On the afternoon of November 6, the National Assembly Standing Committee gave opinions on the National Assembly's resolution on special mechanisms and policies to implement Resolution 59 of the Politburo on international integration in the new situation.
Support policy for people working in foreign affairs and international integration
Minister of Foreign Affairs Le Hoai Trung, authorized by the Prime Minister, submitted the draft resolution.
The draft focuses on three major policy groups, including mechanisms and support policies for those working in foreign affairs and international integration.
Accordingly, people working in foreign affairs and international integration are regularly supported with 100% of their salary according to the current coefficient (excluding allowances).
This support is paid with the salary and is not used as a basis for calculating social insurance contributions and is exempt from personal income tax.
In case they are eligible for multiple monthly support policies with the same purpose, they will only receive the highest policy until the State issues a new salary regime.
The above support level, the Government said, is similar to the support level for those participating in law-making work under Resolution 197 on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement.
For those who work in foreign affairs and international integration on an irregular basis, the draft resolution proposes training, fostering, and creating suitable working conditions... according to Government regulations.
The draft stipulates mechanisms and policies to mobilize experts, scientists, and people proficient in rare foreign languages to serve foreign affairs work.
Accordingly, there is a training and professional development regime and 300% salary according to the current salary coefficient (excluding allowances) when being accepted as a civil servant or public employee.
This level is similar to the regime for Vietnamese experts, managers, business administrators, and leading scientists when they are accepted into civil service and public employees.
The draft also stipulates that civil servants and public employees who are seconded to work at international organizations will be given priority for consideration and promotion when they return to work at their agencies, organizations, and units. They will also be subject to the regime of members of representative agencies in the area or equivalent.
The budget for implementing the resolution includes the state budget and other legally mobilized funding sources according to the provisions of law.
The government said the estimated annual impact of implementing the resolution is about VND990 billion.
Including monthly support for the force doing foreign affairs and international integration work regularly of about 323 billion VND; training and development costs for staff doing this work of about 667 billion VND.
Support for experts working at international organizations, policies for leading experts, scientists or rare foreign languages will continue to be specifically regulated by the Government on the basis of surveys, assessment of specific needs, and budget balance.

Continue to review to fully and comprehensively regulate important policy mechanisms.
Examining this content, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that the standing committee agreed with the necessity of issuing a resolution.
The Committee found that the content of the draft resolution was basically consistent with the Party's policies, especially Resolution 59 of the Politburo. However, there were opinions suggesting continuing to review to fully and comprehensively stipulate the important policy mechanisms of Resolution 59.
Regarding the regime and policies for those who regularly work in foreign affairs and international cooperation in the draft resolution, there are opinions in the review agency that the support must be consistent with the policies applied to civil servants and public employees in other fields in the political system.
The Standing Committee proposed to fully review and assess the impact of specific policies stipulated in the draft resolution on the state budget.
Concluding this content, Vice Chairman of the National Assembly Tran Quang Phuong said that the National Assembly Standing Committee proposed to only stipulate policies under the authority of the National Assembly in the resolution.
At the same time, it is proposed to review the regimes and policies for those working in foreign affairs and international cooperation. The draft will be submitted to the National Assembly for comments at the 10th session.
