Business community accompanies the Government in green transformation in the digital age

The event was organized by the Ministry of Finance of Vietnam in coordination with the World Bank (WB), the International Finance Corporation (IFC) and the VBF Alliance.

VBF is a continuous and close dialogue mechanism between the Government of Vietnam and the business community to improve business conditions necessary to promote the development of the private enterprise sector, facilitate the investment environment, and contribute to Vietnam's sustainable economic growth.

The forum held discussion sessions including: Improving the business investment environment towards green transformation in the digital age; the role and responsibility of enterprises in implementing green transformation in the digital age.

At the forum, the Vietnam Chamber of Commerce and Industry (VCCI) emphasized that the world is entering a period of profound transformation. Geopolitical fluctuations, trade protectionism, climate crisis and the wave of digital transformation are reshaping the global economic structure.

In that context, the requirements of sustainable development, green transition and adaptive capacity are increasingly becoming core criteria in investment decisions, consumption and international cooperation.

Vietnam is currently emerging as a “bright star” in the Asian region, not only thanks to its stable growth foundation and high openness of the economy, but also due to its strong efforts in institutional reform, digital transformation and commitment to green development.

Vietnam is being seen as a potential destination in the new global value chain, where international businesses come not only to produce, but also to expand markets, connect supply chains and seek sustainable development values.

However, opportunities only become advantages when they are transformed into concrete actions. Challenges in institutions, quality of policy implementation, green competitiveness and the ability to attract high-value investment remain barriers that need to be removed more drastically.

Speaking at the forum, Prime Minister Pham Minh Chinh stated that since 1997, the Vietnam Business Forum has affirmed its role as a typical model for effective dialogue and cooperation between the Vietnamese Government and businesses in the spirit of solidarity for strength, cooperation for benefits, and the forum strengthens trust.

VBF 2025 has a topical and meaningful theme, when placed in the context of the world and Vietnam considering green transformation and digital transformation as key driving forces for rapid and sustainable development.

This is also the political determination of the Party, State and Government of Vietnam in promoting growth on the basis of renewing traditional growth drivers (investment, consumption, export) and effectively exploiting new growth drivers (green transformation, digital transformation, promoting science and technology, innovation, developing artificial intelligence, semiconductor chips, etc.) - along with building an independent, self-reliant, proactively strategic economy and deep international integration.

At this forum, delegates heard many opinions, statements, and discussions that were passionate, profound, frank, objective, and constructive, expressing the aspirations of the delegates and distinguished guests.

With the spirit of "listening together, understanding together, believing together, aspiring together, doing together, winning together, enjoying together and developing together", "harmonious benefits, shared risks", Vietnam is always open, receptive, ready to have frank dialogue, together seeking solutions to promote rapid and sustainable economic development with the core solution being green transformation and digital transformation.

Summarizing the economic situation of Vietnam, the Prime Minister stated that the achievements today are thanks to the leadership of the Party, the companionship of the business community, and the help of international friends; affirming that Vietnam is capable of withstanding external shocks.

The Prime Minister affirmed that the outstanding results achieved by the private economic sector, including the FDI business community, have made important contributions to Vietnam's historic achievements over the past time.

In the coming time, the Prime Minister emphasized the general priority goal of promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; enhancing strategic autonomy, restructuring the economy, innovating the development model based on science and technology, innovation, digital transformation, and green transformation; and promoting industrialization, modernization, and urbanization.

Along with that is stabilizing the organizational apparatus, building a modern administrative system to serve the people and businesses; promoting the construction and synchronous completion of development institutions; making strong breakthroughs in building socio-economic infrastructure.

Implement social security well, improve people's lives. Manage and use resources effectively, protect the environment, and adapt to climate change. Strengthen and further enhance national defense and security potential; maintain political security, order, and social safety; promote foreign affairs and international integration.

Vietnam is reaching out to the ocean, flying high into space, and going deep into the earth. Vietnam is determined to achieve two strategic goals for the next 100 years. The Prime Minister affirmed that Vietnam is capable of achieving a growth rate of over 8% this year to create momentum, force, and position to achieve double-digit growth in the coming years.

The Prime Minister stated that developing a green economy, digital economy, circular economy, etc. is an objective requirement, a strategic choice, and a top priority for rapid and sustainable development, thereby making an important contribution to responding to climate change.

The Prime Minister affirmed that there is no country or person in the world today that is not suffering from natural disasters caused by climate change; at the same time, he stated that rich countries also need to help poor and underdeveloped countries in the fields of improving institutions, capital, governance, and cooperation in human resource training.

