On the afternoon of October 30, Son La Provincial Party Committee held a conference to review the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, the 6th Conference of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and the resolutions, conclusions and plans of the Central Committee on reorganizing and streamlining the apparatus in the locality.

Directing the conference, comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Son La province requested Party organizations, agencies and units to continue to thoroughly grasp and seriously and effectively implement the policies of the Central Government and the province on reorganizing and streamlining the apparatus; direct and implement the operations of Party and State agencies in the locality in accordance with regulations, ensuring smoothness and efficiency, avoiding congestion and interruptions that affect public service activities, handling administrative procedures, and providing online public services to people and businesses.

Along with that, Party organizations, agencies and units focus on building a team of cadres, civil servants and public employees who are up to the task and complete assigned tasks well; review and re-evaluate the team of cadres, civil servants and public employees to arrange the right people for the right job. Party organizations, agencies and units promote administrative reform and apply information technology in work; ensure close and smooth connection and communication between provincial and communal authorities in directing, operating, exchanging information and solving work; strengthen inspection and examination of public services, contributing to preventing bureaucracy, corruption and waste in administrative agencies and public service units; strictly handle cadres, civil servants and public employees who commit acts of harassment in serving the people, organizations and businesses...

The Provincial Party Secretary, Head of the National Assembly Delegation of Son La province assigned the Provincial Party Committee and People's Committee to lead and direct the implementation of projects on the arrangement of public service units and focal points within agencies and organizations in the province's political system. The Provincial Party Committee's Organization Board continues to research and advise on the concretization of the implementation of the Central's policies, resolutions and conclusions on innovation, arrangement and streamlining of the apparatus; coordinate with the Provincial Party Committee and relevant agencies and units to regularly monitor, urge, advise and direct the resolution and removal of difficulties and obstacles of agencies and units when implementing the consolidation, arrangement and merger.

After 8 years of implementing Resolution No. 18, the work of arranging and streamlining the apparatus of the political system in the Son La Provincial Party Committee has been carried out urgently, seriously and effectively with a specific roadmap, ensuring synchronization, connectivity, and harmonious combination between inheritance and stability with innovation and development. Son La has linked the innovation of the apparatus organization with innovation of leadership methods, restructuring and improving the quality of the staff, civil servants and public employees and has achieved many important results. The apparatus organization of agencies, units and organizations in the political system has been gradually innovated, arranged and improved in the direction of streamlining, operating more effectively and efficiently; reducing intermediate levels, reducing internal focal points, reducing the number of specialized departments and offices, associated with streamlining the payroll, reducing the number of leaders and managers...

However, in the process of implementing the Resolution, localities still encounter some shortcomings and limitations. Specifically: The arrangement of cadres and civil servants still has a local surplus or shortage in some localities; the capacity and qualifications of some cadres and civil servants are still limited, not meeting the requirements of new tasks; equipment serving the work of some communes still does not meet the requirements and tasks...

On this occasion, 3 collectives and 11 individuals received Certificates of Merit from the Chairman of Son La Provincial People's Committee for their many achievements in advising, directing and implementing the Resolution.
