Lao Cai is one of the locations nationwide where simultaneous groundbreaking ceremonies are being held for primary and secondary boarding schools, aiming to improve the quality of education in mountainous and border regions.
Previously, in order to implement Resolution No. 298/NQ-CP dated September 26, 2025 of the Government, the People's Committee of Lao Cai province issued Decision No. 1478/QD-UBND dated October 16, 2025 approving the list of special public investment projects for 4 boarding primary and secondary schools in the communes of A Mu Sung, Y Ty, Muong Khuong and Pha Long.

According to the approved project, the schools will be built on land areas ranging from 6.2 to 8.6 hectares, ensuring teaching and learning conditions for 980-1,200 students per school, with a total investment of 945 billion VND for the four schools. All four boarding schools are designed in a modern style, yet still retain the distinctive ethnic identity of the locality. They will be comprehensively invested in, including classrooms, administrative buildings, dining halls, dormitories, teacher housing, multi-purpose halls, and other essential infrastructure.
On this occasion, Deputy Prime Minister Pham Thi Thanh Tra presented 200 gifts to 200 disadvantaged students in the communes of Muong Khuong, Pha Long, Y Ty, and A Mu Sung, encouraging them to overcome difficulties and strive for excellence in their studies. Furthermore, in anticipation of the upcoming Vietnamese Teachers' Day on November 20th, the Deputy Prime Minister also presented gifts to Muong Khuong Kindergarten in Muong Khuong commune, demonstrating her deep concern for the teachers and students in this mountainous region.

On this occasion, Ms. Phung Thi Binh, Deputy General Director of Agribank, also donated 4 computer rooms worth 1 billion VND to 4 schools in the communes of Muong Khuong, Y Ty, Pha Long, and A Mu Sung. The new computer rooms will help students access technology, contributing to the implementation of digital transformation in teaching and learning in the mountainous and border areas that still face many difficulties.
Lao Cai is a mountainous border province in northern Vietnam, with a 182 km border shared with Yunnan Province (China), encompassing 9 border communes and wards. Over 90% of the population in these border communes are ethnic minorities, facing significant hardship. Therefore, education in these mountainous areas is a priority. The province currently has over 1,000 educational institutions with nearly 500,000 students, including 17 ethnic boarding schools and 182 semi-boarding schools, benefiting nearly 65,000 students who receive government support. Thanks to the attention of the central government, the determination of the entire political system, and the efforts of the teaching staff, the quality of education in Lao Cai is steadily improving, ranking among the leading provinces in the northern mountainous region.
However, the learning and living conditions of students in mountainous and border areas are still inadequate; many places lack classrooms and boarding facilities, and both teachers and students face many difficulties. Therefore, the commencement of construction of four multi-level boarding schools in border communes of Lao Cai province is a great joy, marking a new milestone in the education of mountainous regions on the path of national development; contributing to raising the intellectual level of the people, training human resources, and nurturing talents for the future.

In parallel, Agribank has also implemented many preferential credit policies such as interest rate reductions, debt restructuring, debt deferral, and production recovery loan packages to help people overcome difficulties as soon as possible.
