On the morning of November 11th, the Hue City Meteorological and Hydrological Station predicted that, due to the influence of a weak, eastward-shifting cold front and Typhoon No. 14 operating in the northern part of the East Sea, the weather would be changeable, sunny during the day, with scattered showers and thunderstorms in the evening.
Specifically, from November 15th to 20th and the last days of November, due to the influence of a strengthened and subsequently reinforced cold front, combined with an upper-level easterly wind disturbance, there will be cloudy skies with moderate to heavy rain, and very heavy rain in some areas. The mountainous A Lưới region will experience cold weather; the coastal areas will have strong winds, high waves, and rough seas, requiring precautions against thunderstorms, tornadoes, and strong gusts of wind. The total rainfall from the night of November 11th to November 20th will generally be 500–600 mm, with mountainous areas receiving 700–900 mm, and some places exceeding 1,000 mm.
To proactively and effectively respond to heavy rainfall from an early stage and from a distance, avoiding being caught off guard, the Hue City Civil Defense Command requests that agencies, units, and localities continue to urgently address the consequences of the recent floods. They should regularly monitor and update information on heavy rainfall through mass media (Hue-S, the city's disaster prevention information page, and the city's meteorological and hydrological station) to proactively prevent and mitigate heavy rain and landslides according to the "four on-the-spot" principle; and inform boat owners and captains about strong winds at sea.
The People's Committees of communes and wards should strengthen propaganda and guidance to help people proactively respond to heavy rains. Owners of irrigation and hydropower dams and reservoirs should continue to strictly implement reservoir operation; review and develop specific operation and regulation plans according to heavy rain scenarios.
