In the North, Thanh Hoa and Nghe An have rain in some places, sunny in the afternoon and evening, while from Ha Tinh to Da Nang city and the eastern provinces from Quang Ngai to Gia Lai have moderate rain, heavy rain, and locally very heavy rain.

In particular, the area from South Quang Tri to East Quang Ngai has some places with extremely heavy rain, total rainfall is generally 150 - 300mm, some places exceed 500mm. Hue City and Da Nang City recorded rainfall from 200 - 400mm, some areas reached over 600mm; maximum rainfall intensity can exceed 200mm in 3 hours. From Ha Tinh to North Quang Tri also appeared heavy rain, total rainfall is generally 80 - 150mm, the highest place exceeds 300mm.

Prolonged heavy rains have caused water levels on many rivers in the Central Central region to rise rapidly. Floods on the Huong River (Hue City) have peaked at 5.05m - exceeding alarm level 3 by 1.55m and are slowly receding. In Da Nang, floods on the Vu Gia - Thu Bon River are still fluctuating at their peak. The Bo River (Hue City) and Tra Khuc River ( Quang Ngai ) are on a downward trend.

There is a high risk of flash floods on small rivers and streams, and landslides on steep slopes from Quang Tri to Quang Ngai. Floods and inundation can greatly affect transportation, aquaculture, agricultural production and people's lives.

At sea, the Northeast monsoon is strong. At Con Co and Bach Long Vy stations, winds of level 6, gusts of level 7 were recorded. It is forecasted that on the day and night of October 28, the sea area in the North of the East Sea (including Hoang Sa sea area) will have strong Northeast winds of level 6 - 7, gusts of level 8 - 9, waves 3 - 5m high, rough seas. The Gulf of Tonkin and the sea area from South Quang Tri to Quang Ngai will have winds of level 5 - 6, gusts of level 7 - 8, waves 2 - 3.5m high.

Other sea areas, including the southern Gulf of Tonkin, the sea area from Quang Tri to Ca Mau, the Gulf of Thailand and the Truong Sa area, will have scattered showers and thunderstorms; during thunderstorms, there is a possibility of tornadoes and strong gusts of wind of level 6-7, posing a danger to ships operating offshore.
