On October 28, the floodwaters in Hue receded slightly at noon and rose again in the evening. Taking advantage of the afternoon rain break, people waded out to buy necessities because the flood was forecast to last for days. Nhan Dan newspaper reporters recorded the activities in a small flooded corner next to the right gate, the entrance to Hue Citadel.

The local government had to tie a long rope at each door for people to hold and move.

Blockade forces were also dispatched to guard against other situations.

Through the city gate are flooded roads, people have to travel by boat.

On the flooded streets of the inner city, one can still see optimistic buying and selling scenes.

According to local authorities, this flood is only lower than the historic flood in 1999.

It flooded 35,000 houses, 32/40 wards and communes were flooded and isolated. And the remaining 8 mountainous communes were isolated. The flood level was from 0.5-1.5m. Some low-lying areas were flooded up to 2.5m.

Armed forces across the city have assisted in evacuating thousands of households and are continuing relief operations as water levels remain high.

At high points in the city, volunteer activities to help people in floods have also been carried out.
