Can Tho: Promoting digital transformation, towards a modern two-level government

Can Tho is entering the acceleration phase of implementing Plan No. 02-KH/BCĐTU dated June 15, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation (CDS) on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus.

With the determination to build e-government, moving towards digital government, the city aims to form a professional, transparent, and effectively operating administration to best serve the people and businesses.

Leveraging existing platforms, synchronizing data and digital infrastructure

According to Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, the implementation of the two-level model is an important step that requires synchronous digital infrastructure, data connection and unified exploitation between government levels. On that basis, the Department has advised the City People's Committee to promote investment in the Urban Data Center, upgrade the specialized data transmission network, and build a shared data warehouse to serve management, direction and operation.

Currently, the email system, document management, electronic administration and public service portal have been restructured and interconnected throughout the city, connecting with more than 334 departments, branches and 103 communes and wards, ensuring the quick and safe exchange and processing of documents. The information technology infrastructure at the units is monitored 24/7, ensuring stable operation, meeting the requirements of processing large volumes of administrative procedure (TTHC) records in the digital environment.

Can Tho also synchronously deployed integrated platforms, shared data between sectors and fields, connected with the National Public Service Portal, the National Population Database, the land management system, civil status, judicial records, VNeID and the Ministry of Finance , thereby facilitating people to carry out administrative procedures regardless of administrative boundaries.

From October 1, 2025, Can Tho officially applied the mechanism to resolve 1,320 administrative procedures regardless of administrative boundaries - a key content in implementing Plan 02-KH/BCĐTU. According to Ms. Le Xuan Hoa, Director of the City Public Administration Service Center, this is a turning point demonstrating the spirit of "taking people as the center" in administrative reform. Any citizen can submit documents at any One-Stop Department within the city, data is synchronized and processed on the same system.

To effectively operate this model, the city has organized training for all officials and civil servants in charge of receiving documents at the grassroots level; at the same time, it has strengthened the capacity of digital infrastructure, ensuring stable and safe transmission lines, avoiding network congestion when traffic increases. "We consider this a test of the capacity to operate digital government at the grassroots level - the place closest to the people," Ms. Hoa emphasized.

From July 1, 2025, when the two-level government model officially comes into operation, the Public Administration Service Centers at the commune level in districts and towns will be invested with new equipment, ensuring stable connections with the city data center. Each network connection has a monitoring mechanism, early warning and timely incident handling, helping to maintain the smooth operation of the electronic administrative system.

O Mon Ward Party Committee: Quickly adapt and effectively operate the two-level model

As one of the typical localities implementing the new model, O Mon ward has shown clear effectiveness after more than three months of operation. According to Mr. Chau Viet Tha, Party Secretary and Chairman of the Ward People's Council, immediately after its establishment, the Ward Party Committee quickly arranged the organizational structure, perfected 71 affiliated party organizations with more than 2,000 party members; arranged 85 qualified and competent cadres, civil servants and public employees.

The Ward Public Administration Service Center is considered a pioneer in implementing digital transformation at the grassroots level. Since July, the center has received 7,958 applications, of which 6,910 were processed on time and before the deadline, with no late applications. The entire process of receiving, processing and returning results has been digitized, significantly reducing people's waiting time.

The ward Party Committee has also issued many thematic resolutions on socio-economic development, national defense, security and digital transformation work. Development targets have been achieved and exceeded: budget revenue reached 84.14% of the estimate, rice production reached over 98% of the plan, households using clean water reached 98.2%, safe electricity reached 99.9%. In particular, the "National Flag Route" model launched by the ward Youth Union has become a bright spot in the movement to build civilized urban areas, linking digital transformation with political and social activities at the grassroots level.

According to Mr. Ngo Anh Tin, to effectively implement Plan 02-KH/BCĐTU, Can Tho prioritizes solutions to perfect the shared digital platform, effectively exploit national databases, and apply artificial intelligence (AI) in key areas such as healthcare, agriculture, education, and urban management.

Can Tho is also focusing on improving the capacity of digital staff at the grassroots level. The City People's Committee has directed each commune and ward to arrange at least one IT specialist, and to organize periodic training on information security, software skills and data analysis. This not only helps administrative agencies operate smoothly but also contributes to forming a "digital culture" in the public apparatus.

Digital transformation – the driving force for sustainable development

Looking back over three months of operating the two-level government model, it can be seen that Can Tho has initially formed a comprehensive digital administration, where data, infrastructure, people and processes are closely connected. The city not only applies technology to shorten the time to handle administrative procedures, but also moves towards smart government, digital economy and digital society in accordance with the direction of Plan 02-KH/BCĐTU.

In the coming time, Can Tho will continue to: Expand data integration between departments, branches and localities; Increase the rate of online public services throughout the process; Promote the use of digital signatures and electronic payments in handling records; Pilot implementation of AI and chatbots to support citizens at the Public Administration Service Center; Step up propaganda and guidance for people to access digital services more easily.

Can Tho City's effective implementation of the two-level government model associated with comprehensive digital transformation not only helps streamline the apparatus and increase service efficiency, but also contributes to realizing Plan 02-KH/BCĐTU - one of the key programs of the Central Steering Committee in 2025, aiming to build a modern, flexible government, taking people as the center and data as the foundation for development./.
