
Accordingly, the Phong Khong hill area is about 171m high, has a steep slope, the landslide point is 78m from the residential area, the affected area is about 2.5ha. In the area, there are 53 households and 1 school in the affected area, of which 13 households are in the very high risk area.
The phenomenon of landslides is complicated, directly threatening the safety of residential areas, schools and traffic infrastructure. It needs to be monitored, warned and handled urgently to ensure the safety of people's lives and property.
The resettlement area of Dam Thuy village has been invested in and built to provide housing for households displaced by landslides caused by storms and floods in 2020. The project was carried out under emergency orders. Up to now, people have basically completed the construction of houses, gradually stabilizing their lives and living long-term, avoiding the risk of loss of life and property.

However, during the construction site implementation process, due to the complex mountainous terrain, the project still has the potential risk of landslides during the rainy season, which does not ensure the safety of the residential area.
With the decision to declare this emergency situation, the People's Committee of Quang Tri province directed the immediate application of emergency measures to respond to prevent and minimize damage caused by the landslide. Specifically, urgently evacuate all 53 households and 1 primary school (total of 173 students) to a safe place when there is rain and flood.
Urgently implement appropriate engineering or non-engineering solutions to completely handle the risk of landslides in the area, ensuring long-term residential areas.
Along with focusing on ensuring the safety of people's lives in the area, the People's Committee of Tuyen Phu commune was assigned to urgently develop a plan to handle landslides and prevent landslides at Phong Khong hill and the resettlement area of Dam Thuy village to soon stabilize people's lives.
The Department of Agriculture and Environment is assigned to urgently contact the Institute of Geological Sciences and Mineral Resources ( Ministry of Agriculture and Environment ) or specialized geological agencies for professional guidance, propose appropriate solutions to overcome landslides in the above areas and complete before November 15, 2025.
