
On October 31, the weather in Ho Chi Minh City changed rapidly. The morning was clear and sunny, but in the afternoon and evening, thunderstorms developed strongly, and rain appeared over a wide area. The highest temperature ranged from 30 - 32°C, decreasing slightly in the evening due to prolonged rain. Experts forecast that in the next 2 - 3 days, the average rainfall in Ho Chi Minh City could reach 70 - 140 mm, even exceeding this level in some places.
Worryingly, heavy rains occurred at the same time as high tides. Water levels on the Saigon River and inner-city canals were recorded at or above alert level III, significantly reducing drainage capacity. Many low-lying areas in former areas such as Binh Thanh District, District 8, Nha Be, Binh Tan and Can Gio are at risk of deep flooding when heavy rains coincide with high tides in the evening.
According to the Southern Hydrometeorological Station, the weather in the Southern region is also being affected by the low pressure trough and the strong southwest monsoon. In provinces such as Dong Nai, Binh Duong (old), Long An , Ben Tre (old), Can Tho, thunderstorms appear frequently in the evening, in some places very heavy rain accompanied by whirlwinds, lightning and strong gusts of wind. Extreme phenomena such as falling trees, riverbank landslides, and power outages may occur locally.
The main cause is that the continental cold high pressure is being strengthened weakly and shifted eastward. The tropical convergence zone with its axis across the Southern region gradually lifts its axis to the north. The wind changes direction with weak intensity over the Southern sea. Above, the subtropical high pressure with its axis across the Northern - North Central region has stable intensity.
Faced with this unpredictable situation, authorities have advised people to limit travel during peak rain hours, avoid deeply flooded areas, and proactively cover and raise furniture and vehicles in low-lying residential areas. Local authorities have been asked to increase inspections of drainage systems, operate pumping stations, and flood control valves to minimize damage.
It is forecasted that heavy rains in Ho Chi Minh City and the South may continue in the first days of November. The meteorological agency said that this is the last rain of the 2025 rainy season, but due to the combination of high tides, people need to pay special attention to weather warning bulletins to proactively respond and ensure safety for people and property.
