To date, about 1.9 trillion VND has been paid in advance to 4,054 households with an area of 436.89 hectares. Resettlement and cemetery relocation work is being carried out in Trung Chinh and Luong Tai communes with a total area of 263.8 hectares. Localities have held meetings with people, reviewed, identified owners and made compensation plans.
However, the project implementation is currently facing many difficulties because the policies and draft regulations are still in the process of consulting and finalizing for promulgation. The investor has not completed tasks such as: Boundary planning, detailed planning of resettlement areas, cemeteries, boundary stakes for site clearance in the field; at the same time, the planning boundary is still being adjusted, leading to the progress of compensation and site clearance support being prolonged because the documents have to be redone many times.

Comrade Luong Trung Hau, Chairman of Gia Binh Commune People's Committee, stated that currently, the commune still has 27 hectares of long-term agricultural land that has not been advanced to households, although the households have agreed. The main reason is that many households have moved out of the locality, the information has not been clearly confirmed, there are cases where land use right certificates have been issued but people have not come to receive them or there has been a decision to recognize land consolidation but the certificates have not been issued.
Many households do not reside in the locality and are not eligible for support in career conversion. To resolve this, the commune proposed to draw up a verification record between the old and new owners, witnessed by the village leaders. When the public land lease contract expires, the commune will urge the liquidation. In addition, people want to implement the "land for land" policy, adjusting the land plot size from 80m²/plot (too small) to a more suitable level of 90 - 100m²/plot in the resettlement area. The graves have been compensated for site clearance, and people request to have a place to move before the Winter Solstice. Previously, the advance payment was made to support the relocation of graves according to the old unit price, now the new decision issued a higher level, so the province is requested to consider supporting according to the new level.
In addition, opinions also raised about the origin of land and assets on land, the confirmation is complicated and time-consuming. Some households were allocated land with the purpose of using land for rice cultivation and other annual crops, but during the use process, they converted the crop structure to perennial crop land without providing complete conversion documents, while the compensation policy for this case has no specific regulations.
Some plots of land of households and individuals were sold by localities and villages without authority; land contracted for farms and ponds long-term from 1995 to 2003; land was divided into contracted fields but there was no lease contract or the contract had expired.

Through declaration and inventory, it is shown that many assets such as tombs, residential buildings, temples, churches, etc. are built with special architecture, the current price list cannot be applied or the price list is too low compared to the actual construction. Hiring a consulting unit to make estimates for these special projects takes a lot of time to prepare, appraise and approve, and finding a suitable consulting unit is also difficult.
People whose land is to be recovered request to preview the resettlement land, infrastructure of the resettlement area, the cemetery restoration area, and to complete the construction of houses in the new location before moving.
Identifying is the most important political task
From the implementation, the delegates suggested that the provincial departments and branches should promptly establish and submit for approval plans and advise on the issuance of regulations such as: Compensation, support and resettlement policies; compensation unit prices for damage to crops and livestock applied in compensation, support and resettlement. Investors should promptly prepare documents to submit to ministries, departments and branches for appraisal, submit to competent authorities for approval of investment policies and plans; set up boundary markers in the field; extract cadastral maps of the land...

After listening to the opinions of the delegates, grasping the reality, concluding the conference, comrade Vuong Quoc Tuan affirmed that site clearance for the Gia Binh International Airport project and other ancillary projects is the most important political task of the province at present. All localities, especially the leaders, need to clearly define responsibilities, review daily progress; for the work that is behind schedule, there must be a plan to compensate for the time.
All provincial leaders are always ready to accompany the locality day and night to implement this project, because this is a breakthrough project for the province. Accordingly, he requested the highest concentration on site clearance, especially agricultural land, to be completed no later than November 30. The focus is on the land for airport construction, radial roads, technical infrastructure projects and a new centralized cemetery in the form of a cemetery park. The clearance of this area has achieved relatively good results in the past; the remaining area related to interspersed land needs to be unified for handling.
Regarding agricultural land, there are many problems, especially in cases where the owner does not reside in the locality and is not subject to the compensation policy, he suggested that the Party Secretary of Gia Binh commune coordinate with relevant agencies to discuss and agree on a common plan. The plan needs to ensure the most benefit for the people but still comply with the law.
Regarding the land clearance compensation dossier, Gia Binh area must complete the dossier and transfer it to the investor before November 30; Luong Tai area must complete it before December 15.
The implementation of resettlement, especially in resettlement areas, has clearly determined from the beginning to create the most favorable conditions for the people. Up to now, these requirements have been fully met by the province, but there is no "land for land" policy in compensation and land acquisition.
With specific proposals such as issuing regulations on compensation for crops and livestock; providing guidance for some special cases, the province will issue these regulations by early next week at the latest.
Land clearance for resettlement areas must be completed by December 15 at the latest. Promote the role of cadres and party members in propagating, mobilizing, and persuading people to unanimously implement the project; resolutely handle acts of opposition and incitement that go against the views of the Party and State.
On the investor side, he suggested that it is necessary to closely coordinate with local focal points. Continue to accompany and support affected people when reclaiming, compensating and clearing land. The Provincial Land Fund Development Center reviews and focuses human resources on the project.
