Changing the face of the homeland from the power of the people

QTO - Building a new rural area (NTM) is a regular, continuous and never-ending task. With that viewpoint in mind, over the past time, the cadres and people of Bac Trach commune have joined hands and unanimously built and maintained the achieved criteria in building NTM, advanced NTM, and model NTM. So that today, Bac Trach has had rapid changes with a spacious countryside appearance and improved people's lives.

Power from the People

Bac Trach commune (old) was recognized as meeting the new rural standards in 2015, meeting the advanced new rural standards at the end of 2023 and 8 months later was the first commune in Quang Binh province (old) to reach the model new rural standard.

With the motto "People know, people discuss, people do, people check, people supervise, people benefit", Bac Trach commune has promoted propaganda and mobilization work to promote the role of the people in building new rural areas. Thanks to that, people are very excited, actively donating assets and working days to join the Party Committee and local authorities in investing in the economy and social infrastructure. Mr. Phan Van Dong, Head of Village 4, Bac Trach commune, shared: "Implementing the policy of building advanced new rural areas, model new rural areas, people in Village 4 are very excited and agree. People have voluntarily contributed about 1.4 billion VND to build cultural houses and works in the village; donated about 3 hectares of land to build welfare works, contributed thousands of working days to build flower roads, ornamental plants...".

Thanks to that, in 2024, the village was recognized as the first smart village model in the province, contributing to helping Bac Trach commune complete one of the criteria to achieve a model new rural area. Like village 4, all people in Bac Trach commune (old) in the process of building a new rural area have united, together contributing human and material resources to mobilize resources to build and beautify their homeland. Just counting the resources for building a model new rural area, people in the whole commune have contributed money, working days, donated land and assets worth more than 10.6 billion VND, accounting for 47.6% of the total resources. The team of cadres from the commune to the village is always responsible and active in implementing the set goals and tasks; highly sympathetic to the leadership role of the Party Committee, the administration of the government and the propaganda and mobilization of the Front and mass organizations.

Head of Village 5 (Bac Trach Commune) Phan Van Quyet said: "As soon as we received the commune's plan to build a new rural area, we promptly promoted propaganda in many forms to help people understand the importance and benefits of building a new rural area. Since then, people have actively responded, joined hands and united with the village and commune to implement it, with donations and support of over 1.5 billion VND."

With the results achieved in building advanced and model new rural areas, the people of Bac Trach commune (old) have completed the investment in building village cultural houses, traffic systems, irrigation canals, school facilities and classrooms. Infrastructure has been invested in, basically meeting the requirements of socio-economic development and production of the locality. Thereby, contributing to job creation, increasing income for people (average of over 60 million VND/person/year), significantly reducing the rate of poor households.

Inherit and promote the achievements

The new Bac Trach commune was established on the basis of merging the communes: Bac Trach, Thanh Trach, Ha My, Lien Trach. In recent times, the Party Committee of the commune has promoted the spirit of solidarity, unity, maintained political stability, and strived to complete the goals set out in the resolution. The economy continues to grow well, the whole commune has 18 OCOP products, of which 2 products have achieved 4 stars. The rural appearance has changed a lot, in which, Bac Trach commune (old) is the first commune to achieve the model NTM of Quang Binh province (old); Thanh Trach commune (old) achieved the advanced NTM commune.

Not satisfied with the results achieved, immediately after the administrative unit merger, Bac Trach commune implemented specific solutions to maintain and improve the quality of the new rural criteria. The commune determined that building new rural areas is a regular, continuous and never-ending task. Therefore, although the time to establish the new commune is not long, with the determination of the Party Committee, the government and the people of Bac Trach commune, the criteria for building new rural areas continue to be focused on and implemented. The people of the whole commune are excited with the results achieved, trust in the leadership, direction and management of the Party Committee and local government, actively support intellectually, spiritually and materially and consider building new rural areas as their own benefit.

Head of Village 5, Phan Van Quyet, proudly said: “To continue to maintain and improve the criteria for building a new rural area, people in the village actively participate in production development, contributing to increasing income. At the same time, promoting digital transformation, applying high technology and techniques, gradually modernizing management activities, people's lives and production, aiming to meet the standard of a smart village model, contributing to completing the criteria for building a new rural area in the locality”.

Bac Trach commune currently has a total natural area of ​​97.61km2; population size of more than 36,800 people. Inheriting and promoting the results achieved in the past time, Bac Trach strives to build a commune to achieve advanced NTM by 2030.

According to the Chairman of the People's Committee of Bac Trach Commune, Duong Thi Thu Hien: “The national target program on new rural construction is one of the extremely important tasks of the locality. Valuable lessons learned in the process of building new rural areas in each old commune have been inherited when the new commune comes into operation. That is the leadership role of the Party, the participation of the local government, the cooperation of the Front, organizations, people and businesses in the area; avoiding the situation of considering new rural construction as a burden, the responsibility of departments, branches and organizations alone. From there, there is a direction to closely follow and urge to properly implement the roadmap according to the set plan; strengthen the working coordination relationship with departments and branches at the provincial level, on that basis, take advantage of external resources in the work of building new rural areas”.
