Solving the problem of salary and income of officials and civil servants

Mr. Ngo Sach Thuc, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, proposed that the documents of the 14th National Party Congress must mention and resolve the issue of salaries and incomes of civil servants.

Speaking at the 5th Conference of the Central Committee of the Vietnam Fatherland Front on November 7, Mr. Ngo Sach Thuc, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, expressed his joy and excitement that the draft documents this time have many innovations, especially strong innovations in theoretical thinking and development orientation, demonstrating a strategic vision for Vietnam in the new era.

Double-digit growth is not arbitrary

The document sets out goals that demonstrate high political determination and development aspirations, breakthrough solutions; economic development linked to social progress and equity. Throughout the document, people are at the center, the subject of development and no one is left behind.

Affirming high agreement with the draft document when determining socio -economic development as the focus, Party building as the key, national defense and security, and foreign affairs as regular and important tasks, Mr. Thuc said that the Political Report needs to further emphasize the outstanding, overarching challenges and risks that are the root of many limitations in the country's development in recent times.

"The political report has also mentioned it, but we see that there are many bottlenecks in institutions, decentralization, delegation of power and slow and unsynchronized power control. There are shortcomings and weaknesses in personnel work; problems such as term-based thinking, group interests, locality and locality," Mr. Thuc stated.

Mr. Thuc also said that, through listening, there are still some opinions that are concerned about bringing double-digit growth as hot growth. Therefore, he suggested that it is necessary to calculate carefully and communicate more deeply the bases and foundations about the goal and solution of double-digit growth being feasible, based on science, technology, digital transformation, quality human resources and existing resources....

"We need to deeply evaluate the advantages, challenges, difficulties, and unpredictability. Affirming rapid growth while still ensuring sustainability so that cadres, party members, and people can rest assured and believe that the set goals are scientifically based and we are determined to achieve them, not just willfulness," Mr. Thuc suggested.

People know, people discuss must become the driving force for development

The former Vice Chairman of the Central Committee of the Vietnam Fatherland Front also suggested that the Political Report presented to the 14th National Party Congress should address the issue of distribution, resolve the relationship between accumulation and consumption; harmonize interests and create motivation and fairness for development.

Mr. Thuc emphasized that this is a very important issue in building a fair and civilized society; realizing the goals and driving force of development, and turning the phrase "people know, people discuss, people do, people check, people supervise, people benefit" from an action motto into a mechanism and driving force for development.

At the same time, Mr. Thuc emphasized: it is necessary to solve the problem of salaries and incomes of officials and civil servants. He believes that it is necessary to use socialist-oriented market tools and State regulation appropriately to avoid and limit brutal administrative intervention in the market.

Using the State's financial, monetary, and tax policies, public investment budget expenditures, policies on accessing and effectively using the country's resources... to effectively promote economic sectors, with the emphasis on the private economy.

Mr. Thuc also recommended that economic growth is linked to social progress and equity. Institutionalizing policies on society, education, health, social security, safety for people, and helping the disadvantaged not to leave anyone behind is a very big issue.

The task is placed on par with economic development. Mr. Thuc said he was very pleased and highly approved of the addition of the elements: economy, society, environment in the draft Political Report at this congress. Mr. Thuc suggested adding content to perfect the policy of protecting, supporting, and helping the disadvantaged.
