TKV continues to promote the reuse of mine waste soil and rock.

In the context of increasing demand for landfill materials for infrastructure development in Quang Ninh, Vietnam National Coal - Mineral Industries Group (TKV) is proactively implementing solutions to promote the reuse of mine waste soil and rock for site clearance for projects and works in the province and neighboring areas. This direction contributes to realizing the goal of developing a circular economy, protecting the environment and effectively using mineral resources.

Currently, the Group has made detailed plans for 16 locations and mine points in Quang Ninh province to exploit and recover waste soil and rock for landfill materials, with a total reserve of more than 633 million m³. On average, each year, TKV's open-pit coal mines excavate and dump more than 150 million m³ of soil and rock, occupying a large area and creating pressure on the environment. Reusing this amount of soil and rock for landfill not only helps reduce the area of ​​​​dumping sites, improve the environmental landscape, but also supplements alternative materials for natural soil mines that are increasingly scarce. According to calculations, in the period of 2021-2025 alone, Quang Ninh needs about 640 million m³ of landfill materials for socio- economic development projects; by 2030, this demand is expected to reach more than 1 billion m³.

Implementing the policy of Quang Ninh province on developing a circular economy, in 2022, TKV assigned Quang Ninh Coal Processing Company to be the focal point for organizing the collection and supply of mine waste soil and rock for landfill projects. Up to now, the Company has been licensed to collect waste soil and rock at Nam Quang Loi landfill (Coc Sau mine) to supply to the Quang Ninh LNG Power Plant Project; completed the plan to submit for licensing the collection and use of waste soil and rock at Suoi Lai mine landfill (Hon Gai Coal Company) and Mao Khe mine area. At the same time, the unit is also implementing licensing procedures for plans to collect mine waste soil and rock at Coc Sau landfill, Ha Rang mine and Vang Danh 2 Plant landfill, expanding the supply of landfill materials for many key projects of the province.

Mr. Bui Quang Huy, Director of Quang Ninh Coal Processing Company, said that up to now, the unit has established the need to supply soil and waste rock for 39 projects with a total volume of nearly 56 million m³ in the 2025-2028 period, and about 195 million m³ by 2034. On October 24, Quang Ninh Coal Processing Company held a conference to agree on the content of the commencement of the recovery of soil and mine waste rock and to determine the volume and progress of supplying soil and waste rock for projects in the 2025-2028 period and after 2028. This is an important opportunity for businesses, investors and suppliers to coordinate closely, share information, and ensure consistency and efficiency in actual implementation. The opinions and proposals at the conference are an important basis to help the Company complete legal procedures and speed up progress so that in early 2026 it can provide the first volume of waste soil and rock to customers, meeting the construction progress of projects in the period 2025-2028.

The company is committed to strictly implementing the provisions of the law, coordinating with the authorities to ensure that the entire process of collecting, transporting and using waste soil and rock is safe, effective and transparent. In the coming time, Quang Ninh Coal Processing Company will continue to coordinate with businesses, investors and local authorities to specifically determine the needs, plan the supply, build a suitable collection - transportation - landfill route for each project, ensuring long-term sustainability and efficiency.

The reuse of mine waste soil and rock helps the Coal industry be more proactive in providing fill materials for large-scale infrastructure projects, while reducing the exploitation of natural mines, saving costs and limiting environmental impacts. Initial results show that the cooperation between TKV and Quang Ninh province to promote the reuse of mine waste soil and rock has been contributing to solving the problem of lack of fill materials, while bringing about dual economic and environmental benefits.
