The Ministry of Agriculture and Environment has recently issued Official Letter No. 16/BCĐ-BNNMT to the People's Committees of provinces and cities regarding proactive response to heavy rain, tornadoes, lightning, hail, flooding, flash floods, and landslides.

According to the National Center for Hydro-Meteorological Forecasting, from the evening of May 29th to May 31st, the Southern region and Lam Dong province will experience moderate to heavy rain and thunderstorms, with some areas experiencing very heavy rain. The rainfall amount will generally be 60-120mm, with some areas exceeding 250mm.

On the evening and night of May 29th, the Northern and North Central regions of Vietnam will experience rainfall of 15-30mm, with some areas receiving over 100mm; the eastern parts of the provinces from Gia Lai to Khanh Hoa and other areas of the Central Highlands will have rainfall of 10-30mm, with some areas receiving over 60mm.

Heavy rains are likely to cause flooding in low-lying areas, urban and industrial zones; flash floods on small rivers and streams, and landslides on slopes; thunderstorms may bring tornadoes, lightning, hail, and strong gusts of wind.

To proactively respond to heavy rain, tornadoes, lightning, hail, flooding, flash floods, and landslides, the National Steering Committee for Civil Defense requests the People's Committees of provinces and cities:

For heavy rain, tornadoes, lightning, hail; urban and low-lying area flooding; landslides and flash floods in mountainous areas, especially Lam Dong province: Closely monitor warning and forecast bulletins on heavy rain, tornadoes, lightning, hail, flooding, flash floods, and landslides; promptly inform local authorities and the public to proactively take appropriate preventive measures; proactively review and evacuate people in high-risk areas for flash floods and landslides to safe locations; and have local forces ready to promptly assist people in overcoming the consequences (if any).

Simultaneously, strengthen information and communication work, especially at the grassroots level, to update information, disseminate and guide people on skills to respond to heavy rain, tornadoes, lightning, hail, flooding, flash floods, and landslides, so that they can proactively prevent, avoid, and minimize damage.

The duty officer must be serious and regularly report to the National Civil Defense Steering Committee (via the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
