Special session of the Provincial People's Committee on administrative procedure reform

On the morning of October 30, the Provincial People's Committee held a thematic meeting on administrative procedure reform and review, reduction and simplification of administrative procedures. Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Since implementing the 2-level local government organization model, in order to manage, monitor, receive, and resolve administrative procedures for people and businesses smoothly, seamlessly, effectively, and without interruption, the Provincial People's Committee and the Chairman of the Provincial People's Committee have issued 5 Decisions, 7 Plans, 1 Directive, and 36 Official Dispatches directing departments, branches, and People's Committees of communes and wards to deploy key tasks on administrative procedure reform. The assigned tasks were completed on time, making an important contribution to improving the effectiveness and efficiency of the State apparatus in the area, unlocking resources, supporting businesses to overcome difficulties, promoting growth, creating jobs and livelihoods for people, and ensuring the lives of workers.

125/125 Provincial and Commune-level Public Administration Service Centers have been operating stably, with smooth and uninterrupted processing of administrative procedures. The rate of administrative procedures received and processed on time reached 98.71%, exceeding the assigned target by 0.71%; the rate of digitized administrative procedures and results of administrative procedure processing reached 85.68%, exceeding the assigned target by 5.68%. The set of indicators for directing, operating and evaluating the quality of service to people and businesses in performing administrative procedures and public services in real time on the electronic environment for evaluation, the results at the time of October 27, 2025, Tuyen Quang province reached 88.18 points, classified as good, ranked 14th out of 34 provinces and cities. According to the results of the Digital Transformation level ranking in 2024 on October 21, 2025, Tuyen Quang province achieved 0.6862 points, ranked 22nd out of 34 provinces and cities.

The Provincial People's Committee has approved a plan to simplify 11 administrative procedures related to business activities, cutting costs by 52.45%; approved a plan to simplify 255 internal administrative procedures according to Decision No. 1085/QD-TTg dated September 15, 2022 of the Prime Minister , cutting costs by 20.15%. Agencies proposed to cut and simplify 84 administrative procedures based on data and cut 30% of the processing time of 681 administrative procedures compared to the prescribed time...

However, the assessment results of the Index for direction, operation and assessment of service quality for people and businesses in the implementation of administrative procedures and public services in real time of a number of departments, branches and localities have many indicators that are rated low compared to regulations. Many departments and branches have not completed on time the tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee on administrative procedure reform; some agencies have a high number of overdue, stopped processing/cancelled files such as the Department of Agriculture and Environment; People's Committee of Son Thuy commune, Minh Xuan ward, Ha Giang 2 ward...

At the meeting, delegates reported on the results of cutting and shortening administrative procedures in their fields, sectors and communes; explained difficulties and obstacles in implementing administrative procedure reform and proposed solutions to remove, shorten and simplify many administrative procedures.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc assessed that although some results have been achieved in reducing and simplifying administrative procedures, the departments, branches and sectors have not been really determined in reviewing, evaluating and simplifying administrative procedures; have not proactively advised on implementing the plan to simplify administrative procedures for administrative procedures under the province's authority...

The Chairman of the Provincial People's Committee requested the Provincial People's Committee Office to receive suggestions from departments and branches; study and learn from the experiences of other provinces and cities; review and update fully and accurately data and figures on administrative procedure reduction; support departments and branches in reducing; assess the ability to implement the reduction and simplification of administrative procedures of communes and wards in the whole province.

For departments and branches, it is necessary to review and classify each group of administrative procedures within the branch to have plans to reduce and simplify procedures or implementation time; guide and support commune levels to reduce procedures at the grassroots level; ensure proper implementation of the contents of reducing and simplifying administrative procedures.

Communes and wards conduct a general review and classify administrative procedures under the authority of localities or departments and branches to reduce, propose implementation plans; flexibly arrange staff and equipment to serve the settlement of administrative procedures to ensure smooth work.
