Implementing the Prime Minister's direction at the meeting on the morning of October 29 to deploy response work and quickly overcome the consequences of heavy rain and floods in the Central region, the General Staff requested agencies and units to continue to thoroughly grasp and strictly implement the dispatches of the Prime Minister, the National Civil Defense Steering Committee, the Ministry of National Defense , and the General Staff on response work and overcome the consequences of heavy rain and floods in the Central region.

Agencies and units strictly maintain on-duty regime, proactively monitor and grasp the situation of rain and flood; promptly mobilize the best forces and means to help localities evacuate people from dangerous areas to safe places; support food, overcome the consequences of rain and flood, stabilize people's lives; inspect and promptly move units out of areas at high risk of landslides and unsafety; ensure the safety of forces when participating in performing tasks.

Military Region 4 and Military Region 5 directed the Military Commands of provinces and cities to strictly maintain the regulations on duty at Call Center 112; coordinate with local authorities and units to mobilize maximum forces and means to help people respond to and overcome the consequences of floods; promptly support food and provisions for people in flooded and isolated areas, not letting people lack temporary shelter or go hungry; proactively clean up mud, soil, and clean the environment, prioritizing medical facilities, schools, offices, residential areas, etc.

The Air Defense - Air Force and the 18th Army Corps inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights, and transport food and provisions when ordered.

The Chemical Corps, the Military Medical Department (General Department of Logistics and Engineering) coordinated with local authorities to mobilize forces and means to disinfect, sterilize, clean the environment, and prevent and control epidemics in areas affected by floods.

The Information and Communications Corps, the Military Industry - Telecommunications Group ensures communications, transmission lines and other necessary conditions to serve the Government, the Prime Minister, and the Ministry of National Defense in directing and operating civil defense activities.

The Navy, Corps 34, Border Guard, Vietnam Coast Guard, Artillery - Missile Command, other branches and corps direct units under their authority to mobilize forces and means to help localities where they are stationed and where they carry out tasks to overcome the consequences of floods, inundation, and landslides when requested by localities.

The General Staff requests the General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, to strengthen direction, urge, and inspect subordinate units to do a good job of responding to and overcoming consequences of rain, floods, landslides; ensure safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve natural disaster response work; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond to and overcome consequences.

Agencies and units shall organize, implement and report to the General Staff through the Ministry's Command and the Department of Rescue and Search and Rescue to serve monitoring and direction work.

* According to the National Center for Hydro-Meteorological Forecasting, on the night of October 28 and early morning of October 29, in Hue city, Da Nang city and the eastern part of Quang Ngai province, there will be moderate rain, heavy rain, and locally very heavy rain; rainfall from 7:00 p.m. on October 28, 2025 to 3:00 a.m. on October 29, 2025, locally over 170 mm.

Heavy rain is forecasted in the next 24 - 48 hours, in Hue city and Da Nang city there will be heavy to very heavy rain with common rainfall of 120-250 mm, locally over 400 mm; in the South of Quang Tri and the East of Quang Ngai province there will be heavy rain with common rainfall of 80-180 mm, locally over 350 mm.
