HNP - On October 30, the Party Committee, People's Council, and People's Committee of Phuong Duc commune organized a conference to meet and directly dialogue between the heads of the Party Committee and government with the Vietnam Fatherland Front Committee, socio-political organizations, and representatives of the people of 42 villages in the area.

At the Conference, Chairman of Phuong Duc Commune People's Committee Nguyen Trong Vinh informed about the results of socio-economic development, Party building work and the commune's political system in 2025.

In a democratic, frank and constructive atmosphere, representatives of the Vietnam Fatherland Front, organizations and local people raised many specific opinions and recommendations that were close to the practical situation of people's lives.

Mr. Nguyen Viet Xo, Bong village, commented: Currently, in Hong Minh commune (old), 70% of the pond area has been encroached and filled. Therefore, it is recommended that the leaders of the Commune People's Committee strengthen management and handling to avoid wasting resources. Along with that, the situation of construction violations on agricultural land has occurred a lot in the past time, although it has been checked and handled, the effectiveness is not high.

Voter Bong also added: Because in the new Phuong Duc commune, there are still many households that have not been granted the first Land Use Right Certificate, so it is recommended that the commune leaders direct professional staff to provide more specific instructions on procedures and related documents in accordance with regulations to complete the application for the first Land Use Right Certificate for the people.

Mr. Le Dinh Khanh, Hoi village, suggested that the leaders of Phuong Duc commune continue to pay attention to investing in upgrading and renovating a number of traffic routes in the commune, in residential areas of villages and dredging irrigation canals in the fields to serve production work to ensure efficiency and practicality for people's lives.

In addition, Mr. Khanh requested the Commune People's Committee to complete the procedures for granting the remaining agricultural land use right certificates to the people of Hoi village. He requested the Commune to stop collecting land tax on some local sports fields. The electricity company also needs to pay attention to renovating the power grid in residential areas, ensuring the safety of the power grid for the people.

Mr. Dang Van Hoat, a voter in Xuan La village, suggested that recently, whenever it rains, many roads in residential areas are flooded, affecting travel. Especially, Xuan La village is a craft village with many tourists coming to visit and trade, so the flooding also affects production and trading activities and reduces the number of tourists.

In addition, voter Hoat also requested local leaders to focus on planning and relocating temporary markets to newly planned markets to ensure urban aesthetics, culture, and food safety and hygiene. Voter Hoat also requested the content of allocating allowances for the Association of the Elderly.

Some other voters also complained that the implementation of the land acquisition and clearance work for the 429 road project was not satisfactory and did not ensure the rights of people living on both sides of the road because they had previously coordinated with local officials to inventory assets on the land. Voter Nguyen Thi Vi stated that after 3 months of the 2-level local government model being put into operation, the commune's Public Administration Service Point is always overloaded every day, affecting the handling of administrative procedures, making it difficult for both officials and people.

Therefore, voter Vi proposed that the Commune People's Committee establish mobile administrative working groups to go to remote villages to guide people on completing administrative procedures, reducing congestion at the Commune's Public Administration Service Point in the coming time.

At the dialogue session, Chairman of Phuong Duc Commune People's Committee Nguyen Trong Vinh focused on explaining and clarifying a number of contents within his authority and responsibility. At the same time, he accepted the opinions raised at the conference and assigned specialized departments of agencies to synthesize, research, advise on handling and resolving according to regulations.
