Ms. Pauline Tamesis: Resolution No. 57 of the Politburo on breakthroughs in the development of national science, technology, innovation and digital transformation has defined a clear vision of building a people-centered digital economy, promoting innovation and accelerating the digital transformation process. This resolution also affirms Vietnam's position, both regionally and globally, as a pioneer in science, technology, innovation and digital transformation.

The United Nations has praised Vietnam’s bold vision, which reflects a deep understanding of the transformative power of innovation in achieving the Sustainable Development Goals (SDGs), from fostering global partnerships, ensuring equitable access to digital services for all citizens, to investing in human capital and leading global efforts.
The United Nations recognizes Vietnam’s proactive role in implementing the Global Digital Compact. Vietnam’s contributions to ensuring that the voices and perspectives of countries in the Global South are positively reflected in the development of international standards and regulations on artificial intelligence (AI) governance, in line with the United Nations’ recommendations.
Vietnam's vision is even more significant in the context of the 2025 Nobel Prize in Economics being awarded for research that sheds light on the relationship between technological progress and sustainable economic growth, a factor that contributes to improving living standards, health and quality of life of people around the world.
This recognition strengthens the confidence of policymakers and affirms Vietnam's vision of the role of innovation in promoting economic growth.
Vietnam, with its steadfast determination to achieve breakthroughs through science, technology, innovation and digital transformation, is contributing valuable lessons to the world towards a comprehensive, inclusive and sustainable digital future for all.
Reporter: Vietnam is building a legal framework for artificial intelligence and promoting ethical, human-oriented intelligence. How do you assess the opportunities and impacts of this process on society and international cooperation?
The United Nations highly appreciates Vietnam’s important steps in building a legal framework for artificial intelligence, while promoting ethical AI development and human-centered digital transformation. These efforts clearly demonstrate Vietnam’s deep understanding of the far-reaching impact of artificial intelligence and digital transformation on all areas of social life.

Previously, AI governance in many countries, including Vietnam, was mainly based on fragmented legal frameworks, issued sporadically in many fields and managed by many different agencies. This fragmentation was a barrier to building an effective governance mechanism to optimize the benefits of AI for all people, while minimizing potential risks.
The principles and values that Vietnam is incorporating into its upcoming laws on artificial intelligence and digital transformation are very similar to the recommendations of the United Nations and its specialized agencies, including UNESCO. The United Nations welcomes Vietnam’s valuable commitment to creating a national ecosystem in harmony with international standards.
That similarity allows Vietnam to proactively "cooperate with other countries" in shaping international standards on artificial intelligence for the common good of humanity.
We have witnessed Vietnam’s active role in many international forums, such as the Global Forum on Ethics in Artificial Intelligence, ASEAN-led initiatives in the field of artificial intelligence and digital technology, as well as in the implementation of the Global Digital Compact, a key part of the United Nations Pact for the Future.
Vietnam’s launch of the National Readiness Assessment Report on the Implementation of UNESCO Recommendations on Artificial Intelligence Ethics (RAM) is a clear demonstration of its strong commitment to multilateral cooperation in AI governance, as well as in sustainable and ethical technology development.
