues of traffic congestion, flooding, air pollution, land management, planning, and construction order.

To do this, the city has been implementing drastic solutions to overcome flooding in the 2024-2025 period, implementing projects to overcome pollution in inner-city rivers and air pollution control projects. However, in addition to state management solutions, the awareness of agencies, units, and the participation of all people play a very important role, especially in ending the phenomenon of burning household waste and burning straw in the suburbs.

Regarding the opinions of communes and wards on commune-level cadres, the Standing Deputy Secretary of the Hanoi Party Committee said that the current team of commune-level cadres is not lacking in general but is not uniform, especially lacking in information technology and digital transformation cadres. To solve this problem, the Party Committee's Organization Board is assigned to develop a project on cadre work to serve the two-level local government, and to build a detailed cadre database for each position and expertise. Based on this database, the city will strengthen training and foster cadres for each position. In the long term, the city will develop a plan to order training, recruit and retrain cadres to supplement resources for key sectors and fields. In addition, the city has also assigned the Party Committee's Organization Board and the Department of Home Affairs to mobilize, rotate and second cadres from city departments and branches to localities to increase quality human resources for communes and wards. Each individual cadre, civil servant and public employee must also self-assess their capacity, ability and strengths, and from there have a plan for self-training and development to meet job requirements in the current context.../.
