Tay Ninh promotes digital transformation after province merger: Request to complete industry database

The People's Committee of Tay Ninh province held an important meeting on the morning of July 31, 2025 to assess the implementation of digital platforms and specialized databases after the province's merger, in order to implement Resolution No. 57-NQ/TW and the Project "Implementing breakthroughs in science and technology development, innovation and digital transformation in Tay Ninh province in the period 2025 - 2030". Vice Chairman of the Provincial People's Committee Pham Tan Hoa chaired the meeting.

The meeting was attended by leaders of the Provincial Police, Departments, branches and reporters of Tay Ninh Newspaper, Radio and Television. Vice Chairman of the Provincial People's Committee Pham Tan Hoa emphasized that this is a very important meeting to review the progress of deploying shared and specialized digital platforms in state agencies, the situation of building the Provincial Steering and Operation Index, and the work of synthesizing and proposing digital transformation tasks of Departments and branches.

The Provincial People's Committee acknowledged and commended the efforts of the Department of Science and Technology and other departments and branches in reviewing, upgrading, standardizing the system, organizing training and deploying applications and digital platforms to serve the direction, management, operations, and settlement of administrative procedures after the merger of the province. Up to now, these activities have basically stabilized.

However, in addition to the achieved results, the Provincial People's Committee also criticized a number of Departments and branches for not really focusing on implementing assigned contents, being slow in reporting progress, proposing tasks, and especially slow in updating data, even some units have data only up to December 2024.

To ensure the successful completion of the targets and tasks assigned by the province and the Central Government, the Provincial People's Committee requests the Departments, branches, Commune People's Committees and related units to proactively develop solutions to ensure adequate data for the province's digital transformation work. Key areas include:

•Build and perfect a shared database: Focus on standardizing data to ensure uniformity, accuracy and interoperability; build a database catalog; promote digitization of records and documents.

•Data integration and interconnection: Ensure information systems are connected and interconnected; develop a common platform for data collection, processing and integration.

•Improving capacity for data exploitation and use: Strengthening training, fostering knowledge and skills on digital data; encouraging the application of new technologies such as AI and Big Data.

•Ensure data safety and security: Build tight data security solutions; strengthen measures to prevent cyber attacks.

•Encourage open data sharing: Develop mechanisms and policies to encourage open data sharing among government agencies, businesses and citizens.

The Provincial People's Committee also set out a number of specific tasks and completion timelines:

•Regarding the reorganization of digital platforms and specialized databases: Departments and branches urgently review processes and data and have plans to reorganize and unify application systems, digital platforms, and specialized databases. Report progress to the Department of Science and Technology monthly (before the 25th). At the same time, pay attention to combining AI applications and providing data to the shared database warehouse, open data to ensure "correct, sufficient, clean, and alive". Commune-level People's Committees focus on expanding and perfecting the overall management database at the commune level.

•Regarding the development of a set of indicators for direction and operation: Departments and branches focus on giving comments and agreeing on a set of indicators to serve the direction and operation of the province. The Provincial People's Committee Office presides over and coordinates with the Department of Science and Technology to submit to the Provincial People's Committee a Decision to promulgate the set of indicators and upgrade the IOC Center system to connect data.

The Provincial People's Committee requests provincial departments, branches, commune-level People's Committees and relevant units to urgently implement the concluded contents to focus on completing the database to serve digital transformation.
