
Administrative procedures at commune-level units in Ca Mau are being simplified to create the most convenience for people.
Immediately after the National Assembly and the National Assembly Standing Committee issued resolutions on the two-level local government model, the Ca Mau Provincial Party Committee quickly implemented and concretized the policies into actions. The province reorganized the administrative apparatus, merged the specialized agencies of the two old provinces of Ca Mau and Bac Lieu , creating a more streamlined and effective organizational structure.
The establishment of 64 Public Administration Service Centers at the commune and ward levels across the province has clearly demonstrated Ca Mau's commitment to applying information technology, helping to shorten the process of handling administrative procedures, while improving the quality of public services.
Plan 02-KH/BCĐTW: Driving force for digital transformation
Plan No. 02-KH/BCĐTW issued by the Central Steering Committee on June 19, 2025 is an important step in implementing the national digital transformation strategy. This plan emphasizes the goal of promoting interconnected, synchronous, fast and effective digital transformation, especially in the context of administrative reform. Ca Mau has quickly implemented this plan in the province's administrative reform activities, especially in improving the quality of management and serving people through the application of digital technology .
One of the highlights of Plan 02 is the requirement for localities to use information technology platforms to build e-government, while promoting digital transformation in public services. Ca Mau has proactively deployed solutions to digitize records, make online payments and receive records online, achieving impressive indicators of people's satisfaction and efficiency in handling administrative procedures.
Three months after implementing the two-tier local government model, Ca Mau has achieved remarkable results. The province has received a total of 88,429 administrative records, of which 80,848 were processed at the commune level. The rate of online submissions reached 76.05%, ranking 6th out of 34 provinces and cities; the rate of online payments reached 85.94%, ranking 6th out of 34. The level of people's satisfaction reached over 95%, reflecting the success of administrative reform, reducing procedures and creating favorable conditions for people and businesses.
Ca Mau also leads in the rate of files with online payment transactions, reaching 98.17%, ranking 1/34 provinces and cities. These indicators show that the application of information technology in handling administrative procedures has brought about significant improvements in work efficiency and people's satisfaction.
Innovation in management thinking
Plan No. 02-KH/BCĐTW of the Central Steering Committee has contributed to changing the administrative management mindset in Ca Mau. Previously, administrative management was often considered purely "management", but now, Ca Mau has shifted to a "service" mindset, aiming at the goal of making citizens feel most comfortable and satisfied in the process of carrying out administrative procedures.
Ca Mau Province has organized training courses to improve professional skills and soft skills for staff, especially those working directly at the Commune-level Public Administration Service Center. This helps improve service attitude and enhance the ability to handle administrative procedures quickly and accurately.
However, Ca Mau also faces some difficulties in the process of implementing the two-level government model. The merger of administrative units has caused the commune-level area to expand, increasing the workload and putting great pressure on the staff and civil servants. The professional qualifications of a number of commune-level officials are still limited, especially in important areas such as land, finance, construction and information technology.
In addition, some communes have to use 2-3 offices, causing inconvenience for management and public reception. Public Administration Service Centers in some places still lack equipment and facilities, affecting work efficiency. To overcome these limitations, Ca Mau province has proposed many solutions, including improving facilities, upgrading offices, expanding Public Administration Service Centers, and promoting investment in information technology infrastructure.
In the coming time, Ca Mau will continue to effectively implement Resolutions and Plan 02-KH/BCĐTW, focusing on perfecting the staff and civil servants, especially enhancing digital capacity and modern administrative management. The province will also continue to reform administrative procedures, promote training and fostering of staff and civil servants, and perfect the information technology infrastructure system to create a solid foundation for a modern digital government.
Provincial Party Secretary Nguyen Ho Hai affirmed that Ca Mau is committed to continuing to implement the resolutions and plans of the Central and Provincial Party Committees to build a streamlined, effective two-level local government, always putting the people at the center of service. The province will continue to review and decentralize management, promote training and fostering, and implement new initiatives to improve the quality of administrative management work throughout the province./.
