Deputy Prime Minister Mai Van Chinh works with Dak Lak province

On the afternoon of November 9, the Government delegation led by Party Central Committee member and Deputy Prime Minister Mai Van Chinh had a working session with Dak Lak province.

The report at the working session on the socio -economic development situation, promoting disbursement of public investment capital, promoting economic growth, ensuring social security; the implementation of two-level local government; Party building work of Dak Lak province showed that from the beginning of 2025 up to now, the socio-economic situation of the province in general continued to maintain growth momentum, some indicators achieved a good growth rate, exceeding the set scenario, especially the export target was completed beyond the yearly plan.

Specifically, in 2025, GRDP growth is estimated at 7.18% (plan 8%); total state budget revenue in the first 10 months of 2025 is 13,966 billion VND, reaching 104.24% of the central budget estimate and 85.63% of the provincial budget estimate (up 24.94% over the same period).

Alternate member of the Party Central Committee, Provincial Party Secretary Luong Nguyen Minh Triet expressed his opinions and recommendations at the working session.

The province has 34 projects that have been granted investment decisions with a total investment capital of more than 32,500 billion VND. Total retail sales of goods and consumer service revenue in 10 months reached 155,527.2 billion VND, reaching 85.3% of the plan (up 14.1% over the same period).

Total export turnover in 10 months is estimated at 2,610.8 million USD, reaching 116.8% of the plan (up 42% over the same period); total revenue from tourism is estimated at 12,455 billion VND, reaching 98.84% of the plan (up 59.95% over the same period).

Social security policies, care for meritorious people and poverty reduction have been implemented comprehensively and effectively, achieving many outstanding results. It is expected that by the end of 2025, the poverty rate in the whole province will decrease to 2.08%, the poverty rate among ethnic minorities will decrease to 10.06%. The whole province currently has 817/1,378 schools meeting national standards, reaching 59.29%.

Dak Lak province has decided to support over 80 billion VND to overcome the consequences of natural disasters caused by storm No. 13 (Kalmaegi) for 46 communes and wards, including 60 million VND/house for completely collapsed houses and 10 million VND/house for houses with completely blown-off roofs.

The total public investment plan for 2025 of Dak Lak province after adjustment and supplementation is over 15,515 billion VND; the detailed allocation of 100% of the national target program capital has been completed for units to implement.

By the end of October 2025, the province had disbursed over VND 6,155 billion (reaching 45.46% of the plan). Particularly, the development investment capital to implement national target programs had disbursed over VND 683 billion (reaching 51.01% of the plan).

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ta Anh Tuan reported on the work of overcoming damage caused by storm No. 13 and the economic growth situation of the province.

Dak Lak province has focused on leading, directing, and implementing the arrangement of the two-level local government apparatus; arranging and reorganizing the team of commune-level officials and civil servants; completing 100% of the payment of regimes and policies for 3,385/3,385 subjects who retired early and quit their jobs.

The reception and settlement of administrative procedure records under the province's management scope has been well implemented, maintaining the rate of timely settlement of records at over 94%; the results of the Index of serving people and businesses in performing administrative procedures and providing public services, as of November 8, 2025, reached 88.5 points, classified as good, ranking 17th out of 34 provinces and cities.

Party building work was comprehensively deployed in all aspects of politics, ideology, ethics, organization, and inspection, and achieved many important results, the most prominent of which was the successful organization of the 1st Dak Lak Provincial Party Congress, term 2025 - 2030. At the working session, the Standing Committee of Dak Lak Provincial Party Committee proposed and recommended a number of contents:

The Politburo and the Secretariat are interested in promptly issuing a new resolution on socio-economic development and ensuring national defense and security for the newly formed region after the arrangement and merger of provinces in the South Central Coast and Central Highlands regions.

Increase the level of support from the central budget for Dak Lak province in the 2026-2030 medium-term public investment plan with a total capital support demand for the province of about 143,000 billion VND.

Investing in the construction of an expressway connecting the section from the North-South Expressway in the East to National Highway 14 (length of about 127 km) with a total investment of about VND 31,669 billion, with the proposed capital in 2026 being about VND 4,800 billion (equivalent to 15% of the total expected investment).

Supplementing Dak Lak province with the central budget support in the period of 2026 - 2030, about 16,750 billion VND to invest in upgrading roads (National Highways 29, 26, 27, 14C, 25, 19C) transferred from the Ministry of Construction to the People's Committee of Dak Lak province for management, implementation period in the period of 2026 - 2030.

Provincial Party Committee member and Director of the Department of Finance Tran Van Tan presented solutions to ensure growth and budget revenue targets of Dak Lak province in 2025.

Speaking at the meeting, Deputy Prime Minister Mai Van Chinh acknowledged, highly appreciated and commended the work of natural disaster prevention, control and overcoming the consequences of storm No. 13 as well as the results achieved by Dak Lak province in recent times. Comrade Mai Van Chinh requested the province to continue to review and specifically count the damage caused by storms and floods to have a basis for consulting and proposing solutions.

Deputy Prime Minister Mai Van Chinh affirmed that the merger of Dak Lak and Phu Yen has opened up new development space, promoting economic and regional linkages. The tasks set by the province need to be resolutely implemented in the spirit of "only discussing, not retreating"; GRDP growth is a legal target, so measures need to be taken to ensure 8% growth by 2025.

Therefore, the assignment of tasks must ensure "6 clarity"; review the targets to have specific solutions, especially the targets that have not been achieved; direct the reconstruction of growth scenarios for each region and field; promote the disbursement of public investment capital, especially projects that create breakthroughs for the province; focus on removing difficulties and obstacles for investment projects in the province; develop trade, services, tourism, strengthen promotion to attract tourists and investors; have measures to stimulate consumption, increase exports; pay attention to creating livelihoods to reduce poverty sustainably, increase per capita income.

Nguyen Quoc Dong, Head of the Provincial Civil and Industrial Construction Investment Management Board, presented solutions to speed up the disbursement of public investment capital.

Besides, Dak Lak province needs to have solutions to promote administrative reform, effectively operate the two-level local government model; review and arrange staff suitable to their capacity and strengths.

At the same time, complete the planning based on the assessment of the province's unique potential, especially the planning of the highway from Buon Ma Thuot to Tuy Hoa, golf course, service and tourism projects.

The opinions, recommendations and proposals of the province and the working group are synthesized and reported to the Prime Minister and the ministries and branches for consideration.
