
In the long term, the Ministry of Agriculture and Environment recommends that localities focus on mobilizing all resources to urgently complete the remediation of the incidents that have occurred. At the same time, allocate funds to invest in and upgrade the dike system to ensure its designed flood resistance capacity and safety against historical floods.
Provinces and cities shall organize the management of riverbanks and riverbeds in compliance with the Law on Dikes; decisively handle violations of the law on dikes, especially the demolition of structures and houses built in violation of regulations, encroaching on riverbanks, riverbeds and within the dike protection corridor; and strictly implement patrol and guard work to protect dikes during the rainy season and floods in accordance with regulations.
Provinces and cities are adjusting their flood control and dike management plans for river systems and provincial plans to suit the increasingly extreme and severe natural disasters and rainfall patterns.
Local authorities are organizing training courses to improve the capacity of specialized dike management forces and other forces involved in dike protection; increasing investment in upgrading facilities and equipment serving dike management and disaster prevention at all levels; and reviewing the dike system for maintenance, repair, and restoration to ensure the safety of the dike system.
According to information from the Department of Dike Management and Disaster Prevention, as of October 22nd, there are 38 critical and vulnerable dike locations along the coastal and river estuary dikes from Ha Tinh to Dak Lak (5 in Ha Tinh, 15 in Quang Tri, 8 in Hue, 4 in Da Nang, 3 in Quang Ngai, 2 in Gia Lai, and 1 in Dak Lak); and 6 dike and embankment construction projects are unfinished (1 in Hue, 1 in Da Nang, and 4 in Dak Lak).
From October 26-27, due to prolonged heavy rain, floods on the rivers rose rapidly, overflowing and inundating river dikes and estuary dikes in Quang Tri, Hue, and Da Nang. Specifically in Quang Tri, heavy rain caused overflowing and inundation of the Hai Lang dike (46.12km long), with a flood depth of over 0.5m.
In Hue city, heavy rains caused flooding and overflowing of 10.9km of river estuary dikes (left and right dikes of the Perfume River, right dike of the Truoi River), with flood depths ranging from 1.2-1.4m.
For Da Nang city: basically all river dykes in the former Quang Nam province (dykes not yet classified) are overflowing and inundating, with flood depths exceeding 0.5m (except for some dykes in the former Tam Ky city: Tay Yen, Ban Thach dykes and the former Que Son district: Cong Dien, Dong Linh, Dong Que, Ly Ly dykes with crest elevations of 3m or higher, so they are not yet flooded).
The river dykes (mainly near river mouths), estuary dykes, and embankment dykes in the area from Quang Tri to Quang Ngai provinces have a common dyke crest elevation of about 1-2.5m, serving to prevent saltwater intrusion, retain freshwater, and protect against minor floods and early floods (when the main flood season reaches high levels, the dykes will basically overflow); the dykes in the old Quang Ngai city area can withstand a 10% frequency of the main flood season.
In Phu Tho province, the riverbank sections from km53-km54+300 and from km71+300-km72+300 of the right bank of the Thao River, located in Hien Quan and Tam Nong communes, are currently experiencing severe erosion. In some areas, the erosion extends to residential areas, cultural sites, and historical relics; it has swept away land, structures, trees, and crops belonging to local residents and directly threatens hundreds of households in the area. This affects the safety of the right bank of the Thao River (which is also the provincial road DT 315) and poses a risk to the safety of the two embankment sections upstream and downstream of the eroded area.
In response to this situation, the People's Committee of Phu Tho province declared a state of emergency regarding the landslide and breach of the right bank dike of the Thao River. Relevant departments and agencies were instructed to urgently implement key tasks, promptly commence construction of the project under the emergency order, strive to complete the project as quickly as possible, ensure the technical quality of the project, and protect the safety of the dike system.
