Supporting living expenses for students of Saigon University of Pedagogy: Department of Finance said it has arranged enough

At a press conference providing information on socio -economic issues in Ho Chi Minh City on November 6, reporters raised the issue of reflections from students studying pedagogy based on social needs, ordered under Decree 116 of the Government at Saigon University, many cases have not yet received full payment of living expenses.

"Arranged according to the budget"

The representative of the Department of Finance said that every year, based on the request for budget arrangement of Saigon University, with confirmation of training targets according to social needs of the Department of Education and Training, the Department of Finance has coordinated to fully arrange the budget according to the request of the school.

Specifically, in 2024, the budget allocated 34,314 billion VND, including courses: course 21 (school years 2021-2022, 2022-2023, 2023-2024) and course 22 (school years 2022-2023, 2023-2024).

In 2025, the budget has been allocated 34,312 billion VND, including course 21 (school year 2024-2025), course 22 (school year 2024-2025) and expected course 25 (school year 2025-2026).

Also according to the Department of Finance, on October 6, 2025, Saigon University issued Official Dispatch No. 1410/ĐHSG-KHTC on the budget estimate for training pedagogical students of courses 21, 22, 23 and 24 according to social needs, in which it requested the Department of Finance to submit to the People's Committee of Ho Chi Minh City to supplement the budget estimate for 2025 with an amount of 64,002 billion VND, after the Department of Education and Training had issued a document confirming the training quota according to social needs for courses 23 and 24 of the school.

On October 29, 2025, the Department of Finance issued Document No. 11028/TTr-STC to the People's Committee of Ho Chi Minh City on adjusting the local budget revenue and expenditure estimates for 2025 and the City budget allocation plan for 2025, including the content of supplementing the 2025 budget estimate for Saigon University with an amount of 64,002 billion VND, including: course 23 (school year 2023-2024, 2024-2025) and course 24 (school year 2024-2025).

For 2026, the Department of Finance has compiled the budget data as requested by Saigon University, with a total amount of VND 99,404 billion, including the following courses: course 22 (school year 2025-2026), course 23 (school year 2025-2026 and 2026-2027, semester 1) and course 24 (school year 2025-2026 and 2026-2027, semester 1).

According to the Department of Finance, based on the confirmation of the Department of Education and Training on the training targets according to the social needs of Saigon University and the proposal to arrange the school's annual budget, the Department has fully arranged the budget to implement the policy according to the provisions of Decree No. 116/2020/ND-CP dated September 25, 2020 of the Government . The disbursement of funds and payment to students is the responsibility of Saigon University.

Also at the press conference, Mr. La Thanh Hung - Chief of Office of Saigon University - said that regarding the benefits under Decree 116, students can register by ordering or assigning tasks to the People's Committees of provinces and cities. The rest can register according to social needs.

Mr. Hung said that for students who registered according to social needs, Saigon University has completed disbursing monthly living expenses support funds as prescribed for 40 months.

Particularly for students under the assignment method of the Ho Chi Minh City People's Committee, the Committee has decided to authorize the Department of Education and Training to sign contracts to order the use of public service funds for students registered under the assignment mode.

Up to this point, Saigon University has coordinated with the Department of Education and Training to disburse 35 months of living expenses for students registered under the assignment regime by January 2025.

There are only 5 months left in 2025 that have not been disbursed because Saigon University students usually graduate from July to September. After students complete their studies, the school will coordinate with the Department of Education and Training to complete the contract appendices, submit to the Department of Finance and the Ho Chi Minh City People's Committee to disburse funds to students.
