Localities affected by floods should review their dike systems to repair them and ensure safety.

To ensure the dike system, the National Civil Defense Steering Committee recommends that localities affected by floods and storms prepare forces, materials, and means to handle dike incidents from the first hour; review the dike system for maintenance, repair, and renovation to ensure the safety of the dike system.

In the long term, the Ministry of Agriculture and Environment recommends that localities focus on mobilizing all resources to urgently complete and thoroughly handle the incidents that have occurred. At the same time, allocate investment funds and upgrade the dyke system to ensure the designed flood protection capacity and safety against the historical floods that have occurred.

Provinces and cities must organize the management of river banks and riverbeds in compliance with the provisions of the Law on Dikes; thoroughly handle violations of the law on dikes, especially the clearance of constructions and houses built in violation of the law, encroachment on river banks, riverbeds and within the dike protection corridor; strictly organize the patrolling and guarding of dikes during the flood season in accordance with regulations.

Provinces and cities adjust flood prevention and dyke planning of river systems and provincial planning in accordance with the natural disaster situation, the increasingly extreme and fierce developments of floods and rains....

Localities organize training and capacity building for specialized dike management forces and dike protection forces; increase investment in upgrading facilities and equipment serving dike management, disaster prevention and control at all levels; review the dike system for maintenance and repair to ensure the safety of the dike system.

According to information from the Department of Dyke Management and Natural Disaster Prevention, as of October 22, on the sea dykes and river dykes from Ha Tinh to Dak Lak, there are 38 key locations of weak dykes (Ha Tinh 5, Quang Tri 15, Hue 8, Da Nang 4, Quang Ngai 3, Gia Lai 2, Dak Lak 1); 6 dyke and embankment projects are under construction (Hue 1, Da Nang 1, Dak Lak 4).

From October 26-27, due to prolonged heavy rain, floods on rivers rose rapidly, causing overflow and flooding of river dykes and river estuaries in Quang Tri, Hue and Da Nang. Specifically in Quang Tri, heavy rain caused overflow and flooding of Hai Lang dyke (46.12km long), with a flood depth of over 0.5m.

In Hue city, heavy rain flooded and overflowed 10.9km long river estuary dikes (left and right dikes of Huong River, right dike of Truoi River), with flooding depth of 1.2-1.4m.

For Da Nang city: basically overflowing and flooding river dikes in the old Quang Nam province (dikes not yet classified), flooding depth over 0.5m (except for some dikes in the old Tam Ky city: Tay Yen dike, Ban Thach dike and old Que Son district: Cong Dien dike, Dong Linh, Dong Que, Ly Ly dike have dike crest elevation from 3m so not flooded yet).

River dykes (mainly near river mouths), river mouth dykes, and dykes in the area from Quang Tri to Quang Ngai provinces have a common dyke crest elevation of about 1-2.5m, with the task of preventing salinity, keeping fresh water, and preventing minor floods and early floods (when the main flood is at a high level, the dykes will basically overflow); the dykes in the old Quang Ngai city area can prevent main floods with a frequency of 10%.

For Phu Tho province, currently the river bank and riverbank sections from km53-km54+300 and the sections from km71+300-km72+300 of Thao right dike in Hien Quan commune and Tam Nong commune are experiencing severe erosion, locally with landslides reaching the border of residential areas, cultural works, historical relics; sweeping away some areas of land, architectural works, trees, crops of local people and directly threatening hundreds of households in the area; affecting the safety of Thao river right dike (also the provincial road DT 315) and risking the safety of the two embankments upstream and downstream of the landslide area.

Faced with this development, the People's Committee of Phu Tho province has declared a natural disaster emergency regarding the landslide and riverbank collapse of the Thao River. Relevant departments and agencies are urgently implementing key tasks, promptly starting construction of the project according to the emergency order, striving to complete the project in the fastest time, ensuring the technical quality of the project; protecting the safety of the dike project.
