Notice of Suspension of Circulation and Recall of Cosmetic Products

Nghe An Department of Health has Official Dispatch No. 4799/SYT-NVD announcing the suspension of circulation and recall of cosmetic products.

Pursuant to Official Dispatch No. 2867/QLD-MP dated October 6, 2025 of the Drug Administration of Vietnam, Ministry of Health on the suspension of circulation and recall of cosmetic products, on October 28, 2025, Nghe An Department of Health issued Official Dispatch No. 4799/SYT-NVD notifying the Center for Disease Control; Center for Drug, Cosmetic and Food Testing; People's Committees of communes, wards and establishments producing, trading and using cosmetics in Nghe An province of the following contents: 1. Suspend circulation and recall in Nghe An province the following 03 products: - DR. Hair Ginger Shampoo (Brand: Vinamake), Declaration receipt number: 24/24/CBMP-HB; - DR. Ginger Shampoo (Brand: Vinamake), Declaration receipt number: 23/24/CBMP-HB; - Nano silver feminine hygiene solution with perfume scent (Brand: Vinamake), Receipt of Declaration Form number: 122/23/CBMP-HB. Organization responsible for bringing the product to market and manufacturing: Vinamake Joint Stock Company (Address: Group 8, Le Thanh Tong Street, Tan Thinh Ward, Hoa Binh City, Hoa Binh Province. Now Group 8, Le Thanh Tong Street, Hoa Binh Ward, Phu Tho Province). Reason for recall: Cosmetic product samples were appraised at the Institute of Criminal Science of the Ministry of Public Security and determined that the above product samples did not detect a number of substances as in the declared ingredients and on the product label and packaging and were concluded by the Economic Police Department - Phu Tho Provincial Police as "counterfeit goods" based on the provisions of Point b, Clause 7, Article 3 of Decree No. 98/2020/ND-CP dated August 26, 2020 of the Government.

Requesting businesses and cosmetic users in the province to stop trading and using cosmetic products with the above information and return them to the product suppliers and promptly report to the authorities when detecting the above products. 3. Requesting the Provincial Center for Disease Control to strengthen communication and information to businesses and cosmetic users and to propagate to local people not to trade and use the violating products mentioned in Section 1 of this Official Dispatch. 4. Requesting the Testing Center to increase sampling and quality inspection of cosmetic products circulating in the area. 5. Requesting the People's Committees of communes and wards to notify businesses and cosmetic users in the area under their management to review the above cosmetic products, recall and return them to the product suppliers; Inspect and supervise units implementing this notice, send reports to the Pharmacy Department (if any) before November 8, 2025. The Department of Health notifies units for information and implementation./.
