According to the meteorological agency, around the evening and night of October 30, cold air will begin to affect the Northeast region, then spread to the North Central, Northwest and Central Central regions. On land in the above areas, there will be Northeast winds of level 2-3, coastal areas will have winds of level 3-4.

The National Center for Hydro-Meteorological Forecasting said that from October 30 to November 1, due to the combination of cold air and East wind disturbances, the Northeast region will have scattered rain. From the night of November 1, the North and North Central regions will have cold nights and mornings, and the mountainous areas will be cold. The lowest temperature this time in the above areas is 19-22 degrees Celsius, and the mountainous areas will be below 17 degrees Celsius. In Hanoi, from October 30 to November 1, there will be rain, and from the night and morning of November 1, Hanoi will be cold, with temperatures remaining at 20-22 degrees Celsius.

Notably, due to the influence of high-altitude easterly wind disturbances, combined with strengthening cold air, the area from Thanh Hoa to Northern Quang Tri is likely to experience moderate to heavy rain, and locally very heavy rain. In recent days, many places in the Central region have received very heavy rain, with many places experiencing major floods, mainly in Hue City and Da Nang City (flood water exceeding alert level 3).

According to Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, the cause of the exceptionally heavy rains and floods in the Central provinces in recent days is due to a combination of weather patterns including low-level cold air, tropical convergence zones rising from the South, plus a humid East wind field operating at an altitude of 1,500-5,000m. This is one of the typical heavy rain patterns in the Central region at this time of year, and exceptionally heavy and prolonged rains are all caused by this weather combination.
