Due to the impact of cold air combined with disturbances in the East wind zone, the Northeast region has rain in many places, the North and North Central regions are cold, and some mountainous areas are cold. In Hanoi alone, there is rain and cold weather, with the lowest temperature commonly being 19-21 degrees Celsius.

In the Central region, from Nghe An to Quang Ngai, there is forecast to be moderate rain, heavy rain, locally very heavy rain and thunderstorms. Last night and this morning, from Ha Tinh to Northern Quang Tri, there was moderate to very heavy rain. In the next 24 hours, the area from Nghe An to Northern Quang Tri is forecast to have heavy to very heavy rain, with rainfall ranging from 150-300mm, with some places exceeding 500mm.
From South Quang Tri to Quang Ngai , heavy rain will appear from the night of October 31 to the end of the night of November 1, with rainfall of 100-250mm, and in some places over 350mm. Some places are likely to have extremely heavy rain of over 150mm in just 3 hours.
At sea, the northeast wind is strong. The northern part of the East Sea (including the Hoang Sa sea area) has strong winds of level 6, gusts of level 7-8, rough seas, waves 2-4 meters high. In the Gulf of Tonkin, strong winds of level 5, sometimes level 6, gusts of level 7-8, rough seas, waves 1.5-2.5 meters high. During thunderstorms, there is a possibility of tornadoes and strong gusts.
Regarding the hydrological situation, the flood on Gianh River (Quang Tri) is rising, rivers from Hue City to Da Nang are falling. It is forecasted that in the next 12 hours, the flood on Gianh River will peak below alert level 3, then slowly fall; Bo River and Thu Bon River will be above alert level 2; Huong River will be down to alert level 2; Vu Gia River will be about 0.3m below alert level 2.
The meteorological agency warns that from now until November 5, a new flood may appear on rivers from Nghe An to Quang Tri. The flood peak on the Ca, Ngan Sau, Ngan Pho (Ha Tinh), Gianh, Kien Giang and Thach Han rivers is likely to reach alert levels 2-3, with some places above alert level 3. There is a high risk of flash floods, landslides in mountainous areas and inundation in low-lying areas and urban areas from Nghe An to Da Nang.
The deep flooding situation in Da Nang city is gradually decreasing, the water level in Hue city is also decreasing rapidly, but people in the Central provinces still need to continue to be vigilant against prolonged heavy rain and complicated flood developments in the coming days.
