Son La is streamlining and reorganizing its administrative apparatus to ensure synchronization and interconnectedness.

On the afternoon of October 30th, the Son La Provincial Party Committee held a conference to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 6th Conference of the Central Committee of the 12th Party Congress on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient" and other resolutions, conclusions, and plans of the Central Committee on restructuring and streamlining the organizational apparatus in the province.

Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Son La province, delivered a speech at the conference.

Directing the conference, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Son La province, requested that Party organizations, agencies, and units continue to thoroughly and effectively implement the Central and provincial policies on restructuring and streamlining the organizational apparatus; direct and operate the activities of Party and State agencies at the local level in accordance with regulations, ensuring smooth and efficient operation, preventing congestion and disruptions that affect public service activities, administrative procedures, and the provision of online public services to citizens and businesses.

In addition, Party organizations, agencies, and units should focus on building a team of cadres, civil servants, and public employees capable of fulfilling their assigned tasks effectively; review and re-evaluate the team of cadres, civil servants, and public employees to ensure the right person is assigned to the right job. Party organizations, agencies, and units should promote administrative reform and the application of information technology in their work; ensure close and seamless communication and connection between provincial and commune-level governments in directing, managing, exchanging information, and resolving issues; strengthen inspection and supervision of public services, contributing to preventing bureaucracy, corruption, and waste in administrative agencies and public service units; and strictly handle cadres, civil servants, and public employees who engage in harassment in serving the people, organizations, and businesses…

The Provincial Party Secretary and Head of the National Assembly Delegation of Son La province assigned the Provincial Party Committee and People's Committee to lead and direct the implementation of projects on the restructuring of public service units and internal departments within agencies and organizations in the province's political system. The Provincial Party Committee's Organization Department will continue to research and advise on the concretization of the Central Committee's policies, resolutions, and conclusions on reforming, restructuring, and streamlining the organizational apparatus; and coordinate with the Provincial Party Committee and People's Committee and relevant agencies and units to regularly monitor, supervise, and advise on resolving difficulties and obstacles faced by agencies and units during the consolidation, restructuring, and merger process.

After 8 years of implementing Resolution No. 18, the work of reorganizing and streamlining the organizational structure of the political system within the Son La Provincial Party Committee has been carried out urgently, seriously, and effectively with a specific roadmap, ensuring synchronicity, interconnectedness, and a harmonious combination of inheritance, stability, innovation, and development. Son La has linked organizational reform with reform of leadership methods, restructuring and improving the quality of cadres, civil servants, and public employees, and has achieved many important results. The organizational structure of agencies, units, and organizations within the political system has been gradually reformed, reorganized, and consolidated towards a more streamlined, effective, and efficient operation; reducing intermediate levels, internal units, and the number of specialized departments and divisions, while simultaneously streamlining personnel and reducing the number of leaders and managers.

However, during the implementation of the Resolution, the locality still encountered some shortcomings and limitations. Specifically, these include: the allocation of officials and civil servants still shows localized surpluses and shortages in some localities; the capacity and qualifications of some officials and civil servants are still limited and do not meet the requirements of new tasks; and the equipment serving the work of some communes still does not meet the requirements and tasks…

On this occasion, 3 collectives and 11 individuals received Certificates of Commendation from the Chairman of the People's Committee of Son La province for their outstanding achievements in advising, directing, and implementing the Resolution.
