The first conference of the Party Executive Committee of the Ministry of Science and Technology for the 2025 - 2030 term

On October 30, in Hanoi, the Party Committee of the Ministry of Science and Technology (MOST) held the first meeting of the Executive Committee of the MOST Party Committee for the 2025-2030 term.

Speaking at the opening of the Conference, Permanent Deputy Minister of Science and Technology Vu Hai Quan said: In the context of current new requirements, it is necessary to strengthen the comprehensive leadership of the Party in all activities of the Ministry. Previously, the Party's work of the Ministry mainly focused on personnel work, reviewing, proposing appointments, transferring cadres, or performing inspection and supervision work when problems arose. The Party leads comprehensively, all important activities of the Ministry must have the opinion of the Party Committee's Standing Committee. The Standing Committee meets periodically every week to ensure close and comprehensive leadership. This is a major change in the organizational structure and model.

In the first 9 months of 2025, closely following the Government's management theme "Discipline, responsibility; proactive and timely; streamlined and effective; accelerated breakthrough", the Party Committee and leaders of the Ministry of Science and Technology have organized to thoroughly grasp and synchronously deploy political tasks; maintain discipline and order and innovate leadership and management methods towards clear goals, clear focal points, clear progress and clear products. The work of evaluating results and assigning tasks is carried out regularly, through periodic Party Committee conferences to review the cumulative results of the 9 months, discuss solutions, assign key tasks and tasks for the fourth quarter of 2025 to units, ensuring unified and consistent direction from the Ministry level to affiliated Party organizations.

In the field of institutional improvement, the Ministry has advised and coordinated the submission of 05 important draft laws of the industry, and continued to review, update and standardize a number of administrative procedures as required after the organizational arrangement, creating a smooth legal corridor for science and technology, innovation and national digital transformation. The work of reorganizing the apparatus after the merger was implemented vigorously, ensuring stable operation; advisory and management focal points were strengthened, and coordination regulations between blocks (science and technology, standards - measurement - quality, intellectual property, atomic energy, post - telecommunications, digital transformation) were completed, contributing to unified leadership and smooth command.

Administrative reform and decentralization and delegation of power continue to be promoted, with the announcement, abolition and simplification of key procedures, timely implementation instructions to facilitate people, businesses and units in the whole industry. Along with that, digital transformation in administration is accelerated: records and document processing procedures are digitized; digital signatures are widely applied; task, target and progress tracking systems are operated, enhancing publicity, transparency and accountability. Information, propaganda and inter-sectoral coordination work are focused on, proactively grasping public opinion, spreading effective models and methods, creating social consensus for major policies of the industry.

Specific results in Party work:

Party building and organization work: The Standing Committee of the Party Committee of the Ministry focuses on consolidating discipline, perfecting internal institutions and improving the quality of Party cell activities, ensuring democracy, discipline, order and exemplary behavior.

Inspection and supervision work: in the first 9 months of 2025, 10 party organizations and 79 party members were inspected; lower-level party organizations were inspected and 12 party organizations were inspected. Party committees and subordinate party organizations proactively and regularly conducted supervision according to assigned plans in many forms, contributing to putting Party building work into order.

Propaganda and mass mobilization work: The Party Committee of the Ministry effectively implemented Conclusion No. 01-KL/TW and the resolutions, conclusions and regulations of the Central Committee on Party building and rectification; deployed Regulation No. 144-QD/TW of the Politburo on revolutionary ethical standards of cadres and party members in the new period... The mass organization work organized propaganda and dissemination of the Party's Resolutions and directives, the State's legal policies; Workers' Month visited and supported 298 million VND; trade unions at all levels proactively supported 7,278 billion VND for union members and workers...

Office work: Administrative consulting, synthesis and archiving work are proactively and promptly deployed, effectively serving the leadership and direction of the Party Committee, the Standing Committee and coordinating smoothly with the Ministry's specialized agencies.

Task orientation in the last 3 months of the year:

Regarding Party building work: Perfecting internal regulations after the merger; perfecting the Party organization and Party committees; Developing internal regulations and rules of the Party Committee of the Ministry of Science and Technology and the Ministry of Science and Technology; concretizing the regulations of the Central Committee and instructions of the Central Organizing Committee on decentralization of cadre management; directing and guiding the review, assessment and classification of the quality of Party organizations and Party members in 2025; summarizing Party building work in 2025; ...

Regarding inspection and supervision work: Raise awareness and responsibility of Party committees, leaders and inspection committees at all levels regarding inspection and supervision work; focus on leading and directing the Inspection Committee to complete inspections when there are signs of violations against Party organizations and Party members; Timely supplement and strengthen inspection committees at all levels to ensure quantity and quality, meeting the requirements of advisory work, etc.

At the Conference, Ms. Le Huong Giang, member of the Standing Committee, Head of the Party Committee's Organization Committee, Director of the Department of Organization and Personnel, announced the Decision to appoint comrade Vu Hai Quan to participate in the Executive Committee, Standing Committee, and hold the position of Permanent Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the term 2025-2030.

At the Conference, delegates discussed and commented on the drafts including: Action program to implement the Resolution of the 1st Congress of Party Delegates of the Ministry of Science and Technology, term 2025 - 2030; Full-term working program of the Executive Committee; Working regulations of the Executive Committee; Working regulations of the Party Committee's Inspection Committee; Full-term inspection and supervision program. Delegates agreed with the above drafts.
