Promoting cultural identity and tourism resources for Gia Lai to develop faster and more sustainably

The Ministry of Culture, Sports and Tourism issued Document No. 5686/TB-BVHTTDL dated October 24, 2025 announcing the Conclusion of Minister of Culture, Sports and Tourism Nguyen Van Hung at the working session with Gia Lai province.

Accordingly, on October 18, 2025, at the headquarters of the Ministry of Culture, Sports and Tourism, Comrade Nguyen Van Hung, Member of the Party Central Committee, Minister of Culture, Sports and Tourism chaired a working session between the Ministry of Culture, Sports and Tourism and Gia Lai province on the situation of cultural, sports and tourism development in Gia Lai province and resolving the recommendations and proposals of the province.

Also attending the meeting, on behalf of the Ministry of Culture, Sports and Tourism, were representatives of the leaders of the following units: Vietnam National Administration of Tourism , Department of Physical Training and Sports, Department of Cultural Heritage, Department of Grassroots Culture, Department of Planning, Finance and the Ministry Office.

On behalf of Gia Lai province, there were comrade Nguyen Thi Thanh Lich, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; representatives of the leaders: Department of Culture, Sports and Tourism, Provincial Party Committee Office, Provincial People's Committee Office.

Minister Nguyen Van Hung worked with leaders of Gia Lai Provincial People's Committee on the development of culture, sports and tourism in the area.

After listening to Gia Lai province's summary report on the development of culture, sports and tourism and the province's recommendations and proposals, and the opinions of the delegates attending the meeting, the Minister concluded as follows:

General assessment

After merging with Binh Dinh province, Gia Lai province has formed a new administrative unit with a diverse appearance: combining the plateau, mountains and forests in the West with the plains and coast in the East. With the new development space, Gia Lai province has room to expand, more clearly identify its position, new potential and affirm its advantages and development opportunities; position its brand in the determined effort to build an increasingly prosperous province.

Recently, the 1st Congress of Gia Lai Provincial Party Committee, term 2025-2030 was successfully held, affirming the determination and vision of the Party Committee, government and people of all ethnic groups in Gia Lai province in developing culture, sports and tourism, promoting the "soft power" of culture, Gia Lai people consider this as the foundation leading to sustainable development; affirming the position as a bright spot of development in the Central Highlands region, a center connecting inter-regional tourism, culture and sports, towards the goal of becoming a fairly developed province of the country by 2030.

The Ministry of Culture, Sports and Tourism respectfully acknowledges and thanks the resolute and wise leadership of the Provincial Party Committee, People's Council, and People's Committee; and the consensus of the people of all ethnic groups in Gia Lai province in joining hands to promote the development of culture, sports and tourism, actively contributing to the common achievements of the culture, sports and tourism sector nationwide.

The Ministry hopes that the Provincial leaders will continue to adhere to the chosen development orientation, promote cultural identity and tourism resources so that Gia Lai can develop more quickly and sustainably in the coming time. The Ministry of Culture, Sports and Tourism will accompany and closely coordinate with the province in developing the culture, sports and tourism of the province, with the development orientation "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge" , specifically as follows:

Culture is the foundation

Continue to identify Culture as the foundation, endogenous resource, and driving force for sustainable development of the Province. Place culture in a comprehensive relationship, closely and harmoniously connected with politics, economy, and society.

Fundamentally and comprehensively transform the mindset from "doing culture" to "managing culture" while focusing on preserving and promoting national cultural identity, especially the "Central Highlands Gong Cultural Space" - a representative intangible cultural heritage of humanity; build a healthy cultural environment, arouse pride and sense of responsibility in the ethnic communities of Gia Lai province in preserving, teaching and promoting the value of gongs, folk songs, folk dances, traditional festivals, costumes and folk knowledge.

Encourage the development of cultural industries based on cultural characteristics, promote the identity and unique potential of the Province such as: traditional musical instruments, handicrafts, performing arts, cuisine and gong festivals... contributing to spreading the image of "Gia Lai - Land of gongs" to domestic and international friends.

Sport is power

Promote mass sports movements, maintain and develop extensively, richly and diversely the forms of sports associated with the ethnic minorities in the Central Highlands (Crossbow shooting, Tug of war, Stick pushing); pay attention to investing in the development of high-performance sports, focusing on sports that the Province has potential and strengths such as: Traditional martial arts, Kickboxing, Taekwondo, Karate, marathon, Beach volleyball, Beach soccer, Swimming, Golf, marine sports and recreational sports... Actively coordinate to organize domestic and international exchanges and competitions.

Tourism is a connecting bridge

Continue to identify tourism as a key economic sector, develop key tourism types and products that "touch the emotions" of tourists; strive to become a center connecting tourism, culture and sports between the Central and Central Highlands regions.

