To be proactive and ready to respond to heavy rains early and from afar, not to be passive or surprised, the Hue City Civil Defense Command requests agencies, units and localities to promptly overcome the consequences of floods; continue to focus on searching and rescuing missing people; provide free treatment for the injured; organize visits, encourage and support the funeral arrangements for the deceased according to local and national regulations and customs.

Review and summarize the number of households in need of rice support to promptly handle the distribution of support; arrange temporary accommodation for households that have lost their homes, absolutely do not let people go hungry, cold, or have no place to live; regularly update the situation, focus on directing the work of overcoming the consequences of floods.

Units, localities and people regularly monitor and update developments of heavy rain on mass media (Hue-S, Facebook, City Disaster Prevention Information Page, City Hydrometeorological Station) to proactively prevent, avoid and respond to rain, floods, flash floods and landslides according to the motto "four on-the-spot".

Heads of departments, branches, sectors, units, and members of the Civil Defense Command Committee, according to assigned tasks, proactively organize inspections, direct and urge localities to implement measures to overcome the consequences of recent floods; promptly mobilize forces, officers and employees to participate in cleaning up and overcoming the consequences of floods; not to be passive or surprised in any situation that occurs.

Owners of dams, irrigation and hydroelectric reservoirs continue to seriously implement reservoir operations.

The People's Committees of communes and wards shall strengthen propaganda work, instruct people to proactively respond to prolonged floods; urgently review and supplement plans to respond to natural disasters such as heavy rain and landslides for the upcoming heavy rains. Owners of dams, irrigation and hydropower reservoirs shall continue to strictly operate reservoirs to ensure water levels according to regulations; review and develop specific operating and regulating plans according to forecasted rain scenarios, especially for heavy rain situations from November 1 to 9, 2025, in order to proactively plan reasonable operations, both ensuring the safety of reservoirs and contributing to flood reduction for downstream areas.
