On the afternoon of November 6, Minister of Construction Tran Hong Minh presented to the National Assembly Standing Committee the Government's proposal on the investment policy for the Gia Binh International Airport construction investment project.
The project is invested to reduce the load and support Noi Bai airport which is overloaded but has not been able to invest in expansion and increase capacity. This is also a project that plays an important role in promoting a new growth pole in the East of Hanoi, meeting the increasing demand for air transport in the key economic region of the North.

According to Minister Tran Hong Minh, Gia Binh airport is invested to become a dual-use airport, ensuring security and defense activities and important foreign events. This airport also aims to be of international standard, meeting the needs of socio-economic development.
The Minister of Construction stated that the Gia Binh airport project will be invested to meet 5-star international airport service standards, among the top 10 5-star airports in the world according to Skytrax criteria and in the group of airports with excellent passenger experience (AQS) according to the assessment of Airports Council International (ACI).
Gia Binh Airport is calculated to meet the needs of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year by 2050.
According to the Government's report, the project requires the use of more than 1,884 hectares of land, affecting about 7,100 households (of which about 5,800 households are expected to be resettled) and 118 organizations.
Gia Binh Airport will be invested in accordance with the provisions of the Investment Law, with a total investment capital of about 196,378 billion VND.
Of which, phase 1 is about 141,236 billion VND and phase 2 is about 55,142 billion VND.
Reporting on progress, the Minister of Construction said that from now until 2027, necessary projects will be invested in to serve the 2027 APEC Summit. Next, from 2026 to 2030, the remaining projects of phase 1 will be completed to ensure synchronous operation and exploitation to meet the capacity of 30 million passengers/year and 1.6 million tons of cargo/year.
In Phase 2 (from 2031-2050), the units will complete construction items to meet the capacity of 50 million passengers/year and 2.5 million tons of cargo/year.
Presenting the audit report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Standing Committee of this Committee agreed on the need to invest in the project.

The appraisal agency proposed to clarify the basis for calculating the project's investment rate, compare the investment rate with similar airport projects in the region, and adjust according to local prices to choose the appropriate and optimal cost level.
In addition, Mr. Mai emphasized the need to clarify the ability to arrange a loan of about 167,000 billion VND, and add calculations on the impact of interest costs when compensation, support, and resettlement progress is delayed.

Regarding progress, the appraisal agency proposed to assess the feasibility of the project's progress to serve APEC 2027, especially in the context of many problems regarding compensation, support, resettlement, relocation of technical infrastructure and geological conditions.
Concluding this content, Vice Chairman of the National Assembly Vu Hong Thanh said that the National Assembly Standing Committee agreed to submit to the National Assembly for comments on the investment policy of Gia Binh Airport Project at the ongoing 10th session.
About 25 relics need to be relocated
According to the Government's report, when investing in Gia Binh airport, there are about 25 relics that need to be relocated.
The Government proposed that the National Assembly allow the People's Committee of Bac Ninh province to relocate historical and cultural relics (at all levels) during the process of implementing compensation, support, resettlement and project investment and construction.
The relocation is carried out based on a plan decided by the People's Committee of Bac Ninh province, ensuring maximum preservation and promotion of the value of the relics. During the implementation process, if any problems arise, the Government will provide guidance.
The Standing Committee of the Economic and Financial Committee proposed to study and supplement specific regulations on relocation and post-relocation handling of 25 historical and cultural relics within the scope of the project, especially clarifying the procedure for re-recognizing relics after relocation, ensuring the preservation of original elements, cultural and historical values and compliance with the provisions of the laws.