Regarding key tasks and solutions in the coming time, the Prime Minister affirmed political stability and social order and safety, thereby stabilizing policies and ensuring safety for investors.

Stability for development, development for stability, ensuring security, safety and public safety. Promoting 3 strategic breakthroughs, restructuring the economy associated with growth model innovation, shifting to industry, services, and urban areas; development based on science and technology, innovation, and digital transformation.

The Prime Minister especially emphasized macroeconomic stability, inflation control, ensuring major balances of the economy. Connecting the economy between Vietnam and the world, between Vietnamese enterprises and FDI enterprises, connecting global value chains and supply chains.

Mobilizing resources, using State resources as seed capital, leading and activating all social resources in the form of public-private partnership; promoting administrative procedure reform, improving the investment and business environment, cutting administrative procedures, increasing post-inspection, reducing pre-inspection; strongly shifting from administrative management to development creation; promoting digital transformation, building a digital government, developing a digital economy and digital society; building a set of tools, criteria and legal standards on green citizens, green enterprises and green societies, in harmony with international standards, as a basis for assessing, quantifying and monitoring the effectiveness of green growth. Vietnam is making efforts to build a "National One-Stop Investment Portal".

Develop human resources ready for high-quality FDI, focusing on developing high-quality human resources with technological skills, digital management and green awareness. Strengthen cooperation between the 3 parties: State-Enterprise-School, especially in the fields of high technology, artificial intelligence, big data and clean energy.

Promote database development, in which ministries, branches and localities must actively build databases to have artificial intelligence (AI), connecting with each other in the spirit of "correct, sufficient, clean, alive"; The Government will operate on the basis of data. Develop green infrastructure, synchronous and modern digital infrastructure, especially logistics infrastructure, smart cities, data centers, 5G networks and cloud computing.

For the business community and investors, the Prime Minister wishes to expand investment and technology transfer, contributing to institutionalizing governance with the motto "A creative state, pioneering enterprises, public and private cooperation, a rich and strong country, happy people, and benefiting entrepreneurs".

FDI enterprises need to take the lead in implementing green transformation goals; at the same time, they need to connect and support domestic enterprises in the implementation process. Sustainable development according to Environmental-Social-Governance (ESG) criteria.

Enterprises need to build long-term, sustainable, environmentally friendly business strategies towards reducing emissions, innovating production and business models, restructuring enterprises associated with development according to green economy, digital economy, circular economy and climate change response; at the same time, build transparent and effective internal control systems towards applying science and technology, digital transformation. Fulfill responsibilities to employees, community and society.

The business community needs to further enhance its awareness, role and social responsibility towards environmental issues and green growth, especially actively participating in contributing opinions in the process of building, perfecting and enforcing laws on the environment, green economy and sustainable development.

Enterprises must change and adapt to dual transformation (both digital and green transformation), carry out digital transformation in production and business, boldly invest in new machinery, equipment and technology to reduce energy consumption; comply with commitments on sustainable development and green growth, focusing on environmental and social indicators in each product.

The Prime Minister emphasized that no country or economy can develop rapidly and sustainably by relying only on traditional growth drivers; transforming, searching for and creating new growth drivers is an objective and inevitable trend in today's world.

With the motto "Discipline, responsibility; proactive and timely; accelerated innovation; sustainable efficiency", the Government will focus on directing ministries, branches and localities to act urgently, make efforts and be determined to overcome all difficulties and challenges, maintain the spirit of overcoming difficulties, solidarity, self-reliance, proactive adaptation, flexibility, drastic, scientific and effective actions, actively innovate and create to successfully implement the goals and tasks set by the Party and the National Assembly in 2025, creating a solid foundation for implementing the 5-year socio-economic development plan for the period 2025-2030 with the target of double-digit growth in the coming years.

The Prime Minister said that when there are problems, the parties need to sit down together to discuss and resolve them; he believes that after this forum, trust will be strengthened, mutual understanding will be enhanced, and difficulties will be discussed and resolved in the spirit of "listening and understanding together", "sharing vision and action together", "working together, enjoying together, winning together and developing together".

The Prime Minister requested leaders of ministries and branches to consider and promptly respond to recommendations from businesses, especially customs procedures that need to be transparent and smartly managed; and to perfect institutions related to the development of LNG power sources and offshore wind power.

The Prime Minister hopes that VBF will continue to be an important and effective policy dialogue channel between the Government and the business community, contributing to bringing Vietnam steadily into a new era, an era of peace, prosperity, civilization, happiness, and steady progress towards socialism.