Research and develop a variety of community tourism models, combining eco-tourism, cultural - historical tourism, and high-end resorts with unique features and strong identities, creating attractive experiences for tourists, thereby gradually orienting sustainable tourism development, aiming to build a modern, integrated "ecosystem" of culture - sports - tourism, with the strong identity of "Great Forest - Blue Sea".

Information is the circuit

Strengthening press and media management plays an important role in state management of culture, sports and tourism, contributing to orienting ideology, spreading positive cultural values, consolidating ideological foundations, communicating policies and promoting sustainable local development.

On the proposal and recommendation of Gia Lai province

National target program on cultural development for the period 2025 - 2035 in Gia Lai province:

The Ministry of Culture, Sports and Tourism basically agrees with and supports Gia Lai province's proposal on implementing the National Target Program on Cultural Development for the 2025-2035 period in the province.

The Ministry of Culture, Sports and Tourism is submitting to the Prime Minister for approval a Decision regulating criteria, principles, and norms for allocating central budget capital and the proportion of counterpart funds from local budgets to implement the Program. After being approved by competent authorities, based on the proposal of Gia Lai province, the Ministry of Culture, Sports and Tourism will study, synthesize and send to the Ministry of Finance to report to competent authorities to arrange funding to implement projects under the Program.

Propose that the Provincial Party Committee and the People's Committee of Gia Lai province direct the implementation of the following contents: Direct specialized agencies to synthesize and review the list of proposed projects, to implement them with focus, key points, in accordance with investment resources, feasibility and economic efficiency. Proactively implement the work of preparing investment projects; site clearance; select competent consulting units, fully prepare technical infrastructure to be ready for implementation when capital is allocated. Proactively balance and arrange counterpart capital (estimated at about 10%) of the total project investment.

The task of making a plan to preserve, restore, renovate and promote the value of the special national relic of Tay Son Thuong Dao relic complex

The Ministry of Culture, Sports and Tourism has issued Document No. 441/TTr-BVHTTDL dated October 16, 2025 to the Prime Minister for approval of the task of developing a Plan to preserve, restore, rehabilitate and promote the value of the special national relic Tay Son Thuong Dao Relic Complex.

After being approved by the Prime Minister, it is recommended that the Provincial Party Committee and the People's Committee of Gia Lai province direct the Department of Culture, Sports and Tourism to coordinate with the Department of Cultural Heritage and relevant agencies to implement (1) Organizing the Planning to ensure synchronization, unity and feasibility; (2) Submitting for approval the Planning project in accordance with the provisions of the Law on Cultural Heritage and relevant legal provisions, associated with the implementation of the 2-level local government.

Host the National Tourism Year 2026

Gia Lai province is one of 08 localities that have registered to host the National Tourism Year 2026 (An Giang, Ha Tinh, Dong Thap, Lang Son, Hai Phong, Quang Ninh, Ninh Binh, Lam Dong), in which Gia Lai province is the earliest registered locality with the theme "Gia Lai - Convergence of identity, spreading green". The Ministry of Culture, Sports and Tourism acknowledges and highly appreciates the initiative and efforts of the province and respectfully requests the province to continue reviewing, researching, evaluating the criteria, completing the draft Project; proactively arranging local budgets and mobilizing socialized resources to ensure the set criteria and requirements.

Based on the proposals of the localities, the Ministry will synthesize and evaluate the criteria, select suitable localities to host the event, and report to competent authorities for consideration and decision.

Host several sporting events in 2026

The Ministry of Culture, Sports and Tourism agreed with the Province's proposal to host 12 high-performance sports competitions, and requested the Gia Lai Provincial People's Committee to direct the Department of Culture, Sports and Tourism and relevant agencies to: Well organize key sports events with widespread influence, especially the event "The 9th International Festival of Vietnamese Traditional Martial Arts - Gia Lai 2026".

Coordinate with the Department of Physical Training and Sports, Federations, Sports Associations, and domestic and international organizations to deploy and complete procedures for hosting and organizing international sports tournaments and events according to regulations (for example, hosting the World Traditional Martial Arts Championship).

Organization of implementation

Assign the Department of Cultural Heritage, the Department of Planning and Finance and specialized functional units of the Ministry to coordinate, support and guide specialized units of the Province in the process of reviewing and proposing contents and list of tasks to implement the National Target Program on Cultural Development for the period 2025 - 2035 in Gia Lai province; appraise and gradually implement the project, ensuring quality and efficiency.

Assign the Vietnam National Tourism Administration: Guide and support Gia Lai province in completing the dossier to host the National Tourism Year 2026; Based on the proposal dossiers of localities, review and evaluate the criteria, select suitable localities to host the National Tourism Year 2026, advise and propose to the Ministry's leaders to report to competent authorities for consideration and decision.

Assign the Vietnam Sports and Physical Training Department to: Continue to coordinate with the Province: (i) organize the event "9th International Festival of Vietnamese Traditional Martial Arts - Gia Lai 2026"; (ii) study the possibility of hosting the World Championship of Vietnamese Traditional Martial Arts at an appropriate time.
