Currently, the Group has developed detailed plans for 16 mining sites in Quang Ninh province to exploit and recover waste soil and rock for use as leveling materials, with a total reserve of over 633 million m³. On average, TKV's open-pit coal mines excavate and dump more than 150 million m³ of soil and rock annually, occupying a large area and putting pressure on the environment. Reusing this soil and rock for leveling purposes will help reduce the area of waste dumps, improve the environmental landscape, and supplement the source of alternative materials for increasingly scarce natural soil deposits. According to calculations, in the period 2021-2025 alone, Quang Ninh needs approximately 640 million m³ of leveling materials for socio-economic development projects; by 2030, this demand is expected to reach over 1 billion m³.
In line with Quang Ninh province's policy on developing a circular economy, in 2022, TKV assigned Quang Ninh Coal Processing Company as the focal point for organizing the recovery and supply of mine waste soil and rock for leveling projects. To date, the company has been licensed to recover waste soil and rock at the Nam Quang Loi waste dump (Coc Sau mine) to supply the Quang Ninh LNG power plant project; completed the plan for submitting for licensing the recovery and use of waste soil and rock at the Suoi Lai mine waste dump (Hon Gai Coal Company) and the Mao Khe mine area. Simultaneously, the unit is also implementing procedures to submit for licensing the recovery of mine waste soil and rock at the Coc Sau, Ha Rang mine, and the waste dump of the Vang Danh 2 gold ore processing plant, expanding the supply of leveling materials for many key projects in the province.
Mr. Bui Quang Huy, Director of Quang Ninh Coal Processing Company, said that to date, the company has established the demand for excavated soil and rock for 39 projects with a total volume of nearly 56 million m³ for the period 2025-2028, and approximately 195 million m³ by 2034. On October 24th, Quang Ninh Coal Processing Company held a conference to finalize the content of the commencement of excavated soil and rock recovery and to determine the volume and progress of supplying excavated soil and rock to projects in the period 2025-2028 and after 2028. This was an important opportunity for businesses, investors, and suppliers to coordinate closely, share information, and ensure consistency and efficiency in practical implementation. The opinions and suggestions at the conference are an important basis for the Company to complete legal procedures and accelerate progress so that the first batch of excavated soil and rock can be supplied to customers in early 2026, meeting the construction schedule of projects in the 2025-2028 period.

The company is committed to strictly complying with legal regulations and cooperating with relevant authorities to ensure that the entire process of recovering, transporting, and utilizing waste soil and rock is safe, efficient, and transparent. In the future, Quang Ninh Coal Processing Company will continue to cooperate with businesses, investors, and local authorities to specifically identify needs, plan supply sources, and develop a suitable recovery-transport-landfilling roadmap for each project, ensuring sustainability and long-term effectiveness.
The reuse of mine waste soil and rock helps the coal industry become more proactive in supplying backfill materials for large-scale infrastructure projects, while simultaneously reducing the exploitation of natural soil mines, saving costs, and limiting environmental impact. Initial results show that the cooperation between TKV and Quang Ninh province in promoting the reuse of mine waste soil and rock has contributed to solving the problem of backfill material shortages, while also bringing dual benefits in terms of economics and the environment.
