Promoting international cooperation in digital development and artificial intelligence governance

The event was attended by representatives of the Ministry of Science and Technology (MOST) and representatives of ministries, branches, localities, research institutes, universities, associations, and domestic technology corporations and the Digital Cooperation Organization (DCO) delegation, representatives of embassies of DCO member countries in Vietnam.

Overview of Vietnam Digital Partner Forum - Digital Cooperation Organization 2025.

Speaking at the Forum, Mr. Nguyen Thien Nghia, Director of the Department of International Cooperation, Ministry of Science and Technology, said that the event took place in the context of digital transformation being a top priority for Vietnam and many countries in the world. The Forum was organized to promote international cooperation between Vietnam and DCO, identifying priority areas of cooperation to support Vietnam in achieving the goals of the National AI Strategy and the National Digital Transformation Program.

Mr. Nguyen Thien Nghia, Director of the Department of International Cooperation, spoke at the Forum.

The Forum focuses on policies and initiatives for digital development and AI governance; bringing together government representatives, technology companies, research institutes and international organizations to discuss innovative solutions to foster a sustainable, inclusive and responsible digital and AI ecosystem for digital economic development.

The Forum is also a space for policymakers and experts from Vietnam and DCO member countries to share experiences, success stories, as well as challenges in developing and implementing policies and initiatives for digital development and AI governance.

Speaking at the event, Mr. Ahmad Khudayar Bhinder, Director of Digital Policy and News, DCO congratulated Vietnam on the achievements in its journey of digital transformation and digital economic development. According to him, digital economic development is not just a matter of technology, but an ecosystem that requires close coordination between stakeholders, working together to promote strong digital economic development. DCO is committed to promoting global digital prosperity, sharing ethical principles in AI development, including transparency, fairness and sustainability.

At the Forum, Mr. Nguyen Van Thuat, Department of Digital Economy and Society, Ministry of Science and Technology shared an overview of Vietnam's digital economy, the National Strategy for Digital Economy and Digital Society Development, focusing on three main pillars: Digital transformation in government, economic digitalization, and digital society.

The DCO representative introduced the DCO and the role of the digital economy indicator toolkit in monitoring the maturity of the digital economy through 10 key pillars, as well as how this tool supports countries in building data-driven strategies and action plans; shared about international cooperation issues and innovative solutions to promote sustainable digital and AI ecosystems.

In the open discussion with in-depth discussions on how to mobilize the entire ecosystem of stakeholders to promote cohesion and cooperation, towards strategic goals in digital economic development; Achievements, remaining challenges and new opportunities; Lessons learned from DCO member countries that can support Vietnam in developing the digital economy; Experiences, lessons and challenges in building and implementing policies and initiatives for digital development and AI governance; Solutions to build a flexible legal framework for AI, both promoting innovation and managing risks, in line with international standards; Effective cooperation models to attract resources from the private sector for digital infrastructure projects and AI research and development.
